Goa State Logistics and Warehousing Incentives Scheme: Subsidy towards Upgradation in Logistics Management Software
The scheme aims to enhance operational efficiency in logistics and warehousing by subsidizing the cost of purchasing and installing Logistics Management Software. Eligible entities can receive a one-time reimbursement of 50% of the expenditure, capped at โน2,00,000/- per installation.
๐ค Eligibility
- The applicant must be a non-mega industry (projects with investment of less than โน100,00,00,000/- and/or employment generation of less than 1,000 Goans).
- The applicant must own a business unit in Goa and provide Logistics and Warehousing services in Goa.
- The applicant must be a Logistics and Warehousing services provider.
- The applicant must possess a Permanent Account Number (PAN).
- The applicant must regularly file the Income Tax Returns in the name of the legal entity (proprietor in the case of sole proprietorship, firm in case of partnership, and in the name of the company in case of Private Limited companies, etc.).
- The applicant must be in continuous operations for a minimum period of six months post the date of notification of the Logistics and Warehousing Policy 2023.
- The applicant must have incurred the expenses for the software upgrade post the date of launch of the Logistics and Warehousing Policy 2023.
- The applicant must ensure the installed software directly contributes to the efficiency of logistics, transportation, shipping, freight forwarding, or warehousing operations.
- The applicant must not have claimed a similar benefit under any other scheme/program of State or Central Government.
- The applicant must provide a minimum of 40% local employment (employees who are employed continuously during the claim year and are on the payroll of the unit for that year shall be considered).
- The quantum of benefit shall be defined by the proportion of Goan employees on payrolls:
- The applicant must have 60% or above Goan employment to receive 100% of the benefit.
- The applicant must have more than 40% but less than 60% Goan employment to receive 80% of the benefit.
- The applicant must have less than 40% Goan employment to be ineligible.

- A one-time reimbursement equating to 50% of the expenditure incurred on the purchase and installation of logistics management software.
- The reimbursement is capped at โน2,00,000/- per installation for each entity.
- The scope of Logistics Management Software eligible for subsidy encompasses, but is not limited to, the following systems: Transportation Management System (TMS), Warehouse Management System (WMS), Fleet Management System, Hub Management System, Route optimization software, Reverse logistics software, and Rating and Billing system for logistics and warehousing units.
- The installed software must directly contribute to the efficiency of logistics, transportation, shipping, freight forwarding, or warehousing operations to qualify for the incentive.
- This is a one-time reimbursement.
- Each entity is entitled to benefit from this scheme once per year.
- The claims pertain to expenses incurred after the official announcement of the Logistics and Warehousing Policy 2023.
- The benefits under this scheme are subject to first come first serve basis subject to availability of funds in a particular fiscal year.
- The entity must submit all necessary reports, information, and documents specified under the scheme or as required or directed by the Directorate of Industries, Trade and Commerce (DITC), time to time or as and when required.
- The entity must allow and/or grant free access to any official authorized by the Directorate of Industries, Trade and Commerce for conducting inspection/supervision of the unit or the registers or holding discussions with the employed employees for ensuring proper utilization of the financial incentives/subsidies granted by the State Government.
- The entity undertakes to refund 10 times the concessions claimed if found obtained by misrepresentation of facts or in case of misuse.

- *The entity who wishes to avail incentives must first be registered on the Goa Online portal (www.goaonline.gov.in) and must have already obtained necessary business approvals through the portal.
- Step 1: Visit the Official Web Portal of Goa Online. At the top right corner, click " Register ".
- Step 2: On the next page, verify your Email ID and Mobile Number using OTP. You will be redirected to the Registration Page.
- Step 3: On the Registration Page, fill in all the mandatory fields of the registration form. Create a Login Name and a strong Password. Carefully read the Declaration and the Terms & Conditions, and tick the checkboxes. Fill in the Captcha Code, and click "Register/Signup".
- Step 4: Login to the website using your Login Name and Password. Fill in the Captcha Code, and click "Login".
- Step 5: In the top ribbon, click on "Services", then click on " IT Services ". Click on "Incentives on Logistics and Warehousing Sector" . You will be taken to the application form for the scheme. Fill in all the mandatory fields and upload all the mandatory documents.
- Step 6: Submit the application. A unique registration number will be generated. Note this number for future reference.
- Step 1: Query Resolution (if required)
- On receipt of the application, the Directorate of Industries, Trade and Commerce (DITC) should raise a query to the applicant for any shortfall in the application form and the documents submitted.
- Step 2: Verification and Inspection Designation
- Upon successful verification of the application and submitted documents, the DITC should designate an official to inspect the Entity and verify all records/documents as per the operational guidelines and checklist (Annexure X).
- Step 5: Inspection Report Upload
- The inspecting officers must upload the inspection reports in the portal within 48 hours.
- Step 6: Due Diligence by Goa Investment Promotion and Facilitation Board (Goa-IPB)
- After receipt of the Inspection Report, the application is marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board, for due diligence.
- Step 7: Appraisal Note Preparation
- After receiving the recommendation from the Chief Executive Officer (Goa-IPB), the DITC will prepare the appraisal note for the case for placing before the Incentive Review Committee.
- Step 8: Scrutiny and Sanction by the Incentive Review Committee
- The DITC will call for the Incentive Review Committee meeting, which will deliberate on the incentive application, scrutinize the claim, and sanction the incentive.
- After receiving the Incentive Review Committee recommendations, the DITC will prepare the approval note for placing before the Accounts Department for disbursing incentives. All sanctioned claims will be organized chronologically and disbursed to the respective entities.
- Timeline: The processing of the application and the disbursement of the incentive amount will be completed within a maximum period of 90 days from the date of the application received.
Goa State Logistics and Warehousing Incentives Scheme: Subsidy towards Upgradation in Quality
The scheme aims to support environmentally sustainable industrial development while accelerating investment in Goa. The scheme provides a one-time reimbursement equal to 50% of the expenses incurred for establishing a Quality Management System, capped at โน5,00,000/- per Entity.

- The applicant must be classified as a non-mega industry.
- The applicant must own a business unit in Goa.
- The applicant must provide Logistics and Warehousing services in Goa.
- The applicant must be a Logistics and Warehousing services provider.
- The applicant must have Permanent Account Number (PAN).
- The applicant must regularly file Income Tax Returns in the name of the legal entity.
- The applicant must be in continuous operations for a minimum period of six months post the date of notification of the Logistics and Warehousing Policy 2023.
- The applicant must have incurred the expenses for quality upgradation post the date of launch of the Logistics and Warehousing Policy 2023.
- The applicant must provide a minimum of 40% local employment (employees who are employed continuously during the claim year and are on the payroll of the unit for that year shall be considered).
- The applicant must apply for the subsidy only post acquiring the Quality Certifications.
- Entities owned by Scheduled Caste/Scheduled Tribe/Women Entrepreneurs must explicitly state their category when applying for incentives under various schemes on the Goa Online Portal.

- Quality Certifications acquired from recognized National and International bodies, encompassing both Governmental and Private organizations, are eligible for the incentive.
- Costs associated with travel, food, and lodging, if any, are excluded from this benefit.
- The incentive amount shall be disbursed subsequent to the acquisition of the relevant certification.
- The benefits under this scheme are subject to a first come first serve basis.
- The reimbursement is subject to the availability of funds in a particular fiscal year.
- The quantum of benefit is defined by the proportion of Goan employees on payrolls:
- 100% benefit if 60% or above employees are Goan.
- 80% benefit if more than 40% but less than 60% employees are Goan.
- The Quality Certifications must reflect that the Entity's operational processes or services adhere to specified quality benchmarks.
- The Quality Certifications should also signify the Entity's dedication to quality assurance and ongoing enhancement.

- Step 3: After receiving the Inspection Report, the application is marked to the Chief Executive Officer, Goa Investment Promotion and Facilitation Board (Goa-IPB) for due diligence. Following the recommendation from the Chief Executive Officer (Goa-IPB), the Directorate of Industries, Trade and Commerce will prepare the appraisal note for presentation before the Incentive Review Committee.
- Step 4: The Directorate of Industries, Trade and Commerce will call for the Incentive Review Committee meeting to deliberate on the application, scrutinize the claim, and sanction the incentive.
- After receiving the Incentive Review Committee recommendations, the Directorate of Industries, Trade and Commerce prepares the approval note for the Accounts Department for disbursing incentives. The entire process, from application receipt to amount disbursement, will be completed within a maximum period of 90 days.
Goa State Logistics and Warehousing Incentives Scheme: Subsidy towards Upgradation in Transportation through Tracking Devices
The scheme aims to provide a one-time financial allowance for upgrading transportation infrastructure by installing tracking devices on goods carriers. It offers a reimbursement of 50% of the installation expenditure, capped at โน5,000/- (Indian Rupees 5,000/-) per device, to eligible entities.

- The Entity must be only applicable for non-mega industries.
- The Entity must own a business unit in Goa and provide Logistics and Warehousing services in Goa.
- Support under the scheme shall be provided only to the entities who are Logistics and Warehousing services providers.
- The Entity must have a Permanent Account Number (PAN).
- The Entity must regularly file the Income Tax Returns in the name of the legal entity (proprietor, firm, or company, etc.).
- The Entity must be in continuous operations for a minimum period of six months post the date of notification of Logistics and Warehousing Policy 2023.
- The Entity must have incurred the expenses (for claiming reimbursement) post the date of launch of the Logistics and Warehousing Policy 2023.
- The Entity must not have claimed similar benefit under any other scheme/program of State or Central Government.
- The Entity must provide Minimum 40% local employment (employees who are employed continuously during the claim year and are on the payroll of the unit for that year shall be considered).
- The Entity or transport operator must possess a fleet and provide cargo transportation services within Goa, whether by land or water.
- Transport operators and their commercial vehicles must be registered in one of the Regional Transport Offices (RTO) in Goa and must maintain valid registration credentials.
- The tracking device purchases must have been made subsequent to the introduction of the โLogistics and Warehousing Policy, 2023โ.
- The application for reimbursement should only be submitted subsequent to the acquisition of the fleet intended for tracking device installation.
- The quantum of benefit shall be defined by the proportion of Goan employees on payrolls.
- If the Quantum of Goan Employment on payrolls is 60% or above, the Entity is eligible for 100% of the benefits.
- If the Quantum of Goan Employment on payrolls is More than 40% but less than 60%, the Entity is eligible for 80% of the benefits.
- If the Quantum of Goan Employment on payrolls is Less than 40%, the Entity is Ineligible.

After receipt of the Incentive Review Committee recommendations, DITC will prepare the approval note for placing before the Accounts Department for disbursing incentives. All sanctioned claims will be organized chronologically and disbursed to the respective entities following due procedure.
- Step 7: Follow-up Inspections. The concerned inspecting officers shall inspect the units once every six months after the first inspection or from the date of the previous inspection. Subsequent claims received may be processed based on the earlier inspection/performance report filed without inspecting the unit again physically.
Goa State Working Journalists Welfare Scheme
"Goa State Working Journalists Welfare Scheme" aims to improve the welfare of working journalists retired from service in Goa and their families. It provides a monthly welfare fund of โน 7,500/- and family pension benefits for eligible journalists and their dependents.
๐ค Eligibility
- All working journalists who fall under the categories mentioned below will be eligible for welfare under the scheme -
- Those who retire after fifteen years of service, not below 50 years of age in Goa, continuous or with intervals, and who have contributed for a period of 180 months under this scheme only after attaining the age of 58 or after he or she retire from service.
- Those who register under the Scheme within 6 months of the implementation and whose contribution falls less than 180 months, they will be governed by the Registration clause . However, a relaxation could be granted if the working journalist concerned is afflicted and is undergoing treatment for any serious ailment. Such a relaxation could be granted only after the governing body ratifies such a request from the working journalist concerned.
- Any member who attains 58 years of age, or completes 50 years after becoming a member of the scheme, whichever is earlier, will be entitled to welfare under the scheme.
- Any journalist who is covered under the Working Journalists Act will be eligible under the Scheme for welfare.
- Any journalist who has retired after continuous service for 15 years or with intervals and who is a member of the welfare scheme.
- *A relaxation could be granted to working journalists registering within six months of implementation with less than 180 months of contribution, if afflicted with a serious ailment and undergoing treatment, subject to Governing Body ratification.
๐ Benefits
- MONTHLY WELFARE FUND
- Amount & Intended Use: โน 7,500/- per month, for the welfare of eligible working journalists retired after working in Goa.
- Disbursement Frequency & Mode: By cheque by the Director of Information and Publicity, after the sixth of every month. Generally, from the succeeding month of retirement.
- Expected Time of Disbursement: From the first day of the month following retirement.
- Conditions: Consideration and order by the Governing Body or authorised Sub Committee, satisfaction of the convener (for temporary welfare subject to ratification), and verification of the passbook by the Director of Information and Publicity.
- FAMILY WELFARE
- Amount & Intended Use: 50% of the journalist's pension, for the spouse, unmarried children below 21 years, and dependent parents of a deceased working journalist who was a member of the scheme.
- Disbursement Frequency & Mode: Monthly, likely after the sixth of every month, by cheque by the Director of Information and Publicity.
- Conditions: Submission of an application by family members and based on the nomination by the deceased member.
- RETURN OF CONTRIBUTION
- Amount & Intended Use: The member's contribution towards the fund, to be returned to members who lose membership due to not working as a journalist for one continuous year or defaulting on contributions for six continuous months.
- Expected Time of Disbursement: Within one year of losing membership.

- For Registration as Member
- Step 1: The interested applicant should take a printout of the prescribed format of the registration form (Annexure-I).
- Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attested, if required).
- Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the convener of the governing body. Receive entry in the register maintained by the convener or authorised officer.
- For Application for Welfare
- Step 1: The interested applicant should take a printout of the prescribed format of the application form (Annexure-II).
- Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attested, if required).
- Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the convener of the governing body.
- Post-Application Processes
- Step 1: The Governing Body or authorised Sub Committee considers the application within one month. If eligible, an order is issued to the convener.
- Step 2: The convener may issue temporary welfare upon satisfaction, subject to Governing Body ratification. Final welfare is sanctioned.
- Step 3: The Director of Information and Publicity disburses the welfare by cheque after the sixth of each month, following verification of the passbook, generally from the month after retirement.
- For Application for Family Welfare
- Step 1: Family members submit an application in the event of the member's death.
- Step 2: The application is processed based on the nomination made by the deceased member.
- Step 3: Family welfare (50% of pension) is disbursed, likely following a similar procedure to the regular welfare fund.
Goa Traditional Bakers (Poders) Subsidy Scheme
"Goa Traditional Bakers (Poders) Subsidy Scheme" aims to provide financial assistance to traditional bakers (poders) in Goa to ensure the protection and growth of this traditional occupation. Subsidies for the purchase of flour are provided to traditional bakers who produce essential Goan breads.
๐ค Eligibility
- The Traditional Goan bakers (poders) who are engaged in the production and selling of Pao, Undho, Poie, Kakon, and similar products will be eligible for availing financial assistance under the scheme as detailed below:
- The existing traditional Bakers/Bakery which are registered with The All Goa Bakers Association registered under the Societies Registration Act, 1860.
- The applicant/his or her family should be engaged in the business of making traditional Goan breads for the last 20 years.
- The baker (poder) should be a Goan resident by birth.
- The traditional baker/poder should be recommended by the All Goa Bakers Association.
๐ Benefits
- The subsidy will be provided for the purchase of maida required for the production of bread, depending on the category the bakers belong to.
- Category A: Bakers who use less than or equal to 50 kgs. of maida in a day will get a cash subsidy of โน4 per kg.
- Category B: Bakers who use between 51 kgs. to 100 kgs. of maida in a day will get a cash subsidy of โน4 per kg for the first 50 kgs. and โน2 per kg for the remaining amount of maida.
- Category C: Bakers who use between 101 kgs. to 150 kgs. of maida in a day will get a cash subsidy of โน4 per kg for the first 50 kgs., โน2 per kg for the next 50 kgs., and โน1 per kg for the remaining amount of maida.
- *The subsidy will be disbursed every quarter.
- *No subsidy for maida beyond the consumption of 150 kgs per day.

- Step 1: Complete the application form (Annexure I) and attach the required documents, including an affidavit declaring the contents of the application as true.
- Step 2: Submit the application form along with the required documents to Goa Handicrafts, Rural & Small Scale Industries Development Corporation Ltd. (GHRSSIDC).
- * For quarterly subsidy claims, submit bills of purchase of maida for the relevant quarter along with the application form (Annexure II) within 30 days of the end of the quarter.
- Appraisal Committee Review
- The Appraisal Committee, consisting of representatives from GHRSSIDC, All Goa Bakers Association, and the Directorate of Industries, Trade & Commerce, will review and sanction the subsidy.
Goa Tribal's Employment Generation Programme Scheme
"Goa Tribalโs Employment Generation Programme Scheme" provides a subsidy of 40% on the total loan amount i.e. 95% of the project cost. The scheme is for educated unemployed individuals in the 18 to 45 years age group who are members of the tribal communities of Goa.

- The applicant should be Unemployed.
- The age of the applicant should be between 18 and 45 years.
- The applicant should have passed Class 4th (relaxable for deserving cases).
- The applicant should be a Member of the Tribal Community notified by the Government of Goa.
- The applicant should not be a defaulter to any bank, financial institution, etc.
- The applicant should have been a permanent resident of Goa for at least 15 years.
- The eligible activities are Micro and small manufacturing enterprises, Service enterprises, and Trade Enterprises.
- The non-eligible activities are Farming activities, tobacco products and red-category industries.

Goa Value Added Tax-Based Subsidy on H.S.D. Oil Consumed by Fishing Vessels Scheme
โGoa Value Added Tax-Based Subsidy on H.S.D. Oil Consumed by Fishing Vessels Schemeโ is a scheme by the Department of Fisheries, Govt. of Goa. Through this scheme, the amount equivalent to the actual VAT paid shall be reimbursed to the owner as a subsidy on H.S.D. Oil consumed by the fishing vessel.
๐ค Eligibility
- 1. The applicant should have a registered fishing vessel under the M.S. Act.
- 2. The applicant should possess a valid Net Licence and Fishing Licence for the year.
- 3. The applicant should not be a defaulter of the Department of Fisheries.
- 4. The applicant should not be a violator of the Goa, Daman and Diu Marine Fishing Regulation Act, 1980 (3 of 1981) and rules framed thereunder.
- 5. The applicant should procure H.S.D. Oil from a Diesel Outlet run by the Registered Fisheries Co-operative Society or outlets approved by the Government of Goa.
๐ Benefits
- An amount equivalent to the actual Value Added Tax paid shall be reimbursed to the owner of the fishing vessel as a subsidy on H.S.D. Oil consumed by the fishing vessel used for the purpose of fishing on a limited quota, as decided by the government.
- The total quota of H.S.D. Oil for the purpose of this scheme shall be restricted to 20,000 K.L. per financial year for the entire fishing industry.

Goa Village & Municipal Child Committee Grants And Awards Scheme
GVMCCGS awards the Panchayats / Municipal Local Bodies to discuss and resolve the issues relating to children. The winner is awarded an annual financial grant of โน 10,000/- towards administrative expenses incurred on organizing the activities of the Committee.
๐ค Eligibility
- The applicant should be the concerned local body i.e. a Panchayat or a Municipal local body.
- The applicant should have established a Village or Municipal Child Committee as prescribed under Rule 7 of The Goa Children's Homes Rules, 2004 .
- The Committee should have met at least once in the last three months prior to submission of the application.
- The Committee should have met to discuss and resolve the issues relating to children within the jurisdiction of the local body.
- The concerned local body should have provided the space for facilitating sittings of the Committee in its premises as and when required.

- Amount: An annual financial grant of โน 10,000/- towards administrative expenses incurred on organizing the activities of the Committee.
- Instalments: The grant will be released in a single instalment within three months.
- Mode: All payments will be made only through electronic transfers favouring the local body concerned.

- 2. The Municipality.
- (a) The proposal be signed by its Chief Executive, along with the resolution of the body.
- Deadline
- The application shall be submitted within six months from the commencement of the financial year.
Goa Welfare / Pension Scheme For Seafarers
The scheme "Goa Welfare / Pension Scheme for Seafarers" by the Home Department, Government of Goa, provides financial assistance in the form of a Gross Pension of โน 2,500/- per month to the beneficiaries. The applicant should be a retired seaman. The age of the applicant should be 60 years or above.
๐ค Eligibility
- The applicant should be a Citizen of India.
- The applicant should be a retired seaman, i.e. seaman who was employed on board the ship and retired.
- The seaman invalidated from sea service on medical grounds before retirement are also eligible.
- The age of the retired seaman should be 60 years or above.
- The widow of a deceased Seaman can also be eligible on compassionate grounds, provided that she has been a resident of Goa for 15 years and that her annual income from all sources does not exceed โน 1,20,000/-.
- The beneficiary should be a bonafide resident of Goa by birth and if not, the said birth should have been registered in Goa or at least either of the parents of the beneficiary should have been born in Goa.
- The retired seaman should have rendered a total of 120 months of actual service on board the ship. A break in service up to the period of 6 months shall be condoned while computing the total period of service.
- NOTE: The limit of 120 months of actual service shall not apply to beneficiaries invalidated from sea service on medical grounds before retirement and the widow of a deceased beneficiary on compassionate grounds.

- Financial Assistance in the form of a Gross Pension of โน 2,500/- per month.
- NOTE: If the applicant is in receipt of a monthly pension under the Dayanand Social Security Scheme / Griha Aadhaar Scheme / Kala Samman Scheme, the amount whereof is less than the Gross Pension available under these schemes, then he/she will be entitled to receive only the difference, between the amounts of Gross Pension available under the above schemes.

- The applicant should possess distinguished and exceptional achievements/services in fields of activities/disciplines such as art & culture, literature & education, sports, medicine, social work, civil services, public affairs, trade, science & engineering, industry, economics, philosophy, politics, or any other field at national & international level.
- The applicant should be of Goan origin.
- No award will be presented posthumously under this scheme. However, during the process of selection if the death of such an artist occurs after the recommendation of the name, then the Task Force Committee may consider his name for an โawardโ, in such circumstances award will be presented posthumously.

Gomantak Govsamvardhan Yojana
The scheme aims to support the conservation and rearing of Local Breeds of Cattle in the State of Goa. It provides financial assistance of โน80/- per animal per day to Dairy Farmers or Individuals who are bonafide residents of Goa to encourage responsible stall feeding and conservation practices.
๐ค Eligibility
- The applicant must be a Dairy Farmer or an Individual of the State of Goa.
- The applicant must be a bonafide resident of Goa for at least the preceding 15 years.
- The applicant must own non-descript cattle or Shwet Kapila cattle.
- The applicant must have an adequate cattle shed as per the Bureau of Indian Standard.
- The scheme shall be applicable to rural areas and Class C and B Municipalities.
- The applicant must be responsible for fulfilling the Pollution Control Board norms if the number of cattle reared exceeds 25 in number.
- *If the number of applications received for rearing are more than 250 cattle per district, priority can be decided based on the grazing area of the beneficiary.
- Out of the 250 cattle per district, 12% shall be reserved for the Scheduled Tribes (ST).
- Out of the 250 cattle per district, 2% shall be reserved for the Scheduled Castes (SC) respectively.
- In case there is no demand in the reserved categories, the demand shall be booked under the general component.
๐ Benefits
- Financial assistance of โน80/- per animal per day.
- This assistance covers the cost of maintenance of Local Breed Cattle, which includes feed, fodder, and other miscellaneous costs, bundled together in one component.
- Microchipping or ear tagging of the cattle will be done by the area Assistant Director, Veterinary Officer, or Veterinary Assistant of the Veterinary Hospital/Dispensary sub-centres under the instruction of the Assistant Director or Veterinary Officer.
- The subsidy will be credited in the account of the beneficiary.
- Financial assistance will be provided on a quarterly basis.
- The area Assistant Director or Veterinary Officer shall visit the cattle shed every month and submit the quarterly report (as per Annexure โAโ) for the release of the subsidy.
- The Scheme will be limited for a maximum of total 05 Local Breed Cattle per family.
- The Government has the power to restrict the number of cows to be reared per applicant.
- The number of cattle to be reared shall be restricted to 250 cows per District for the Scheme in the financial year 2024-2025, with subsequent increases based on response.
- The beneficiary must ensure the cattle are stall-fed in the cattle shed or kept within the paddock area.
- The cattle must be housed as per the approved housing regulations for cattle by the Bureau of Indian Standards.
- The cattle must be housed in a fashion that can be easily inspected and counted by the local area Assistant Director or Veterinary Officer of the Department of Animal Husbandry and Veterinary Services.
- The Local Breed Cattle must be regularly vaccinated. Refusal to vaccinate the cattle will lead to the forfeiture of the benefits of the scheme immediately, including any benefits supposed to be received.
- If the Local Breeds Cattle are found let loose outside the paddock area, further benefit of the Scheme will be stopped immediately and the farmer will not be considered in the Scheme in the future.
- One-Time Exemption: In case the animal has let itself loose due to circumstances beyond the control of the owner, only one chance will be given. This requires a written request providing photographic proof of the animals, duly recommended by the Area Officer, and addressed to the Director, Animal Husbandry and Veterinary Services.
๐ How to Apply
- The applicant must access and duly fill in the prescribed application form , ensuring it is completed in all respects, including all relevant details such as the permanent address where the cattle shed is located and bank account details.
- The applicant must submit this completed application, along with all the required documents and the Notarized Agreement Bond, to the local area Assistant Director or Veterinary Officer of the Department of Animal Husbandry and Veterinary Services.
- The applicant must pay the non-refundable application processing fee, which is fixed at โน50/-.
- This fee receipt or proof of payment must be submitted along with the application form.
- The area Assistant Director or Veterinary Officer will conduct a mandatory verification survey of the premises and the number of local breed cattle, inspecting the cattle shed to ensure it meets the prescribed housing guidelines.
- Following a satisfactory inspection, the officer will duly recommend the application and submit the entire file to the Director of Animal Husbandry & Veterinary Services for final sanction.
- Upon approval, the Local Breed Cattle will undergo either microchipping or ear tagging, a procedure which will be carried out by the area Assistant Director, Veterinary Officer, or Veterinary Assistant.
- This procedure is mandatory for the cattle to be eligible for availing the financial benefit of the Scheme.
- To ensure compliance and continuity of benefits, the area Assistant Director or Veterinary Officer shall visit the cattle shed every month.
- The officer will compile a quarterly progress report (Annexure โAโ) to verify the maintenance and presence of the cattle.
- Based on this approved quarterly report, the calculated financial subsidy amount will be credited directly into the savings bank account of the beneficiary.
Gopal Ratna Award Scheme
"Gopal Ratna Award Scheme" intends to appreciate the achievement of Dairy Farmers for the highest individual milk production by undertaking scientific Dairy Farming in the State of Goa and encouraging youth to take up the Dairy Business.
๐ค Eligibility
- The applicant should be a dairy farmer.
- The applicant should have given extraordinary contributions in the field of dairy farming by achieving the highest milk production in the State.
- The applicant should be a member of the Dairy Co-operative Society/Bachat Gat/Self Help Group, registered with the concerned Department.
- The applicant has to register his dairy farm with the Department of Animal Husbandry and Veterinary Services through the respective Area Officers of Veterinary Dispensary/Hospital.
- The applicant should be a bonafide resident of Goa for at least the preceding five years, owning a cattle shed with milch animals in the State of Goa.
- The applicant shall produce and pour a minimum of 1,00,000 litres of milk in the preceding year (April to March) with a minimum average of 250 litres of milk per day, to the Dairy Co-operative Society/Bachat Gat/Self Help Group.

- The selected dairy farmer shall be honoured with the โGopal Ratna Awardโ constituting a Certificate of Appreciation, Memento and cash prize of โน 1,00,000/- .
- The award will be conferred upon the selected beneficiary on Independence Day i.e. 15th August at the hands of the Honourable Chief Minister of the State.
