Through this scheme, individuals who have been residents of Goa for the last 15 years, and are interested in setting up a unit for value-added fisheries products are provided financial assistance as a subsidy of 50% of the cost for the Construction or Renovation of the Unit/ Purchase of Equipment.

Under this scheme, Financial Assistance is provided to the fish vendors for the purchase of Crates, Weighing Balance, Insulated Box, Gloves, Stools, Platforms to keep Fish/ Shed/ Umbrella, Choppers, and Other Equipment, so that the fish can reach the people in hygienic conditions.

Financial Assistance to Troupes Going to Mumbai/Poona and Other Parts of the Country & Vice Versa

The scheme aims to compensate Goan dramatic troupes for transportation expenses when staging Tiatrs in Mumbai, Poona, and other parts of India, and vice versa. It offers financial assistance to promote Goan Tiatr, benefiting directors and writers of Goan and Mumbai/Poona troupes.

The scheme provides financial support to compensate for transportation expenses incurred while staging Tiatrs, thereby promoting Goan Tiatr.

๐Ÿ‘ค Eligibility

  • 1. The applicant must be the writer or director of the Tiatr.
  • 2. The applicant must stage the Tiatr as per its traditional format.
  • 3. The applicant's Tiatr must have 6 or 7 acts (poddโ€™dde).
  • 4. The applicant's Tiatr must include the following -
  • At least 4 โ€˜cantosโ€™ and comedy linked to the story of the play.
  • At least 10 โ€˜Kantaramโ€™.
  • 5. The applicant's 'Kantaram' must include the following -
  • At Least 2 Duets.
  • At Least 1 Duo.
  • At Least 1 Trio.
  • At Least 1 Quartet/quintet.
  • At Least 1 Choral Song and Solos.
  • 6. The applicant must not have any adverse remark made in any form (written or verbal) against any Governments, Individuals, Institutions, or anything against caste, creed, and religion in the scripts, lyrics of songs, performances, speeches, etc., which may hurt the sentiments of anybody.
  • 7. All advertisements, press notes, banners, tickets, and handbills must explicitly state that โ€˜This Tiatr is organized in collaboration with Tiatr Academy of Goa (TAG)โ€™.
  • 8. The applicant's troupe must stage a minimum of 5 shows of the same Tiatr in Mumbai/Poona (if a Goan troupe) or 5 shows in Goa (if a Mumbai/Poona troupe) to qualify for transport support.
  • 9. The applicant's troupe can avail benefit even if only one show is staged in other places like Kolkata, Delhi, Gujarat, Nagpur, Bangalore, Udaipur, etc.
  • 10. The applicant can avail the scheme only twice in a financial year for two different Tiatrs.
  • Earmarking
  • 1. For performances at Mandd Sobhann at Mangalore, financial assistance is extended to two troupes from Goa.
  • 2. Of these two Tiatrs for Mandd Sobhann, one should be from Commercial Troupes and one from a prize-winning Troupe of Goa Kala Academy โ€˜Aโ€™ Tiatr Competition.

  • The scheme provides financial support to compensate for transportation expenses incurred while staging Tiatrs, thereby promoting Goan Tiatr.
  • The extent of the financial support shall be fixed by the Tiatr Academy of Goa.
  • Conditions
  • *The Tiatr Academy of Goa (TAG) may appoint a representative to witness the performance, and payments will be released based on their report.
  • *A compulsory announcement stating โ€˜This Tiatr is organized in collaboration with Tiatr Academy of Goa (TAG)โ€™ must be made both before the commencement of the Tiatr and again during the interval.
  • *No adverse remarks must be made, either in written or verbal form, against any Governments, Individuals, Institutions, or on the basis of caste, creed, or religion within the scripts, song lyrics, performances, or speeches. If such remarks are proven, the Tiatr Academy of Goa (TAG) reserves the right to disqualify the performance and either withhold payment or recall any payment already made to the applicant.
  • *For performances at Mandd Sobhann, Mangalore, the payment will only be made after a certificate of performance is issued by the Mandd Sobhann.

  1. Step 1: The interested applicant should take a printout of the prescribed format of the application form. The form may also be obtained directly from the office of the Tiatr Academy of Goa, requiring a physical visit to the office for collection.
  2. Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required). Sign the application form and mention the date.
  3. Step 3: Submit the duly filled and signed application form along with the copies of the mandatory documents to -

  9. Step 1: Await Performance Witnessing and Verification
  10. Upon application, the Tiatr Academy of Goa may choose to appoint and depute its own representative to witness the Tiatr performance. This representative will observe the show in Mumbai, Poona, or any other specified location and subsequently submit a report to the Tiatr Academy of Goa for review.
  11. Step 2: Release of Financial Assistance
  12. Based on the report provided by the Tiatr Academy of Goa's representative, the financial assistance payments will be released to the concerned applicant. For Tiatrs performed at Mandd Sobhann in Mangalore, the payment will be disbursed only after a formal certificate of performance has been issued by Mandd Sobhann, Mangalore.

Financial Incentives for Certification and Intellectual Property Rights Reimbursement Scheme

The scheme aims to provide financial incentives to industrial units, hospitals, and educational institutions in the State of Goa to obtain quality certifications and register Intellectual Property Rights, thereby enhancing their competitive strength in global markets and promoting innovation.

Reimbursement of charges to the extent of 100% of actual expenditure per certification. Subject to a combined ceiling of โ‚น8,00,000/- only for the entire period of the scheme.

๐Ÿ‘ค Eligibility

  • The applicant must be one of the following -
  • (a) An Industrial Unit in all Categories operating in Goa.
  • (b) A Hospital recognized by the Government of Goa and operating in Goa.
  • (c) An Educational Institution recognized by the Government of Goa and operating in Goa.
  • The applicant must have obtained Certification from Indian Standard Institute (ISI), International Standard Organization (ISO) or any other recognised National/International Certification for quality standards and/or Intellectual Property Rights (IPRs) as accepted by the Task Force Committee.
  • The applicant must not have claimed this benefit under any other scheme/program of the Government of Goa.
  • The applicant must not be taking or have taken any benefit under any policy of the Department of Information Technology, Government of Goa.

๐ŸŽ Benefits

  • Reimbursement of charges to the extent of 100% of actual expenditure per certification. Subject to a combined ceiling of โ‚น8,00,000/- only for the entire period of the scheme.
  • Reimbursement of 50% of the professional fees for registration and fees paid to the registry for registration of Intellectual Property Rights. Subject to a maximum ceiling of โ‚น15,00,000/- for the entire period of the scheme.
  • The reimbursement for certification will include eligible charges incurred to obtain the certificate.
  • The reimbursement for certification will not include charges of lodging/boarding, refreshment, and travel.
  • If the applicant has availed reimbursement under any other similar scheme of the Central Government for a particular certification, the reimbursement under this scheme is restricted only to the balance amount after deducting the Central Government assistance already availed.
  • The benefits under this scheme are subject to budgetary allocation.
  • The beneficiary shall allow and/or grant free access to any official authorized by the Directorate of Industries, Trade & Commerce for conducting inspection/supervision of the unit or the registers or holding discussions with the employed employees for ensuring proper utilisation of the financial incentives/subsidies granted by the State Government.

Financial Incentives To Mothers Who Deliver A Girl Child (Mamta)

The objective of the Mamta Scheme is aimed at improving the Female Child Sex Ratio in the State. The scheme is open to all mothers who deliver a live Girl Child (max. 02 deliveries) in a registered medical institution. The scheme shall be implemented through the ICDS.

โ‚น 10,000/- as a one-time financial incentive (at the birth of the child).

๐Ÿ‘ค Eligibility

  • The applicant should be a mother who has delivered a live Girl Child in a registered medical institution.
  • The applicant should be a resident of Goa for at least three years. OR
  • The applicant should be married to a resident of Goa.
  • The application for the scheme should have been made within 45 days of the delivery.
  • NOTE: The scheme is available to all mothers, irrespective of their social/economic status.

๐ŸŽ Benefits

  • โ‚น 10,000/- as a one-time financial incentive (at the birth of the child).
  • Those beneficiaries who had applied for the 1st Installment of โ‚น 5,000/- (as on the date of this Amended Scheme published in the Official Gazette) shall be eligible for โ‚น 10,000/- as per the amended scheme.
  • NOTE 1: Those beneficiaries who were paid the 1st Installment of โ‚น 5,000/- under the existing scheme shall be eligible for only the balance amount (2nd instalment) of โ‚น 5,000/- (to apply within 45 days from the date of the Amended Scheme published in the official Gazette).
  • Mode of Disbursal
  • The benefits are directly credited to the declared Bank Account.

Foster Care Scheme (Vatsalaya)

The Foster Care Scheme (Vatsalaya) is being implemented by the Department of Women & Child Development, Government of Goa to provide temporary/substitute care for children in difficult circumstances, whose parents are unable to care for them due to illness, death, and desertion of parent, etc.

๐Ÿ‘ค Eligibility

  • For Children
  • The Child should qualify for at least one of the following conditions -
  • The child is affected by family breakdown or marital discord.
  • The child is faced with upheavals caused by family illness, substance abuse or any other โ€œcrisisโ€.
  • The child's safety is โ€œat riskโ€.
  • The child is affected by natural or man-made disasters.
  • The child is orphaned, surrendered/relinquished, or abandoned.
  • The child cannot be placed for adoption for various reasons.
  • The child in an institution who can be โ€œreinstatedโ€ or โ€œrestoredโ€ back into families.
  • The child is in conflict with the law.
  • For Foster Parents
  • (in accordance with Section 35 of the Model Rules of the Juvenile Justice (Care and Protection of Children) Act)
  • The foster parents should have stable emotional adjustment within the family.
  • The foster parents should have an income in which they are able to meet the basic needs of the child.
  • The Medical Reports of all the members of the family residing on the premises should be obtained to determine their medical fitness, including checks on: Human Immunodeficiency Virus (HIV), Tuberculosis (TB) and Hepatitis B.
  • The foster parents should have adequate exposure, orientation and capacity in child caring and the capacity to provide good child care.
  • the foster parents should be physically, mentally and emotionally stable.
  • The home of the foster parents should have adequate space and basic facilities.
  • The foster care family should be willing to follow rules laid down including making regular visits to a paediatrician, immunization of the child,
  • and maintenance of the child's health records.
  • The foster care family should be willing to sign an agreement and to return the child to the Child Welfare Committee if directed by the Committee to do so.
  • The foster parents should be willing to attend training or orientation programmes on child care and health, etc.
  • The foster parents should motivate the child to study and be willing to send the child to regular school or vocational training.
  • NOTE 1: There shall be no discrimination in the selection of foster parents on the basis of caste, religion, ethnic status, disability or health status and the best interests of the child shall be paramount in deciding foster-care placement. As far as possible, the foster family should belong to a similar social-economic and cultural milieu.
  • NOTE 2: The foster care maintenance allowance/assistance should not be their motivation for caring for the child and they should not be totally dependent on the same. The CWC shall assess whether the monthly family income is adequate to take care of foster children.

  1. Step 1: Visit the District Child Protection Society/ Child Welfare Committee, and request a hard copy of the proforma of the application form for the "Foster Care Scheme (Vatsalaya)" from the Child Care Coordinator/ Concerned Authority.
  2. Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across), and attach copies of all the mandatory documents (self-attest if required).
  3. Step 3: Submit the duly filled and signed application form along with the documents to the Child Care Coordinator/ Concerned Authority.
  4. Step 4: Acquire the receipt/acknowledgement of the successful submission of the application from the District Child Protection Society/ Child Welfare Committee.
  5. Identification of Foster Families
  6. The biological parent/s can identify a relative or a potential caregiver from the vicinity.
  7. A list of couples found ineligible under the criteria for adoption but willing to care for children in foster care can be prepared by adoption agencies and submitted to Child Welfare Committee for assessment by the Child Care Coordinator.

  • The nominee/dependant of the unregistered workers shall be eligible upon the production of a certificate from the builder or Inspector of the area stating that the deceased was a building worker.

  7. Step 4: Create a password ranging between 8 to 15 characters and confirm the same.
  8. Step 5: Click "Register" and then click "Yes" to the Confirmation Popup.

  10. Step 1: Upon successful registration, visit the Official Website of the Chief Minister Scholarship Portal, Government of Goa.
  11. Step 2: At the top right corner of the landing page, click " Login ".
  12. Step 3: On the login page, fill in your username, password, captcha code, and click "Login".
  13. Step 4: Upon logging in, a list of eligible schemes will be displayed. Click the scheme that you intend to apply for.
  14. Step 5: In the "Apply" section on the side navigation bar, click "Fresh Application".
  15. Step 6: Fill in all the mandatory fields of the Application Form and upload all the required documents in the specified format and size and click "Submit".
  16. Post Application Process
  17. 1. After successful submission of the application, your school/institution will verify the application and submit it to the directorate for further scrutiny.
  18. 2. In case of an issue in the application form or documents uploaded, the school/institution can send back the application to the student for necessary corrections and resubmission.

Goa (Subsidy to Clay Idol Makers) Scheme

The scheme aims to encourage Goan artisans to continue traditional clay idol making by providing a subsidy of โ‚น100/- per idol, supporting registered local craftsmen in preserving cultural heritage and ensuring livelihood sustainability.

Subsidy of โ‚น100/- per clay idol made by registered artisans, with minimum idol size of 1 foot.

๐Ÿ‘ค Eligibility

  • The applicant must be a traditional clay idol maker or artisan from the State of Goa.
  • The applicant must be registered with GHRSSIDC as a clay idol manufacturer.
  • The applicant must personally manufacture idols within Goa; imported or traded idols are not eligible.
  • The applicant must have a workshop or production unit within Goa for manufacturing idols such as Ganesh, Durga, Saraswati, or Mother Mary.
  • The subsidy is applicable only for idols used for religious purposes (e.g., Ganesh Chaturthi, Christmas) and not for decorative items.
  • The applicant must maintain records of idols produced and sold, including size, price, buyer details, and sale date.
  • The applicant must comply with physical inspection by GHRSSIDC officials.

  • Subsidy of โ‚น100/- per clay idol made by registered artisans, with minimum idol size of 1 foot.
  • Maximum subsidy limit: โ‚น15,000/- per artisan per year.
  • Applicable only for idols actually produced and sold within the State of Goa.
  • Disbursement: Cheque in favour of the artisan after fund receipt from Government.
  • Availment: Beneficiaries must maintain sale records and provide proof of production and sale as prescribed.

๐Ÿ“‹ How to Apply

  1. Step 1: The interested applicant should take a printout of the prescribed format of the application form. Alternatively, the applicant may obtain the prescribed format from GHRSSIDC, Craft Complex, Neugi Nagar, Panaji, North Goa, Goa - 403 001, upon payment of โ‚น1/- per form.
  2. Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).
  3. Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Managing Director, GHRSSIDC Ltd., Panaji-Goa.
  4. Step 1 : GHRSSIDC officials will physically inspect the applicantโ€™s workshop to verify production capacity and conduct a physical count of clay idols in the artisanโ€™s presence.
  5. Step 2: An Appraisal Committee consisting of the Chairman, Managing Director, a nominated Director, and a Government representative will review applications for approval on a first come, first served basis.
  6. Upon approval, subsidy payment is issued via cheque in favour of the registered artisan after receiving funds from the Government.
  7. Beneficiaries must maintain sales records and submit the utilisation certificate for subsequent releases.

Goa (Technical/ Vocational Training To Sex Workers And Sexually Abused Women) Scheme, 2013 (PRABHAT)

The scheme provides technical/vocational training for sex workers and sexually abused women to enable them to earn for their livelihood through such technical/vocational training and skill. The department will take the assistance of members of reputed NGOs/Trust/Society/professionals/expert bodies.

(For availing of the benefit under this scheme the victim has to reside in Goa)

๐Ÿ‘ค Eligibility

  • The applicant should be the Women and Children who are victims of Commercial Sexual Exploitation.
  • The applicant should be either residing in Goa or be a native of Goa.
  • NOTE 1: The place of commercial sexual exploitation is not a criterion for eligibility (women and girls from Goa being commercially sexually exploited outside Goa also qualify).

  • (For availing of the benefit under this scheme the victim has to reside in Goa)
  • Financial Assistance
  • The beneficiary (excluding victims housed in Protective Home) will be provided with a stipend of โ‚น 2,500/- per month for a period of three months or till she joins a livelihood programme, whichever is earlier.
  • Technical/Vocational Training
  • Based on their literacy, skills, interest, etc, the Mentor/Probation Officer will help the beneficiary to join a technical/vocational training programme of the Government or Non-Government institutes, emphasizing on the training programmes which has opportunities for jobs or setting up their own enterprise, such as, repair of the home appliances, mobile repair, beauty treatment, tailoring, bakery, catering, etc. The fees, travel and other miscellaneous expenses will be covered.
  • Education
  • The beneficiary, if she is interested in pursuing her education, will be supported for her education till 12th Standard. All the expenses related to her education, boarding, travel, fees, books, toiletries, etc., may be paid.
  • Shelter
  • If in need of shelter, she shall be admitted to a shelter home/protective home being managed by a non-Government organization or Government organization or organization receiving grants from the State/Central Government.
  • Psycho-Social Services
  • A victim of commercial sexual exploitation will be provided counselling by Probation Officer or by a person appointed as โ€œMentorโ€ or by a professional counsellor or psychiatrist working in a Government or non-Government organization. Expenses incurred for fees, travel, medicine, etc., will be covered.
  • Health
  • The victim shall be provided health services for all kinds of ailments at the Government hospital. Victims suffering from HIV or Tuberculosis will be connected to ART and DOTS schemes. In cases where the victim is suffering from AIDS and requires institutional care, she shall be admitted to one of the care centres meant for people with HIV/AIDS, for a period of six months.
  • Children
  • The children of the trafficked victim shall be provided counselling and assistance for admission in the school by the Probation Officer or by a person appointed as a โ€œMentorโ€. All the expenses related to the education of the children, such as boarding, travel, fees, books, toiletries, etc., up to 12th Standard shall be covered.
  • Reintegration
  • The Probation Officer or โ€œMentorโ€ shall help the victim in reintegrating with her family and community by providing counselling to the family members and if necessary to the members of the community.
  • Protection
  • The Probation Officer or โ€œMentorโ€ shall take the assistance of the family members, community members, religious leader, local police and Integrated Anti-human Trafficking Unit of Goa police in ensuring that the victim is not harassed by the traffickers. The Probation Officer or Mentor may also make a written complaint to the Chairperson of the Goa State Commission for Women, for victims' protection and the Commission shall take necessary action to protect the victim.
  • Livelihood (a)
  • The Probation Officer or โ€œMentorโ€ shall assist her in finding a job, based on her interests and skills. In case the victim is unable to get a job or is not interested in a job, then the Probation Officer or โ€œMentorโ€ based on the interest, skill and viability of a business shall help her in setting up a business enterprise.
  • Livelihood (b)
  • Those victims who have successfully completed the vocational training may be provided all the support by the Probation Officer/Mentor for preparation of project reports, availing loan from financial institutions etc. The Department may provide such financial assistance to the victim for setting up business enterprises as may be decided by the Government from time to time.

Goa Mediclaim Scheme

โ€œGoa Mediclaim Schemeโ€ provides financial assistance to avail super-speciality treatments that are not available in the Government Hospitals of Goa, such as dialysis, plastic surgery, ICU care, angiography and angioplasty, open-heart surgery, kidney transplantation, neurosurgery, etc.

The Nature of Sickness along with its Permitted Ceiling Limit for the Super-Specialty Treatment is given below -

๐Ÿ‘ค Eligibility

  • The applicant should be a permanent resident of Goa.
  • The applicant should be residing in Goa for 15 years, figuring in the voters' list and holding a permanent ration card.
  • The income of the applicant should be less than โ‚น1,50,000/- per annum. However, retired state government employees are eligible irrespective of their income.
  • The applicant should require a facility that is not available in a Government Hospital of Goa (including Goa Medical College, Bambolim and District Hospitals). However, for NICU, Ventilatory Support and Kidney Dialysis, the patient may opt for any empanelled hospital even if the facilities are available in a Government hospital.
  • The applicant should be suffering from a sickness/ailment that requires one of the following treatments - Continuous Ambulatory Peritoneal Dialysis (CAPD), Dialysis, Plastic Surgery, Intensive Care Unit (ICU), Neonatal Intensive Care Unit (NICU), Pediatric Intensive Care Unit (PICU), Trauma Care, Coronary Artery Bypass Grafting (CABG) / Percutaneous Transluminal Coronary Angioplasty (PTCA) (Angiography & Angioplasty), Open Heart Surgery (Valve Replacement, Mitral Valve Replacement (MVR), Ventricular Septal Defect (VSD), Atrial Septal Defect (ASD)), Kidney Transplantation, Neuro Surgery, Radiotherapy / Chemotherapy (Cancer), Cochlear Implant, Spastic Child, Cerebral Palsy, Skeletal Deformities, and Bone Marrow Transplant.
