Goa State 25% Subsidy for Self Employed Scheme
The scheme aims to boost self-employment in Goa and subsidize Capital Investment to encourage the creation of fixed assets. The scheme provides a 25% subsidy on fixed capital investment to individuals, partnership firms, or groups of individuals who have availed loans for approved self-employment.
๐ค Eligibility
- The applicant must be an individual or a Group of individuals or a Partnership Firm.
- The applicant must have availed financial assistance for the purpose of self-employment under the "Chief Ministerโs Rozgar Yojana (CMRY)" or "Dr. Verghese Kurien Rojgar Yojana (VKRY)" Schemes, or from Nationalized Banks, Scheduled Commercial Banks, Co-operative Banks, and registered Credit Societies.
- The income of the applicant along with spouse must not exceed โน3,00,000/- per annum.
- The applicant must be minimum 7th grade passed.
- The applicant must be below 42 years of age.
- In case of a group of individuals (except registered Self Help Groups), all the individuals must be below 42 years of age.
- In the case of groups of individuals, all persons in the group must satisfy the residency, age, and education criteria.
- The activity carried out must not be covered under the Red Category.
- The activity carried out must not be related to tobacco and liquor.
- The applicant must not be receiving assistance under the "Dr. Verghese Kurien Rojgar Yojana Scheme" for the acquisition of Yellow/BlackโMotorcycles, Yellow/BlackโAuto Rickshaws, Yellow/BlackโTaxis, Tourist Taxis, or Buses.
- The applicant must not be an existing beneficiary of the "Chief Ministerโs Rojgar Yojana Scheme" financed for the acquisition of Yellow/BlackโMotorcycles, Yellow/BlackโAuto Rickshaws, Yellow/BlackโTaxis, or Tourist Taxis.
- The applicant must not be a beneficiary under any other subsidy linked schemes of the Government, wherein subsidy of approximately 25% or more is given by the concerned department.
- The applicant should be born and resident for 15 years in Goa.
- The applicant should be a resident of the State of Goa for at least 15 years prior to the application under this scheme.
- The applicant should have passed graduation or 12th standard or 10th standard or schooling from the State of Goa.
- The age limit shall be relaxable by 5 years for women, disabled persons, Scheduled Caste/Scheduled Tribes, and Other Backward Class persons.
- Applicants eligible for age relaxation under the Chief Ministerโs Rozgar Yojana/Dr. Verghese Kurien Rojgar Yojana shall be considered under this scheme automatically.
- The minimum VIIth grade requirement may be relaxed in deserving cases by a specific order of the Director of Industries, Trade & Commerce.
- Applicants granted education relaxation under the Chief Ministerโs Rozgar Yojana/Dr. Verghese Kurien Rojgar Yojana Scheme shall be considered under this scheme automatically.
- Self Help Groups (SHGs) of women and disabled persons shall be given priority.
- Priority will be given to women entrepreneurs to the extent of 30% of the budgeted outlay on the scheme in case applications exceed total budgetary provision.
- All beneficiaries under the Chief Ministerโs Rozgar Yojana/Dr. Verghese Kurien Rojgar Yojana Scheme are automatically covered under this scheme, and approval by the Task Force Committee is adequate.
- Existing beneficiaries under the Revised and Modified Chief Ministerโs Rozgar Yojana having their account without any over dues as on 30-09-2015, or from the month following which the account is regularized, shall be eligible.
- Existing beneficiaries of other subsidy linked schemes of the Government, wherein the subsidy availed/eligible is less than 25%, may be granted subsidy under this scheme, provided the subsidy availed is deducted from this scheme's subsidy on a pro-rata basis.
๐ Benefits
- Payment of 25% subsidy on fixed capital investment for all activities related to Industrial and other self-employment opportunities.
- In the case of the Dr. Verghese Kurien Rojgar Yojana Scheme, an amount equal to 20% of the Equated Monthly Installments (which corresponds to approximately 25% of the principal component of the Equated Monthly Installments), paid within the due date, shall be credited to the principal account, on the date of payment.
- In the case of the Revised Chief Ministerโs Rojgar Yojana Scheme, an amount equal to 20% of the Equated Monthly Installments (which corresponds to approximately 25% of the principal component of the Equated Monthly Installments), paid within the due date, shall be credited to the principal account on the date of payment.
- For Revised Chief Ministerโs Rojgar Yojana beneficiaries, the subsidy is on the non-overdue outstanding Equated Monthly Installments of the disbursed assistance, from the month following which the account is regularized.
- Subsidy shall be applicable only on the fixed capital investment, which includes premises, plant and machinery, furniture and fixtures, office equipment, electrification, alternate power sources, etc.
- For beneficiaries of the Revised Chief Ministerโs Rojgar Yojana, the subsidy shall be applicable on the entire non-overdue outstanding of the disbursed assistance.
- The subsidy shall not be paid on the defaulted Equated Monthly Installments.
- Subsidy can be resumed on payment of defaulted Equated Monthly Installments but shall be applicable only for the balance amount or for a fresh Equated Monthly Installment.
- If the beneficiary pre-closes the loan account prior to the completion of one year of the first disbursement of the loan, then the subsidy amount paid to the beneficiary during the said period shall be reversed and debited to the loan account.
- In the case of misrepresentation or miscalculation, the amount of such subsidy released shall be repayable forthwith by the borrower and shall be recovered as arrears of land revenue.
- Working capital investment, including raw materials, stock of goods for sale, consumables, etc., shall not be considered for the payment of subsidy.
๐ How to Apply
- *The applications shall be submitted physically at the office of the Economic Development Corporation, EDC House, Panaji-Goa.
- Step 1: The individual or group of individuals eligible under this scheme must first obtain the prescribed application proforma, which is available with the Economic Development Corporation, Panaji.
- Step 2: The applicant must duly complete the application form and pay the application form cost of โน25/- and a non-refundable processing fee of โน200/-. The receipt for the processing fee must be enclosed along with the submission.
- Step 3: The completed application, addressed to the Managing Director of the Economic Development Corporation , shall be submitted physically at the office located at EDC House, Panaji-Goa . Beneficiaries who are already availing assistance under the Chief Ministerโs Rozgar Yojana/Dr. Verghese Kurien Rojgar Yojana Scheme need not apply separately, as they are automatically covered.
- Step 1: Scrutiny and Recommendation by the Task Force Committee
- For the purpose of implementing this scheme, the Task Force Committee (TFC), set up under the "Chief Ministerโs Rozgar Yojana/Dr. Verghese Kurien Rojgar Yojana Scheme", shall scrutinize the received applications.
- The TFC will then recommend the applications for the subsidy.
- Step 2: Sanctioning and Fund Placement
- The Task Force Committee under the Chief Ministerโs Rozgar Yojana/Dr. Verghese Kurien Rojgar Yojana Scheme shall serve as the sanctioning authority for applications under those schemes, provided they have been duly appraised by the corresponding Appraisal Committee.
- The Directorate of Industries, Trade & Commerce shall make the necessary budgetary provision for the scheme and place the funds before the Economic Development Corporation upon receiving the subsidy claims.
Goa State Best Library and Best Librarian Award
The scheme "Goa State Best Library and Best Librarian Award" has been designed to envisage grant of awards for one meritorious Library and one Librarian serving either in any Government or Governmentโaided Libraries in the State of Goa, which includes the Public/Academic/Special/Research Libraries.
๐ค Eligibility
- For Library
- The library should be in existence for a minimum period of 15 years.
- The library should have a minimum of 100 registered members for the last 5 years.
- The library should have in possession a minimum of 2500 books, periodicals etc., in readable condition.
- The library should have a proper infrastructure with retrieval facilities.
- The library should be spacious, having a minimum area of 40 sq. mts. and with proper ventilation.
- The library should have conducted regular programmes etc. for the members/public to enhance
- their reading habits and knowledge.
- The library should have maintained all the library records properly and up to date.
- The award shall be conferred to only one well-stacked library from the State of Goa.
- For Librarian
- The Librarian should be born in the State of Goa or should be a resident of the State of Goa for a minimum period of 15 years.
- The Librarian should have a minimum of 10 years of continuous service as a Librarian/Section-In-Charge of a reputed library from the State of Goa.
- The Librarian should have taken up initiatives for library development/inculcating reading culture in his/her area of work.
- The award shall not be conferred posthumously. However, in the event of death of the individual after recommendation of his/her name for the award by the Award Committee, the award shall be conferred posthumously. Further, any illustrious service of any individual in the field of library movement shall also be recognized and considered for the award not beyond one year of death or retirement of the individual.
- The award shall be conferred on one meritorious librarian i.e. serving in any Government, Government-aided Libraries in the State of Goa which include the Public/Academic/Special/Research Libraries etc.
- NOTE: In the event of no suitable person of the desired standard being found, no award shall be conferred for that year.

Goa State Cultural Award
"Goa State Cultural Award" has been designed to honour the eminent personalities in the field of Art and culture. The scheme intends to give recognition to the Goan artists par excellence for their lifetime achievements and for their extraordinary contribution to the field of Art and culture in Goa.
๐ค Eligibility
- The applicant should be an artist.
- The applicant should have completed 60 years of age.
- The applicant should have given extraordinary contributions to the field of art & culture at large and in his/her respective field of art in particular.
- The applicant should have contributed in his/her respective field of art in Goa for a minimum of 10 years out of his/her entire career as a practising artist.
- No award will be presented posthumously. However, during the selection process if the death of any artist occurs after the recommendation of his name then Task Force The committee may consider his name for the award, in such circumstances award will be presented posthumously.

- The awardee shall be honoured with a shawl, a sriphal, a certificate of appreciation and a financial purse to the extent of โน 1,00,000/- per individual and monthly financial assistance as provided under the scheme of Kala Samman.

The scheme "Goa State Cultural Award for Institution" by the Directorate of Art and Culture, Government of Goa is designed to recognize, promote and appreciate the contribution of the institution in the field of Art and culture. This will give a tremendous boost to cultural institutions in Goa.

- The applicant should be a Goan institution (or institution working for Goan artists) working in the field of Art and culture.
- The institution should have completed 15 years.
- The institution should have given extraordinary contributions to the field of Art and culture.
- The institution should have a properly constituted managing body with its powers and duties clearly defined in its constitution.
- The institution should have a good reputation in the local community.
- The cultural institutions that are financed by the Central Government Corporations, and Municipalities are also eligible.
- Reservation / Preference / Priority
- Preference will be given to the institutions involved in Cultural Education i.e. imparting Training in Music, Dance, Drama, Fine Arts etc.

Goa State Employment Subsidy Scheme for the Industries, 2008
"Goa State Employment Subsidy Scheme for the Industries, 2008" aimed to promote industrial growth, revive sick units, and provide employment to local youths. Additional subsidies and incentives were given to eligible manufacturing units, with a focus on local employment and industrial development.
๐ค Eligibility
- Only manufacturing units were eligible.
- New and existing Micro and Small Enterprises registered with the Directorate of Industries, Trade and Commerce.
- Medium and large units approved by the High-Powered Coordination Committee after 1st April 2008.
- Units had to employ 80% local manpower (contract/temporary/daily wage employees not considered).
- Units had to fall under "Green", "Orange", or specified "Orange" categories.
- *Proprietor, partner, promoters, directors, or their relatives (spouse, father, mother, son/daughter, grandparent, son-in-law, daughter-in-law, brother, sister, first cousin) were not considered employees for subsidy claims.
- Preference/Priority
- Women-owned proprietary concerns (100% ownership) and partnership firms (51% ownership by women, with at least one additional partner other than husband, father, brother, or son).

- For sick units under revival plan: Subsidy defined by the appropriate authority, subject to a maximum of 25%.
- Total subsidy did not exceed 40% including all additional benefits.
- Disbursement
- 50% of the amount was paid upon signing the agreement.
- The remaining 50% was paid via bonds bearing 6% interest, payable after 5 years, subject to the unit being functional and employing 80% local youths at maturity.
- Disbursement was made within 15 days of claim finalization.

- Step 1: The eligible units had to register with the Directorate of Industries, Trade and Commerce using the prescribed proforma/form.
- Step 2: Submit half-yearly claims covering January-June and July-December periods. Claims had to be filed within 3 months of the half-yearly period (first half-year claim by 30th September, second half-year claim by 31st March).
- Step 3: The Directorate of Industries, Trade and Commerce scrutinized and prepared a list of eligible units and forwarded it to the Task Force Committee within one month. The Task Force Committee verified claims and finalized the list within two months.
- *Any disputes could be filed with the Chief Secretary, whose decision was final.
Goa State Export Market Development Scheme, 2008
The scheme "Goa State Export Market Development Scheme" encouraged Goan industries to improve export markets and support them in establishing their goods firmly in the export market. It provided interest-free loans up to โน5,00,000/- for participating in exhibitions and market study tours abroad.
๐ค Eligibility
- Only those units set up in Goa and permanently registered or acknowledged with Entrepreneurs Memorandum II by the Directorate of Industries, Trade and Commerce were eligible.
- The unit had to be in operation for a minimum period of three years.
- The unit had to have an import/export code issued by the Reserve Bank of India/Government of India or by any competent authority of the Government of India.
- The total turnover of the unit for the last three preceding financial years should not have exceeded โน10,00,00,000/-.
- One unit could avail this facility only once under this Scheme in its lifetime.
- If the original unit had already taken benefits under this Scheme, then the sold/transferred unit was not eligible to derive any benefits under this Scheme.

- Interest-free loan up to โน5,00,000/- was provided for participating in shows/exhibitions outside India.
- Interest-free loan up to โน5,00,000/- was also provided for market study tours outside India.
- The loan was repayable over five years in equal half-yearly installments.
- *Delay in payment carried an interest at 14% per annum.

- Step 1: The interested applicant had to obtain the specified proforma from the Directorate of Industries, Trade and Commerce. Alternatively, the prescribed format could also be downloaded from the official website of the Directorate.
- Step 2: The applicant was required to take a print of the form, fill in all the mandatory fields, paste a passport-sized photograph, and attach copies of all the mandatory documents (self-attested, if required).
- Step 3: The duly filled and signed application form, along with the documents, had to be submitted to the Director, Directorate of Industries, Trade and Commerce.
- Deadline: The interested units had to apply to the Directorate at least 30 days prior to the study tour or exhibition.
- Post-Application Processes
- The Director of Industries, Trade and Commerce intimated the decision within two weeks to the unit. If approved, the loan was disbursed by the Directorate of Industries, Trade and Commerce. The promoter of the unit who had availed the facility under this Scheme had to submit a detailed report within 30 days of return from the visit.
Goa State Financial Incentives to the Industries for Certification and Patenting Scheme, 2008
"Goa State Financial Incentives to the Industries for Certification and Patenting Scheme" aimed to encourage industrial units to obtain certifications and patents for quality standards. It provided financial assistance up to โน2,00,000/- to eligible industries and service sectors.
๐ค Eligibility
- Units that obtained Certification from the Indian Standard Institute, International Standard Organization Certification, or any other National/International certification for quality standards from Re-certifying bodies accorded by the Government, NABCB (National Accreditation Board for Certification Bodies), etc., and/or patent rights on products and/or processes were eligible.
- Units had to be under the category of Micro & Small/Medium and large-scale industry or service industry falling under the Green/Orange Category list.
- Units permanently registered or acknowledged with Entrepreneurs Memorandum II by the Director of Industries, Trade and Commerce were eligible.
- Units not registered or acknowledged with EM II but cleared by the High Powered Coordination Committee or any Committee or Authority formed to grant such clearances for investment in the State were also eligible.
- Service Industries not covered under sub-clauses (a) and (b) were also eligible if they fell under the following categories:
- Hospitals or any other Medical Institutions registered with or recognized by the Directorate of Health Services.
- Educational Institutions recognized by the Directorate of Education/Directorate of Higher Education/Directorate of Technical Education or any other educational institution affiliated to Goa University/Goa Board/Goa Board of Technical Education or any other institution covered under the Goa Education Development Corporation or Human Resource Development Foundation.
- Co-operative Banks other than Multi-State Co-operative Banks registered with the Registrar of Co-operative Societies under the Government of Goa.
- Any other service sector specially notified for this purpose by the Director, Directorate of Industries, Trade and Commerce.
- Units could obtain financial incentives under this Scheme only once in the lifetime of the unit after permanent registration.
- Units that had already obtained Certification or patent rights but had not availed any financial assistance from the State Government were also eligible to apply for incentives under this Scheme for additional certification, provided the certification qualified for the benefit under this Scheme.
- Units that had availed Central assistance for this purpose were also eligible but only to the extent of the balance amount after deducting the Central Assistance availed.
- Units that lost certification due to inadequacies in the unit were not eligible to avail the benefit for the second time.
๐ Benefits
- Financial assistance/subsidy to the extent of โน2,00,000/- or the actual expenses incurred, whichever was less, was granted per unit.
- The actual expenses did not include charges for lodging/boarding, refreshments, travel, etc., but included only the actual charges incurred to obtain the certificate.
- Financial incentives could be availed once in the lifetime of the unit, irrespective of changes in ownership/constitution or product.

- Step 1: The interested applicant had to obtain the specified proforma from the Directorate of Industries, Trade and Commerce. Alternatively, the prescribed format could also be downloaded from the official website of the Directorate.
- Step 2: The applicant was required to take a print of the form, fill in all the mandatory fields, paste a passport-sized photograph, and attach copies of all the mandatory documents (self-attested, if required).
- Step 3: The duly filled and signed application form, along with the documents, had to be submitted to the Director, Directorate of Industries, Trade and Commerce. The Director of Industries, Trade and Commerce would scrutinize the application and verify the eligibility of the unit. This process was completed within three months from the date of application submission.
- Approval and Disbursement
- Once the application was approved, the financial assistance/subsidy was used to disburse within six months from the date of receiving the application. The amount used to be up to โน2,00,000/- or the actual expenses incurred, whichever is less.
Goa State Logistics and Warehousing Incentives Scheme: Subsidy on Electricity Duty
The scheme aims to provide financial assistance for the development of the logistics and warehousing industry in the State. This component offers a 100% annual reimbursement of electricity duty, up to a maximum of โน5,00,000/-, to eligible Cold Chain Units.
๐ค Eligibility
- The applicant must be operating a Cold Chain Unit.
- The applicant must be seeking reimbursement for electricity duty paid on High Tension (HT) electricity connections procured from the State's power distribution department.
- The applicant must be applicable only for non-mega industries.
- The applicant must own a business unit in Goa and provide Logistics And Warehousing services in Goa.
- The applicant must be a Logistics And Warehousing services provider.
- The applicant must have a Permanent Account Number (PAN) and should regularly file the Income Tax Returns in the name of the legal entity.
- The applicant must be a new or existing entity that involves expansion or diversification, contingent upon compliance with all other conditions specified in this policy.
- The applicant must be in continuous operations for a minimum period of six months post the date of notification of Logistics And Warehousing Policy, 2023.
- The applicant must have incurred the expenses (electricity duty paid) post the date of launch of the Logistics And Warehousing Policy, 2023,.
- The applicant must not have claimed a similar benefit under any other scheme/program of State or Central Government.
- The applicant must provide a minimum of 40% local employment (employees who are employed continuously during the claim year and are on the payroll of the unit for that year shall be considered).
- *The benefits under this scheme are subject to first come first serve basis subject to availability of funds in a particular fiscal year.
๐ Benefits
- Reimbursement equivalent to 100% of the electricity duty paid on High Tension electricity connections procured from the State's power distribution department.
- This reimbursement is subject to a ceiling of โน5,00,000/- (Indian Rupees Five Lakhs) per unit per year.
- The reimbursement pertains exclusively to the electricity duty component paid within the total electricity bill for the stipulated billing period and does not extend to other charges imposed by the Stateโs power distribution department.
- Reimbursement is restricted to the total electricity duty paid over the course of the most recent 12 consecutive months.
- The billing period must fall after the notification date of the Logistics And Warehousing Policy, 2023.
- Electricity duty paid for residential and colony power consumption, as well as open access power, shall not be considered for reimbursement under this policy.
- Each entity is entitled to benefit from this scheme once per year.
- The entity must not have claimed a similar benefit under any other scheme/program of State or Central Government.
- The entity must provide a minimum of 40% local employment. (The quantum of benefits will be defined by the proportion of Goan employees on payrolls: 60% or above results in 100% benefit quantum; more than 40% but less than 60% results in 80% benefit quantum; less than 40% results in ineligibility).
- The entity must allow and/or grant free access to any official authorized by the Directorate Of Industries, Trade, And Commerce for conducting inspection/supervision of the unit or the registers or holding discussions with the employed employees for ensuring proper utilization of the financial incentives/subsidies granted by the State Government.
- The entity must submit all necessary reports, information and documents specified under the scheme or as required or directed by the Directorate Of Industries, Trade, And Commerce.

- Step 2: Upon successful verification of the applications and documents submitted, DITC should designate an official to inspect the Entity and verify all the records/documents as per the verification-cum-recommendation of the operational guidelines with checklist as Annexed (Annexure X). The inspecting officers are responsible for the inspection and must upload the inspection reports in the portal within 48 hours, which will be made available to the entrepreneur through their login.
- Step 3: After receipt of the Inspection Report, the application is marked to the Chief Executive Officer, Goa Investment Promotion And Facilitation Board (Goa-IPB) for due diligence.
- Step 4: Following the receipt of the recommendation from the Chief Executive Officer (Goa-IPB), DITC will prepare the appraisal note for each case for placing before the Incentive Review Committee.
- Step 5: DITC will call for the Incentive Review Committee meeting and deliberate on the incentive application, where the Incentive Review Committee shall scrutinize and sanction the claims.
- Step 6: After receiving the Incentive Review Committee recommendations, DITC will prepare the approval note for placing before the Accounts Department for disbursing incentives. All sanctioned claims will be organized chronologically and disbursed to the respective entities following due procedure.
- *The inspection report will be made available to the entrepreneur through their login on the online portal.
- *The processing of the application and the disbursement of the incentive amount will be completed within a maximum period of 90 days from the date of the application received till the amount is disbursed.
- Step 1: Subsequent Inspections. The concerned inspecting officers shall inspect the units once in 6 months after the first inspection/from the date of the previous inspection.
- Step 2: Filing Annual Reports. The annual reports and annual performance reports shall be obtained from the entity during the inspection, and the same shall be uploaded in the portal. Subsequent claims received shall be processed based on the earlier inspection/performance report filed without inspecting the unit again physically.
Goa State Logistics And Warehousing Incentives Scheme: Subsidy on Stamp Duty and Registration Charges
The scheme provides financial assistance by reimbursing Stamp Duty and Registration Charges paid by prospective developers engaged in the establishment of Logistics and Warehousing projects. The scheme provides 100% reimbursement, capped at โน10,00,000/- for Stamp Duty.
๐ค Eligibility
- The applicant must be an eligible Entity providing Logistics and Warehousing services in Goa.
- The applicant must own a business unit in Goa.
- The applicant must be a non-mega industry, meaning projects with investment less than โน1,00,00,00,000/- and/or employment generation less than 1000 Goans.
- The applicant must have incurred the expenses for Stamp Duty and Registration Charges after the date of launch of the Logistics and Warehousing Policy 2023.
- The applicant must have provided a minimum of 40% local employment (Goan employees).
- The applicant must not have claimed a similar benefit under any other scheme/program of the State or Central Government.
- The applicant must apply for the subsidy only after the completion of construction of the project.
- The applicant must apply for the subsidy only after the commencement of commercial operations.
- The applicant must be a prospective developer engaged in the establishment of Logistics and Warehousing projects, as delineated in Table 6.1 .
- The applicant must seek reimbursement for Stamp Duty and Registration Charges that have been duly paid to the State Registrar.
- The benefits under this scheme are subject to first come first serve basis, contingent upon the availability of funds in a particular fiscal year.
- The applicant is eligible for 100% of the benefit amount if the quantum of Goan employment on payrolls is 60% or above.
- The applicant is eligible for 80% of the benefit amount if the quantum of Goan employment on payrolls is more than 40% but less than 60%.

- Stamp Duty Reimbursement: 100% subject to a maximum of โน10,00,000/-.
- Registration Charges Reimbursement: 100% subject to a maximum of โน10,00,000/-.
- The reimbursement is applicable on the purchase of land meant for use in logistics and warehousing.
- The subsidy covers Stamp duty for the lease of Land/Shed/Building paid for a year.
- Stamp duty is reimbursed in respect of bonds or mortgage deeds executed in favour of Economic Development Corporation Limited (EDC Ltd.) and scheduled commercial banks.
- Stamp duty is reimbursed for lease deed documents in respect of allotment of plots and sheds by Goa Industrial Development Corporation (GIDC).
- The reimbursement is applicable to all eligible New Entities and expansion/Diversification projects, regardless of whether the land paid for is Private land or Government land.
- The reimbursement is available one time for Stamp Duty and one time for Registration Charges.
- Eligible Entities must submit their claims in the prescribed application form (ANNEXURE-VIII) through the designated Goa Online Portal.

Goa State Logistics and Warehousing Incentives Scheme: Subsidy Towards Annual Interest Rate Payable On Loans
The subsidy aims to support the logistics and warehousing sector by reimbursing 50% of the annual interest paid on construction loans. The benefit is capped at โน25,00,000/- (Indian Rupees Twenty-five Lakhs) annually per project and is available for up to 05 consecutive years for eligible entities.

- The applicant must be applicable only for non-mega industries.
- The applicant must own a business unit in Goa and provide Logistics and Warehousing services in Goa.
- The applicant must be a Logistics and Warehousing services provider.
- The applicant must have Permanent Account Number (PAN) and must regularly file the Income Tax Returns in the name of the legal entity.
- The applicant must be in continuous operations for a minimum period of six months post the date of notification of Logistics and Warehousing Policy 2023.
- The applicant must have incurred the expenses (loan availed) post the date of launch of the Logistics and Warehousing Policy 2023.
- The applicant must not have claimed similar benefit under any other scheme/program of State or Central Government.
- The applicant must provide minimum 40% local employment (employees who are employed continuously during the claim year and are on the payroll of the unit for that year shall be considered).
- The applicant must have availed the loan as term loan and/or working capital loan for conducting business of the unit claiming the benefit.
- The applicant must have procured the loan from a nationalized bank, scheduled private bank, Co-operative Bank, Economic Development Corporation Limited (EDC Ltd.), or any Non-Banking Financial Institutions recognized by the Reserve Bank of India.
- The applicant must ensure the relevant loan quantum for determining the subsidy is the aggregate amount borrowed for the construction of the project, including the cost of land acquisition and all construction-related expenses.
- The applicant must ensure the loan is not covered under the Modified Interest Rebate Scheme 2012, or the interest paid is not under the Chief Minister Rojgar Yojana Scheme or any other employment generation scheme of the Government of India/Government of Goa.
- The benefit is subject to a first come first serve basis, contingent upon the availability of funds in a particular fiscal year.
- The quantum of benefit shall be defined by the proportion of Goan employees on payrolls:
- 60% or above Goan employment results in 100% of the benefits.
- More than 40% but less than 60% Goan employment results in 80% of the benefits.
- Less than 40% Goan employment results in ineligibility.
- The project must be one of the following eight categories, subject to the minimum land area specified:
- Logistics Park (Multi-modal/Integrated), Inland Container Depot (ICD), Container Freight Stations (CFS)

- Warehouses, Truck Terminals
- Standard Minimum Land Area: 1,000 square meters
- Backward Talukas/SC/ST/Women Minimum Land Area: 500 square meters.
- Cold Chain Unit, Testing Facilities
- Standard Minimum Land Area: 200 square meters
- Backward Talukas/SC/ST/Women Minimum Land Area: 100 square meters.

- Subsidy towards annual interest rate payable on loans.
- The subsidy rate is 50% of the annual interest amount payable by the entity on loans taken for the construction of projects.
- The entitlement per project shall not exceed an annual sum of โน25,00,000/- (Indian Rupees Twenty-five Lakhs).
- Standard projects are eligible for 03 consecutive years from the date the loan was taken.
- Projects constructed in Backward Talukas OR owned by Women Entrepreneurs/Entrepreneurs belonging to Schedule Caste/Schedule Tribe Communities are eligible for 05 consecutive years from the date the loan was taken.
- The subsidy calculation will take into account the interest amount paid up to the end of the previous fiscal year, for the claim submitted for the year or part of the year.
- The subsidy calculation will be based on the actual interest amount incurred, as determined by the prevailing interest rate applicable to the concerned financial transaction.
- The reimbursement shall not include penal interest, liquidated damages, or similar charges paid to the financial institutions/banks.
- If an Entity fails to file the annual claim after the first year, it may still submit the delayed claim in the following year, provided it falls within the overall subsidy eligibility period specified in Table 7.1.
- If interest cannot be claimed due to non-payment before filing, the unit shall be eligible to claim such interest subject to payment of the same in the subsequent year.
- In case of default in payment of term loan (i.e., not paid as per schedule of repayment) reimbursement of interest shall be reduced to the extent of default.
- Only the limit of original loan granted and not rescheduled loan shall be considered for interest reimbursement.
- In case an Entity procures loans from multiple financial institutions, the aggregate sum of interest paid across these loans shall qualify for subsidy consideration, provided the total claimed does not surpass the prescribed maximum allowable amount.
- In case of more than one unit with a consolidated balance sheet, a certificate from a Chartered Accountant giving interest details unit-wise shall be submitted by the applicant, and the claim shall be made only for the eligible unit.

After verification, the DITC designates an official to inspect the Entity, verify all records/documents, including verifying the list of structures created and civil works completed as per the Civil Engineer Certificate (Annexure X). The inspecting officers are required to upload the inspection reports to the portal within 48 hours.
- Step 2: The application and Inspection Report are subsequently marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB) for due diligence. Following the recommendation from the CEO (Goa-IPB), the DITC prepares an appraisal note to be placed before the Incentive Review Committee (IRC).
- Step 3: The DITC calls for the IRC meeting where the committee deliberates on the incentive application, scrutinizes the details, and sanctions the claims. The decisions of the IRC are final and binding in sanctioning the incentives and deciding the eligible investment.
- After receiving IRC recommendations, DITC prepares an approval note for the Accounts Department to process the disbursement. The DITC disburse funds to the entities, observing the chronological order of sanctions approved by the IRC. The entire process, from application receipt until amount disbursement, must be completed within a maximum period of 90 days.
Goa State Logistics and Warehousing Incentives Scheme: Subsidy towards Investment of Fixed Capital
The scheme aims to provide financial assistance for developing the logistics and warehousing industry in Goa. It offers a capital subsidy of 10% or 15% (up to โน50,00,000/- yearly) towards fixed asset investment for eligible logistics and warehousing entities.

- The applicant must not be classified as a Mega Project.
- The applicant must own a business unit in Goa.
- The applicant must provide Logistics and Warehousing services in Goa.
- The applicant must be a Logistics and Warehousing services provider, as the categories of business activities listed in Annexure-XI are exhaustive.
- The applicant must have a Permanent Account Number (PAN).
- The applicant must regularly file Income Tax Returns in the name of the legal entity.
- The applicant must be in continuous operations for a minimum period of six months post the date of notification of Logistics and Warehousing Policy 2023.
- The applicant must have incurred the expenses post the date of launch of the Logistics and Warehousing Policy 2023.
- The applicant must provide a minimum of 40% local employment.
- The applicant must submit claims in the prescribed application form (ANNEXURE-II) through the Goa Online Portal.
- The applicant must ensure that the unit was not set up with second-hand machinery.
- The applicant must ensure that the value of plant, machinery, and equipment procured has not previously enjoyed any incentives under any earlier incentive schemes.
- The applicant must have a minimum land area of 1 Acre for Logistics Park, Inland Container Depot, or Container Freight Stations.
- The applicant must have a minimum land area of 1,000 square meters for Air Freight Stations, Warehouses, or Truck Terminals.
- The applicant must have a minimum land area of 200 square meters for Cold Storage or Testing Facilities.
- The applicant must have a minimum land area of 1 Acre for Logistics Park, Inland Container Depot, or Container Freight Stations if constructed in Backward Talukas OR owned by Women Entrepreneurs/Entrepreneurs belonging to Schedule Caste/Schedule Tribe Communities.
- The applicant must have a minimum land area of 1,000 square meters for Air Freight Stations if constructed in Backward Talukas OR owned by Women Entrepreneurs/Entrepreneurs belonging to Schedule Caste/Schedule Tribe Communities.
- The applicant must have a minimum land area of 500 square meters for Warehouses or Truck Terminals if constructed in Backward Talukas OR owned by Women Entrepreneurs/Entrepreneurs belonging to Schedule Caste/Schedule Tribe Communities.

- Maximum Amount: Capped at โน50,00,000/- per unit per year.
- Mode and Frequency: The processing of the application and the disbursement of the incentive amount must be completed within a maximum period of 90 days from the date of application received. Disbursement is performed by the Directorate of Industries, Trade and Commerce (DITC).
- Time/Chronology: All sanctioned claims will be organized chronologically and disbursed to the respective entities following due procedure.
- Sanction Basis: The subsidy shall be sanctioned to aided entities within the project cost approved by the Financial Institution and an empanelled Chartered Accountant.
- Employment Criteria: The quantum of benefit sanctioned is determined by the proportion of Goan employees on payrolls:
- If Goan employment is 60% or above, the entity receives 100% of the calculated benefit.
- If Goan employment is more than 40% but less than 60%, the entity receives 80% of the calculated benefit.
- The entity must grant free access to any official authorized by the Directorate of Industries, Trade and Commerce for conducting inspection/supervision of the unit or the registers or holding discussions with the employed employees for ensuring proper utilization of the financial incentives/subsidies granted.
- The entity must submit all necessary reports, information, and documents specified under the scheme or as required or directed by the Directorate of Industries, Trade and Commerce (DITC) time to time or as and when required.
- The entity must ensure that the information and documents submitted are correct, otherwise, if found incorrect or false, the financial incentive shall be revoked.

- The applicant must be an entity that is a Logistics and Warehousing services provider.
- The applicant must own a business unit in Goa.
- The applicant must provide Logistics and Warehousing services in Goa.
- The applicant must not be classified as a Mega Project, meaning projects with investment of โน100,00,00,000/- or more and/or employment generation of 1,000 or more Goans.
- The applicant must have a Permanent Account Number (PAN).
- The applicant must regularly file Income Tax Returns in the name of the legal entity.
- The applicant must be in continuous operations for a minimum period of six months post the date of notification of Logistics and Warehousing Policy 2023.
- The applicant must have incurred the expenses for skill development post the date of launch of the Logistics and Warehousing Policy 2023.
- The applicant must provide a minimum of 40% local employment (employees who are employed continuously during the claim year and are on the payroll of the unit for that year).
- The applicant must not have claimed a similar benefit under any other scheme or program of the State Government or Central Government.
- The skill enhancement and training must aim specifically at improving the abilities of personnel engaged solely in logistics and warehousing tasks.
- The reimbursement is confined to expenses incurred for operational training pertinent to the logistics and warehousing sector.
- The skill enhancement must involve assessment and certification by Government-approved (National or State level) institutes or institutes with international recognition and global accreditation.
- The applicant must submit the claim in the prescribed application form (ANNEXURE-VII).
- The applicant must submit the claim through the Goa Online Portal.
- *Entities owned by Schedule Caste/Schedule Tribe/Women Entrepreneurs must explicitly state their category when applying for incentives under various schemes on the Goa Online Portal.
- The quantum of benefit shall be defined by the proportion of Goan employees on the payrolls.
- If the quantum of Goan Employment on payrolls is 60% or above, the quantum of benefits is 100%.
- If the quantum of Goan Employment on payrolls is more than 40% but less than 60%, the quantum of benefits is 80%.
- If the quantum of Goan Employment on payrolls is less than 40%, the entity is Ineligible.
- The entity must allow and/or grant free access to any official authorized by the Directorate of Industries, Trade and Commerce (DITC) for conducting inspection/supervision of the unit or the registers or holding discussions with the employed employees for ensuring proper utilization of the financial incentives/subsidies granted by the State Government.
- The entity must submit to the Directorate of Industries, Trade and Commerce all the necessary reports, information and documents specified under the scheme or as required or directed by the Directorate of Industries, Trade and Commerce, time to time or as and when required.
- The applicant must undertake to refund 10 times the concessions claimed if found obtained by misrepresentation of facts or in case of misuse.

- The training costs must be assessed and sanctioned by the Incentive Review Committee (IRC).

- Step 6: Submit the application. A unique registration number will be generated. Note this number for future reference.
- Step 1: On receipt of the application, the Directorate of Industries, Trade and Commerce should raise a query to the applicant for any shortfall in the application form and the documents submitted.
- Step 2: Upon successful verification of the application and the documents submitted, the Directorate of Industries, Trade and Commerce should designate an official to inspect the Entity and verify all records/documents as per the operational guidelines with checklist. The inspecting officers are responsible for the inspection and must upload the inspection reports into the portal within 48 hours; the report will be made available to the entrepreneur through their login.
- Step 3: After receiving the Inspection Report, the application is marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board, for due diligence.
- Step 4: After receiving the recommendation from the Chief Executive Officer (Goa-IPB), the Directorate of Industries, Trade and Commerce will prepare an appraisal note for each case to be placed before the Incentive Review Committee. The Directorate of Industries, Trade and Commerce will call for the Incentive Review Committee meeting to deliberate on and sanction the claims.
- Step 5: After receiving the Incentive Review Committee recommendations, the Directorate of Industries, Trade and Commerce will prepare the approval note for placing before the Accounts Department for disbursing incentives. All sanctioned claims will be organized chronologically and disbursed to the respective entities following due procedure.
