Short Term Professional Training Courses
The "Short Term Professional Training Courses" is provided to train the youth of the Scheduled Tribe Community in order to start their own business, and to acquire skills by joining the various training courses for the purpose of self-employment or for their livelihood.
๐ค Eligibility
- The applicant should belong to the Scheduled Tribe Community of Goa.
- The applicant shall be above 18 years of age and below the age of 50 years.

Skill Development Fee Reimbursement Scheme
Through the โSkill Development Fee Reimbursement Schemeโ, the SPC will reimburse 50% of the fees up to โน 50,000/- to the students who have successfully completed an SPC-approved technical skill training program in any of the approved domains from a Goan educational institute.
๐ค Eligibility
- 1. The applicant should be an educational institution.
- 2. The educational institute must be incorporated in Goa or have a registered place of business in Goa.
- 3. The technical skill training program must be approved by SPC and should fall under any of the technical domains:
- Internet of things, Artificial intelligence, Machine Learning, Interaction Design, Big Data Analytics, Robotics, 3-D Printing, Data Science, Drones, Virtual Reality/Augmented Reality/Merged Reality, Others (subject to approval from SPC).
- 4. The students who are currently pursuing their graduation or are within two years from receiving their graduate degree within the original stipulated period of study can enrol for these programs.
- NOTE: Only expenditures incurred after notification of Goa Start-up Policy 2017, being within the validity of this policy and paid for digitally will be considered for reimbursements under this scheme. In case digital payments are not possible, then it shall be up to the decision of SPC as per its due diligence to admit the expenditure.
- Definitions
- For the purpose of this scheme โ Goan Educational Institute โ means an institute registered or operating in Goa.
- For the purpose of this scheme the term โ Student โ refers to a person satisfying at least one of the following criteria:
- a) Person born in the State of Goa and studying in Goa or outside Goa; or,
- b) Person having domicile for 10 years or more in the State and studying in Goa or outside Goa; or,
- c) Person who is not a State domicile but is studying in the educational institutes in the State.

- Reimbursement of 50% of the fees up to โน 50,000/- to the students who have successfully completed an SPC-approved technical skill training program in any of the " approved domains ", attended in a Goan educational institute:
- Up to 1000 students per year can avail the benefits of this scheme. However, this cap can be reviewed and revised based on the need in future.

Skill Development Promotion Scheme
Through the โSkill Development Promotion Schemeโ, the retail educational institutes that impart programming and technical skills are encouraged to establish learning centres in Goa. Institutes listed by the startup promotion cell and providing courses at pre-fixed rates will be provided subsidies.

- The applicant should be an educational institute listed by the Start-up Promotion Cell (SPC).
- The applicant should have a valid Startup Cell Registration Number.
- The applicant institute/offered course must have at least one established learning centre in Goa and be recognized by an authorized Government body such as AICTE, UGC, NBA, etc. as applicable.
- NOTE: Only expenditures incurred from one year before the notification of the Goa Start-up Policy 2017, being within the validity of this policy and paid for digitally would be considered for reimbursement under this scheme. If digital payments are not possible then it shall be up to the decision of SPC as per its due diligence to admit the expenditure.
- Relaxation / Preference / Priority
- Preference will be given to institutes with tie-ups with OEMs.
๐ Benefits
- 1. The retail educational institutes that impart programming and technical skills will be encouraged to establish learning centres in Goa. Institutes listed by the start-up promotion cell and providing courses at pre-fixed rates will be provided following benefits:
- a) Internet subsidy (up to โน 5,00,000 per year) for two years
- b) Power subsidy (up to โน 1,00,000 per year) for two years
- c) 25% capital investments reimbursement up to โน 5,00,000 (on all capital procurement for a period of two years)
- d) 10% salary cost subsidy up to โน 3,00,000 for a period of two years
- 2. The maximum benefits aggregating all the benefits in this scheme should not exceed โน 10,00,000 per year.
- 3. The benefits of this scheme can only be availed by up to 10 institutes per year offering courses under the technical areas/ sectors outlined in Annexure 2.
- 4. Under no circumstance shall the benefits under this scheme be considered an entitlement. The SPC shall reserve the sole right to accept or reject applications.
- 5. The eligibility and disbursement of incentives shall be reviewed at the end of each year based on the performance of the institute.

Solar Power Subsidy Scheme
Launched in 2018, the "Solar Power Subsidy Scheme" is one of the "Information Technology Policy Schemes" by the Department of Information Technology, Government of Goa. The objective and the scope of this scheme is to provide Solar Power Subsidy to the eligible Information Technology Units in Goa.
๐ค Eligibility
- 1. All the new and existing units must have their operations in Goa.
- 2. The applicant must be one of the below:
- Proprietorship Firm
- Private Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Public Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Registered Partnership Firm incorporated under the Indian Partnership Act, 1932 (or equivalent)
- Limited Liability Partnership incorporated under the Limited Liability Partnership Act, 2008 (or equivalent)
- 3. The unit should be registered with Goa Energy Development Agency (GEDA) for production of solar power.
- 4. The bank accounts of the unit and/or its partner(s)/director(s) should be linked to Aadhaar.
๐ Benefits
- All Units operating in Goa running on 100% solar energy will be eligible for a reimbursement of 10% of their capital cost of the installation of Solar Power Generation Unit subject to a maximum subsidy of โน 50,00,000.
- NOTE 1: The benefits under this scheme are subject to budgetary allocation. No Promissory Estoppel shall be applicable if benefits are discontinued in case the allocation is exceeded.
- NOTE 2: Only expenditure incurred during the operation of the Policy will be eligible for the rebate.

Special Incentive Allowance Scheme
Launched in 2018, the "Special Incentive Allowance Scheme" is one of the "Information Technology Policy Schemes" by the Department of Information Technology, Government of Goa. New and Existing Units would be provided with the allowance once at the end of every three year period.
๐ค Eligibility
- 1. The applicant should be a New/Existing Unit.
- 2. The applicant should have their operations in Goa.
- 3. The applicant should be one of the following:
- Proprietorship Firm
- Private Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Public Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Registered Partnership Firm incorporated under the Indian Partnership Act, 1932 (or equivalent)
- Limited Liability Partnership incorporated under the Limited Liability Partnership Act, 2008 (or equivalent)
- 4. The bank accounts of the unit and/or its partner(s)/director(s) should be linked to Aadhaar.
- 5. The number of employees would be calculated based number of employees on the rolls (for more than 12 months) during the year.
- 6. In case of expansion, new employees should be on the rolls for at least one year prior to the date of application.
- 7. The minimum criteria to be met by the units to avail this special incentive allowance is as follows:
- Criteria: Annual Growth; Unit: >= 20% pa for a period of 3 years
- Criteria: Employee Head Count (Goans or Goan Graduates); Unit: >= 75% of the total employees
- Criteria: Female Employees; Unit: >= 60%
- Criteria: Employee Certification (Policy section 6.4.1); Unit: 100% of the Goans
- Criteria: Quality Certification by the company (Policy section 6.2.10); Unit: At least one during the Policy period
- NOTE: Units will be subject to evaluation at the end of Fiscal Year to verify eligibility for continuing to receive subsidy under this scheme.

Stamp Duty Reimbursement Scheme
Through โStamp Duty Reimbursement Schemeโ, in case of land/ developed area purchased/ leased by Start-ups/ incubators/ accelerators, the stamp duty for land area lease/ sale transaction for start-ups/incubators/ accelerators will not exceed โน 100/-, and the excess amount paid will be reimbursed.

- The applicant should be a Start-up certified by the Start-up Promotion Cell (SPC) and incubators/accelerators enlisted with the Start-up Promotion Cell (SPC).
- The applicant can apply for this scheme only once in their lifetime.
- The bank accounts of the Directors of the company should be linked to Aadhaar.
- Only expenditures incurred from one year before the notification of Goa Start-up Policy 2017, being within the validity of this policy and paid for digitally would be considered for reimbursement. In case digital payments are not possible then it shall be up to the SPC as per its due diligence to admit the expenditure.
- A start-up can avail of the benefits of this scheme only once.

- A start-up is eligible only once to avail the benefits of this scheme.
- In the case of an incubator/accelerator, this amount shall be paid after a period of three years of successful operation. This can be relaxed in the case of a company that is in the business of making incubators.
- Up to 100 start-ups can avail the benefits of this scheme per year.

State Art Exhibition (Student Category)
The "State Art Exhibition (Student Category)" is an annual event organized by the Art, Culture and Museums Department, Government of Goa, to promote and encourage creativity in the visual arts field among local students.
๐ค Eligibility
- A participant must be a bona fide student of any recognised art college or institution, studying one or more of the subjects in the exhibition sections.
- If an art student submits their entry in the Student Category, they are not eligible to participate in the Artist Category.
- Submission must include an official bonafide certificate from the student's institution; entries without it will not be accepted.
- Declarations for Originality and Prior Exhibits
- Each exhibit must be the studentโs original work, neither a copy nor an imitation. A declaration to this effect must appear on the back of each entry. If the work has previously won an award or been displayed in prior exhibitions by Kala Academy or any other institution, it will not be accepted, and a declaration to that effect must also be submitted.
- Award Winners' Restriction for Next Year
- A participant who receives an award in a given year is not eligible to receive an award in the same section in the following year

State Award for Teachers
The scheme "State Awards to Teachers" aims to celebrate the unique contribution of the finest teachers in the state and honor those who have improved the quality of school education and enriched students' lives. Ten state awards consisting of โน100,000 and a citation each are provided to teachers.

- School teachers, special educators, and Heads of Schools working in recognized government or aided primary/middle/high, and secondary schools. In-service teachers shall have to fulfil the required academic and professional qualifications as per cadre for the State Award to Teachers.
- The retired Teachers are not eligible for State awards. In-service teachers shall have to complete at least 5 years of regular teaching service as of 30th June 2019 after probation in the State of Goa only and are eligible for the State Award to Teachers.
- Those teachers who are due for retirement for the year to which the State Awards relate are not eligible for State Awards to Teachers.
- In case, no sufficient, suitable and eligible teacher/ Head of the Institution/Special Educator is available in that particular category, then it shall not be binding on the government to grant an award.

- NOTE: Out of the 10 awards, 2 awards are reserved for differently abled teachers/Special Educators/Head of schools. Special Educators are allowed to apply for State Awards under the category of Sr. No. 1 & 2.
๐ How to Apply
- Step 1: Visit on the Official website of the Directorate of Education, Goa. The prescribed format of the application form is available on the website.
- Step 2: The interested applicant should take print of the prescribed format. In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
- Step 3: The duly filled and signed application form, completed in all respects, shall be submitted (in pdf format) using the link "Application for State Teacher Awards (2023-24)" on the website within the prescribed period. The supporting documents need not be uploaded.
- Step 4: The hard copy of the duly filled and signed application form along with the self-attested documents, CV and a write-up of 1000 words should be submitted in a sealed envelope to: Office of the Directorate of Higher Education, SCERT Building, Porvorim. The applicants should mention the following on the top of the envelope "Application for State Teacher Awards Scheme".
- NOTE: The teachers who have been already awarded the State Teacher Awards for Excellence in Higher Education previously are not eligible to apply again. Applicants who were not able to make it for the State Teachers Award - 2018 in previous years will be automatically considered for the on going Academic Year.
State Award To Two Anganwadi Workers Under Integrated Child Development Services (ICDS) Schemes
The scheme recognizes Anganwadi Workers under the Integrated Child Development Services (ICDS) Schemes for their exemplary performance in improving the quality and coverage of services provided to children and mothers. Each awardee receives a cash award of โน5,000/- and a citation.
๐ค Eligibility
- The applicant must be an Anganwadi Worker under the Integrated Child Development Services (ICDS) Schemes.
- The applicant must demonstrate exemplary performance in improving the coverage and quality of services provided to children and pregnant and lactating mothers under the Integrated Child Development Services (ICDS) Scheme.
- The applicant must show contribution towards the implementation of programmes or schemes of the central Government, state Government, or local bodies.
๐ Benefits
- Each selected awardee receives a Cash Award of โน5,000/-.
- Each selected awardee receives a citation.
๐ How to Apply
- *The process detailed below describes the pathway for nomination and selection, as the Anganwadi Worker does not apply directly for this award.
- Step 1: The recommendation for the award must be initiated by authorized officials or bodies, which include District/Block level Public Representation Institutions (PRIs), Members of Legislative Assembly (MLAs), Members of Parliament (MPs), Womenโs Organisations, Child Development Project Officers (CDPO), District Programme Officers of Integrated Child Development Services Scheme, or the District Collector.
- Step 2: The initiated recommendation, detailing the exemplary performance of the Anganwadi Worker, must then be put forward to the designated Scrutiny Committee for further review and selection.
State Reward to the Recipient of National Award
The scheme "State Reward to the Recipient of National Award" has been designed by the Directorate of Art and Culture, Government of Goa as a token of appreciation in order to support and promote the local artists, who have received recognition at the National and International levels.
๐ค Eligibility
- a) The applicant should be a Goan artist who has received any of the following National Awards:
- Sahitya Akademi Award.
- Sangeet Natak Akademi Award.
- Lalit Kala Akademi Award.
- Padma Award for the contribution to the field of art & culture (for literature, music, dance, theatre, fine art, folk art etc.)
- Bhartiya Dnyanpeeth Award.
- Saraswati Sanman.
- Sahitya Akademi Jivan Gaurav Puraskar (Lifetime Achievement Award).
- Sangeet Natak Academy Fellowship.
- Any other National or International Award specially recognized by the Government of Goa for the purpose of this scheme from time to time.
- b) Those living artists who have already received such awards stated above shall also be eligible for this scheme.
- NOTE: Under this scheme, an artist shall be eligible to receive the benefit only once, although he gets more than one award from amongst above mentioned awards.

- A memento, a certificate of appreciation and a financial purse to the extent of โน 1,00,000/- per individual.

Subsidy to Purchase E-Bike for Journalists
The scheme aims to provide financial assistance to journalists in Goa for purchasing e-bikes at a subsidised rate. The benefits include making it more convenient for journalists to gather and disseminate news, with the intended beneficiaries being eligible Goa-based journalists.
๐ค Eligibility
- The applicant should be a journalist.
- The sole livelihood of the applicant should be through journalistic activities.
- The applicant should be residing in Goa for at least 15 years.
- The applicant should be working for a Media organisation.
- The applicant should not be more than 58 years of age.
- The applicant should not have availed benefit to purchase an e-bike (two-wheeler) under any other Government scheme.
๐ Benefits
- Subsidy up to 50% of the value on quotation or โน 50,000/-, whichever is less, and the remaining 50% value shall be borne by the beneficiaries.
- The payment shall be effected directly to the beneficiaries upon receipt of the purchase of the e-bike document.
- The subsidy shall be disbursed in a single instalment to the beneficiary, i.e., 100% on the purchase of the vehicle and production of purchase documents, i.e., the Registration Certificate book and insurance by the Beneficiary.
- Disbursement of subsidy for the purchase of e-bikes will be done on a first-come-first-served basis or a maximum of two for each organisation per meeting, also considering eligibility criteria.

- Step 1: The interested applicant should take a printout of the prescribed format of the application form.
- Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and enclose the copies of all the mandatory documents (endorsed, if required).
- Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Director, Department of Information and Publicity, Udyog Bhavan, 3rd floor, Panaji.
- Post-Application Processes
- Step 1: After approval of the application, the Beneficiary will have to provide purchased documents (Registration Certificate book and insurance) along with bank details to release the subsidy directly to the beneficiary.
- Step 2: The Screening Committee, constituted under the Chairmanship of the Director of Information and Publicity, will scrutinize/sanction applications and may ask for additional documents if required.
- Step 3: The subsidy will be disbursed in a single instalment upon purchase of the vehicle and production of the necessary documents.
Supply of Insulated Boxes
A subsidy to the extent of 75% of the cost for the purchase of an insulated box of at least 50 liters capacity. Only the fisherman engaged in selling and marketing fish, fishing at sea with a canoe, and fishing at sea with a mechanized fishing vessel with upto 6-cylinder engines are eligible.

- A fisherman engaged in selling and marketing fish.
- A fisherman engaged in fishing at sea with a canoe.
- A fisherman engaged in fishing at sea with a mechanized fishing vessel with up to 6-cylinder engines.

- For the Beneficiary Engaged in Selling/Marketing Fish
- One insulated box of 50 liters capacity will be entitled to a subsidy to the extent of 75% of the cost limited to โน 1,500/-.
- For the Beneficiary Engaged in Fishing at Sea With a Canoe
- One insulated box of 100 liters and one box of 220 liters capacity and subsidy to the extent of 75% of the cost limited to โน 7,000/- respectively.
- For the Beneficiary Engaged in Fishing at Sea With a Mechanized Fishing Vessel Upto 6 Cylinder Engine
- One insulated box of 220 liters and one insulated box of 400 liters capacity and subsidy to the extent of 75% of the cost limited to โน 15,000/- respectively.
