Government of Goa State Scholarship to NDA Cadets
The scheme supports NDA cadets from humble financial backgrounds undergoing training at NDA. The scheme aims to attract cadets from economically disadvantaged sections of society opting to serve the country by taking up such challenging jobs/training.
๐ค Eligibility
- The cadet should have been born in Goa and/or domiciled in Goa for a period of at least 15 years.
- The income limit of the cadetโs parents/ guardians shall not exceed โน 15,000/- per month (โน 1,80,000 per annum).
- In case the cadet is SC/ST/OBC, the income limit of the cadetโs parents/ guardians shall not exceed โน 37,500/- per month (โน 4,50,000 per annum).
- The cadet should not be receiving financial assistance/scholarship/freeship from any other source.

- Scholarship of โน 1,000/- per month during the period of training (subject to a maximum of 24 months or duration of the course whichever is less).

โGrant for Incubation Centers within Educational Institutes Schemeโ is for the educational institutes in Goa, affiliated with a recognized public university. They can avail of a one-time grant towards capital expenses for setting up an incubator within their institute campuses.

- All the educational institutes in Goa, affiliated with a recognized public university are eligible to apply for this scheme.
๐ Benefits
- All educational institutes in Goa, affiliated with a recognized public university, can avail of a one-time grant of up to โน 10,00,000 towards capital expenses, for setting up of an incubator within their institute campuses.
- The educational institutes with existing incubation facilities can also avail of the grant for capital expenses for further expansion of incubation facilities.
- The maximum number of institutes to avail of this benefit cannot exceed 15 per year.
- The educational institutes with existing incubation facilities will also be provided with a grant of up to โน 3,00,000 per year, for a period of three years, towards operational expenses.
- Relaxation / Preference / Priority
- The preference will be given to well-performing applicants.
- NOTE 1: The institutes claiming the benefits under this scheme cannot restrict the incubation facilities only to the students of their institute.
- NOTE 2: Under no circumstance shall the benefits under this scheme be considered an entitlement. The SPC shall reserve the sole right to accept or reject applications.
- NOTE 3: For the purpose of determining eligible expenses towards capital expenses, Accounting Standard 102 for Fixed Assets by the Institute of Cost Accountants of India would be used.

Grant of Financial Assistance for Purchase of Textbooks/Notebooks to School-Going Children of Industrial Workers/Employees (GLWB)
Through this scheme, the children of industrial workers/employees, studying in classes 1st to 4th in recognized/approved schools are provided financial assistance for the purchase of textbooks/notebooks. The scheme aims to provide financial support for the educational needs of the children.

- The applicant should be a regular industrial worker/employee of the Goa Labour Welfare Board.
- The applicant should have at least 6 months of continuous service.
- The applicant should not be employed in supervisory or managerial roles earning โน1,600/- and above per month.
- The applicant should have wages/salary not exceeding โน20,000/-.
- The applicant should have children studying in classes 1st to 4th in recognized/approved schools.

- Lowest income of the parents.
- Preference will be given to the students studying in higher classes.

"Grant of Financial Assistance to the School-going Children of Industrial Workers/Employees Studying in 1st to 4th Standard for Supply of One Set of Uniform" by the Dept of Labour & Employment, Goa, aims to provide financial assistance for the purchase of uniforms to school-going children.

"Grant of Stipends to the Physically Handicapped Students" scheme aims to improve the educational status of handicapped children studying in standards 1st to 10th. Monthly stipends (โน200 to โน300) are provided to parents who are unable to send their children to school due to economic reasons.

- The applicant's parents/guardian's combined annual income should not exceed โน25,000
- The applicant must be physically handicapped as specified under Rule 4 read with Rule 5

Grant of Subsidy for Purchase of 'Electric Vehicles' to Consumers in State of Goa
The scheme provides financial assistance in the form of a subsidy for the purchase or conversion of Electric two-wheelers, three-wheelers, and four-wheelers, along with scrapping incentives for old vehicles, incentives for local manufacturing in Goa, and low-cost loans provided by CESL.

- The applicant must be a permanent resident of Goa.
- The applicant must be the registered owner of the Electric Vehicle for which the Purchase Incentive is claimed.
- The applicant must ensure the vehicle is an Electric Two Wheeler, Three Wheeler, or Four Wheeler purchased or converted in the State of Goa.
- The applicant must purchase the Electric Vehicle from Convergence Energy Services Limited to avail of their low-cost loans and financial incentives.

- Low Cost Loans: Convergence Energy Services Limited will provide low cost loans to the consumer for the purchase of an Electric Vehicle if the vehicle is purchased from Convergence Energy Services Limited.
- Training and Capacity Building: Convergence Energy Services Limited will provide training/capacity building to local youths in the field of servicing of electric vehicles.
- The total amount of financial subsidy will be decided by the Department of New and Renewable Energy.
- Disbursement will be done on a First Come First Serve (FCFS) basis.
- The subsidy shall be disbursed in a single installment to the beneficiary concerned, which is 100% on purchase or conversion of the vehicle.
- The Purchase Incentive for conversion of an Old Internal Combustion Engine vehicle into an Electric Vehicle by a retrofitting kit will be provided as per the capacity of the battery or maximum up to the capping of the State subsidy, whichever is lower.
- If a consumer opts to purchase an Electric Vehicle directly from a dealer and avail benefits from the Government of Goa, the financial assistance from Convergence Energy Services Limited will not be available.
- The beneficiary must ensure that the purchase incentive for conversion is subject to the approval of the retrofitting kit by the Regional Transport Office.
- The registered owner of an Electric Vehicle claiming a Scrapping Incentive must obtain confirmation of scrapping and de-registration of the old Internal Combustion Engine vehicle by the Regional Transport Office, as reimbursement is subject to this confirmation.
๐ How to Apply
- The application and disbursement process for the financial benefits under the "Scheme for Promotion of Electric Vehicles in the State of Goa" vary depending on the method used to acquire the Electric Vehicle (EV).
- If the consumer chooses to purchase the Electric Vehicle from Convergence Energy Services Limited (CESL), the financial structure is designed to reduce the upfront cost.
- Upfront Reduction: CESL will "club the incentives" provided under the Central Government's Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME)-II scheme (as applicable), along with the subsidy proposed by the State Government, and the contribution from the Original Equipment Manufacturer (OEM).
- Purpose: This clubbing of incentives is specifically intended "to reduce the upfront cost of the vehicle to the consumer".
- Loans: CESL also provides low-cost loans to the consumer for the purchase of the Electric Vehicle.
- Condition: However, the consumer must purchase the vehicle directly from CESL to avail of this financial assistance and the upfront cost reduction mechanism.
- If the consumer opts to purchase the Electric Vehicle "directly from dealer and avail benefits from Government of Goa," the financial assistance from CESL will not be available.
- In this scenario (or when converting an existing vehicle), the State subsidy is provided as a disbursement to the beneficiary after the purchase and registration requirements are met.
- Disbursement Pattern: The subsidy is disbursed "in a single installment to the beneficiary concerned i.e. 100% on purchase/conversion of the vehicle".
- Documentation Requirement: To receive this disbursement, the beneficiary must engage in the "production of documents of purchase/conversion i.e. copy of Registration Certificate book and Insurance".
- If the registered owner of the EV claims the Scrapping Incentive, the reimbursement of that incentive is subject to the confirmation of scrapping and de-registration of the old Internal Combustion Engine (ICE) vehicle by the Regional Transport Office (RTO).
Grant-in-Aid Scheme to Provide Financial Assistance to the Mahila Mandals
"Grant-in-Aid Scheme to Provide Financial Assistance to the Mahila Mandals" aims to provide financial assistance to Mahila Mandals for training and self-employment activities. The scheme benefits registered Mahila Mandals in Goa, encouraging women's socio-economic development.
๐ค Eligibility
- The Mahila Mandal must have valid registration with the competent authority.
- The Mahila Mandal must have been operating successfully within the state of Goa for the last 2 years.
- Each group must submit a project report specifying the activities/training and a list of prospective beneficiaries with educational details.
- There must be a minimum of 20 members for training/orientation.
- *The government may relax any provision of the scheme at its discretion.
- *No additional liability for house rent, electricity bills, or water bills will be borne by the government under the scheme.

- The application should be submitted through the Child Development Project Officer (CDPO) of the concerned block. The Mukhya Sevika at the village level of the respective block will assist the Mahila Mandal in the submission process.
- Post-Application Processes
- Review and Sanction: The CDPO will review the application and forward it to the Directorate of Women & Child Development. Financial assistance will be sanctioned on a first-come, first-served basis, subject to government approval.
- Conduction of Training Program: Once the financial assistance is sanctioned, the Mahila Mandal can conduct the training program. The date, time, and place of the training program must be fixed and informed to the Directorate of Women & Child Development before commencement.
- Submission of Utilization Certificate: After the completion of the training program, the Mahila Mandal must submit the utilization certificate within one week. The CDPO will counter-sign the utilization certificate and forward it to the Director.
- Monitoring and Reporting
- The CDPO will submit monthly progress reports to the Directorate. A review of the scheme's implementation will be conducted in the monthly meeting at the Directorate.
Grant-in-Aid Scheme To Provide Financial Assistance To The Mahila Mandals/ Womenโs Self-help Groups (SWAWLAMBHAN)
The SWAWLAMBHAN Scheme by the Govt. of Goa provides financial assistance to Mahila Mandals/Self-Help Groups for training/orientation for members of the Mahila Mandal/Self-Help Groups for generating their own activity for self-employment.

- The Mahila Mandals/Womenโs Self-Help Groups should have valid registration with the Department of Women & Child Development, Panaji-Goa.
- The Mahila Mandals/Womenโs Self-Help Groups shall be operating successfully for their members within the State of Goa.
- There shall be a minimum of 20 members for training/orientation.
- NOTE: The compulsion of 2 years of registration is deleted.

"Grant-in-aid Scheme to Village Education Committees/Urban Education Committees for minor repairs of Government School buildings" was introduced by the Directorate of Education, Goa. The scheme provides grant-in-aid to address urgent minor repairs required in Government School buildings.

- Sanctioned to the extent of 75% of the estimated cost expenditure of the works as the first instalment per work for the execution of minor works to the school buildings.

- The ceiling limit is โน 50,000/-, other than for the works for which funds have been allotted under the Sarva Shiksha Abhiyan Scheme.

- The payment towards the expenditure is made through cheques.

Home Nursing Scholarship Scheme
"Home Nursing Scholarship" is a scholarship scheme by the Directorate of Social Welfare, Government of Goa. Through this scheme, scholarships are provided to the students from Scheduled Castes / Scheduled Tribes / Other Backward Class / Minorities and also to the Students with Disability.

- 1. The applicant should be a Student.
- 2. The applicant should have either been born in Goa or should have resided in Goa for continuously at least 15 years.
- 3. The applicant should have secured admission to an institution recognized by the State/Central Goverment.

- Step 1: Upon successful registration, visit the Official Website of the Chief Minister Scholarship Portal, Government of Goa.
- Step 2: At the top right corner of the landing page, click " Login ".
- Step 3: On the login page, fill in your username, password, captcha code, and click "Login".
- Step 4: Upon logging in, a list of eligible schemes will be displayed. Click the scheme that you intend to apply for.
- Step 5: In the "Apply" section on the side navigation bar, click "Fresh Application".
- Step 6: Fill in all the mandatory fields of the Application Form and upload all the required documents in the specified format and size and click "Submit".
- Post Application Process
- 1. After successful submission of the application, your school/institution will verify the application and submit it to the directorate for further scrutiny.
- 2. In case of an issue in the application form or documents uploaded, the school/institution can send back the application to the student for necessary corrections and resubmission.

House Building Loan Scheme for Employees of Government of Goa
The scheme aims to assist government employees in achieving their dream of owning a house by providing financial support to erstwhile House Building Advance scheme beneficiaries whose loans were operative as on 15th May 2020. The scheme provides loan takeover facility through empanelled banks.
๐ค Eligibility
- The applicant must be an erstwhile beneficiary of the House Building Advance who had their loans operative as on 15th May, 2020.
- The applicant must fulfill the eligibility criteria put forth by the empanelled bank for being eligible for housing loan under this scheme.
- The applicant who had shifted his housing loan to other bank upon closure of earlier scheme must ensure that the loan account shall now be operated in any of the banks empanelled for the purpose of this scheme.
- The applicant must approach any of the empanelled banks for takeover of the existing loan for a maximum loan amount restricted to the tune of amount outstanding as on date after repayment of instalments from May 2020.
- The applicant who had availed top-up additional loan over and above the House Building Advance amount sanctioned by Government is eligible only to the extent of such amount of House Building Advance loan which is outstanding as on the date of application.
- The applicant who is among the 45 employees whose cases were sanctioned but were awaiting drawal of advance as on 15th May, 2020 is eligible to apply under this scheme.
๐ Benefits
- The Government bears the remainder of the interest charged by the empanelled bank, subject to a maximum of 5%, while the employee bears 2% of the interest plus the principal component.
- The loan takeover facility is provided for the amount outstanding as on the date of application after repayment of instalments from May 2020.
- For employees who had availed additional loan over and above the House Building Advance amount, the Government's share of interest is restricted only to the extent of such House Building Advance loan outstanding as on the date of application.
- The Government's share of interest is credited to the empanelled bank in a pool account on a monthly basis.
- The Government's cumulative share of all instalments due for the succeeding month is credited to the bank within a specified date, provided that the bank raises the demand at least 20 days in advance.
- The Government's share commences from the succeeding month of sanction wherein the employee is due for repayment of the loan, provided the demand has been raised by the bank.
- The Government's share is continued till the employee attains superannuation or for a maximum duration of 20 years of the total repayment period, whichever is earlier, by considering the already paid instalments by the Government.
- If the duration of the loan ends before superannuation of the employee, the bank submits the closure letter to the concerned Government employee, Head of Department and Directorate of Accounts.
- The employee must ensure that his share of Equated Monthly Instalment reaches the bank within the stipulated time.
- Any delay on part of the employee for contributing his share, subject to a maximum default duration of two months, will make the concerned employee ineligible to avail any further benefits under this scheme.
- The employee must carry out all the required documentation and valuation required for compliance from the bank side, and the Government will not bear any costs for the same.
- The deed of mortgage or any other collateral security executed in favour of Government earlier must be transferred in favour of the empanelled bank with an undertaking from the employee that he willingly desires to transfer the same in favour of the bank.
- For employees who have availed benefits under the "One Time House Building Advance Settlement Scheme", the amount to the extent of benefits availed under that scheme would be adjusted in the initial instalments itself, till which the Government will not start contributing its share of interest and the employee has to bear the full burden of instalments.
- If the employee ceases to be in service for any reason other than normal retirement or superannuation or if he dies before repayment of the loan in full, the entire outstanding amount will become payable forthwith by the Government employee or his successor, as the case may be.
- Failure to repay the housing loan for any reason whatsoever, either by the Government employee or the successor, as the case may be, will entitle the bank to enforce the mortgage and take action to recover the outstanding housing loan.
๐ How to Apply
- Step 1: The interested applicant should take a printout of the prescribed proforma . Alternatively, the interested applicant may approach an empanelled bank and obtain the prescribed proforma.
- Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).
- Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Head of Department, who after verification, will forward the application to the Directorate of Accounts along with the prescribed proforma.
Incentives to Encourage Consumption of Local Raw Material Scheme, 2008
"Incentives to Encourage Consumption of Local Raw Material Scheme, 2008" promoted the use of local raw materials, supporting local manufacturers and village economies. It offered Sales Tax reimbursement and subsidies on power and water bills to eligible Micro, Small, and Medium Enterprises.
๐ค Eligibility
- The Scheme covered units that went into production on or after 6th August 2008.
- Only those units under green and specified orange categories were eligible under this Scheme.
- Only those units which were permanently registered with the Directorate of Industries, Trade and Commerce or cleared by the High Powered Co-ordination Committee (HPCC) or any Committee or authority formed to grant such clearance for investment in the State were eligible under this Scheme.
- This Scheme was applicable only to Micro and Small Enterprises and Medium Scale Enterprises as defined under the MSMED Act.
- The unit consuming a minimum of 50% of its raw material (in value) from local sources was eligible for the benefit on pro-rata terms with those consuming 60% and above, which were considered for 100% benefit under this Scheme.
- For the purpose of this Scheme, the local raw material meant:
- (a) Material, which was manufactured in an approved industrial unit (Micro and Small Enterprises, Medium, Large Unit) in the State of Goa.
- (b) Material, which was mined or produced in the State of Goa (for example, agricultural produce, marine produce, mineral and ore, etc.).
- The beneficiary had to prove, by submitting documentary evidence, that the material had been locally produced or mined. In case of any dispute in interpreting the meaning of clauses (a) and (b) above, the decision/interpretation of the Director, Directorate of Industries, Trade and Commerce was final and binding.
๐ Benefits
- Reimbursement to the extent of a maximum of 90% of Sales Tax paid by such unit, subject to the quantum based on the proportion of local raw material consumed.
- Incentives in the form of a subsidy on power and water bills annually.
- 25% subsidy on the total expenditure incurred by the unit on power and water tariffs, subject to a maximum of โน2,00,000/- per annum, as per the proportion of local raw material consumed.
๐ How to Apply
- Step 1: The interested applicant had to obtain the specified proforma from the Directorate of Industries, Trade and Commerce. Alternatively, the prescribed format could also be downloaded from the official website of the Directorate.
- Step 2: The applicant was required to take a print of the form, fill in all the mandatory fields, paste a passport-sized photograph, and attach copies of all the mandatory documents (self-attested, if required).
- Step 3: The duly filled and signed application form, along with the documents, had to be submitted to the Director, Directorate of Industries, Trade and Commerce. The Director of Industries, Trade and Commerce would scrutinize the application and verify the eligibility of the unit.
- Deadline: The applications for the financial year had to be submitted by 30th September . No claim was entertained after this date.
- Post-Application Processes
- Step 1: The Directorate of Industries, Trade and Commerce displayed the list of claimants under the Scheme on the notice board on the first working day after 30th September. A copy of this list was forwarded to the Government immediately.
- Step 2: Upon receipt of the application, the Director of Industries, Trade and Commerce scrutinized and disposed of the application within three months. A Task Force Committee scrutinized and recommended the benefits. No dues were confirmed by the Directorate of Industries, Trade and Commerce with concerned departments under the deemed provision basis within 60 days before disbursement.
- Step 3: Once approved, the eligible unit received the benefits as per the Scheme, including reimbursement of Sales Tax and subsidies on power and water bills.
