"Scheme to Provide Grant in Aid to Cultural Organization (Maintenance/ Regular Grants)" by the Directorate of Art and Culture, Govt. of Goa, aims to provide financial support to voluntary Cultural Organizations in order to promote cultural activities and to create and develop cultural talent in Goa.

- Any Goan institution registered under the Societyโs Registration Act, 1860 or under the Indian Trust Act.
- Reservation / Preference / Priority
- Preference will be given to the institutions involved in Cultural Education i.e. imparting training in music, dance, drama, fine art etc.

- Grant-In-Aid in the form of reimbursement to the extent of 80% of the expenditure incurred by the institution for the last financial year, subject to the maximum ceiling given below -

Scheme To Provide Grant To The Institution(s)/Individual(s) For Long Term Project In The Field Of Art And Culture
The scheme aims to give financial support to institution(s)/individual(s) involved in long term projects in the field of Art and Culture. It provides a maximum grant of โน5,00,000/- per annum to eligible organizations and individuals, while also encouraging young talent and offering scholarships.
๐ค Eligibility
- The applicant must be registered under the Societyโs Registration Act, 1860.
- The applicant must be registered under the Indian Trust Act.
- The applicant must be involved in a long term project in the field of Art and Culture.
- The applicant must be from the Goan community.
- The applicant must be a resident of Goa for 15 years or more.
- The applicant must be involved in a long term project in the field of Art and Culture.
- The applicant must have contributed at least 15 years in the relevant field.
๐ Benefits
- Financial Grant: Eligible institutions or individuals shall be entitled for a grant to the extent of 80% of the total expenditure involved.
- Maximum Ceiling: The maximum financial grant limit provided under this scheme is โน5,00,000/- (Indian Rupees Five Lakhs) per annum.
- Support for Talent and Education: The scheme encourages young talents in the State to excel their talent to reach the highest possible standard/merit under the guidance of a renowned teacher/artist outside the State.
- Scholarships: Financial support is given to students seeking to get basic or advanced education/training in any field of Art and Culture by way of scholarships.
- Disbursement Conditions: The actual financial grant received shall be decided by the Sub-Committee/Department of Art and Culture/Government. This decision is based on the nature and scope of the project, the reputation of the institution, and taking into consideration the overall impact on the society.
- Fund Restriction: The Department/Government may restrict the number of institutions according to the availability of funds.
- Disbursement: The amount is disbursed to the eligible institution(s)/individual(s) in the form of a cheque, after the Director of Art and Culture obtains Government approval based on the Sub-Committee's recommendations.
๐ How to Apply
- The applicant, whether an eligible institution or an individual, should apply for financial assistance under the scheme by submitting an application in writing.
- This written application must be submitted along with all the stipulated documentation relevant to the applicant type (Institution or Individual), such as the Detailed Project Report and eligibility proof documents.
- Once the application is received, the appointed Sub-Committee shall meet as and when required to consider the applications received under this scheme.
- The Sub-Committee is responsible for assessing the applications and giving its formal recommendations, including the names of the approved institutions and the specific amount sanctioned to each, for further government approval.
- After the recommendations are formally received from the Sub-Committee, the Director of Art and Culture is responsible for obtaining the necessary Government approval for the recommendations.
- This government approval confirms the sanctioning of the grant amount to the eligible applicant(s).
- Following the successful obtaining of the Government approval, the Director of Art and Culture shall disburse the sanctioned amount to the eligible institution(s) or individual(s).
- This financial assistance will be provided to the beneficiary in the physical form of a cheque.
- If any grievance arises out of implementation of this scheme, the concerned matter shall be heard and decided by the Minister for Art and Culture.
- The decision rendered by the Minister for Art and Culture regarding such grievances shall be considered final.
Scheme to Provide Grant to the Institutions for Long Term Project in the Field of Art and Culture (Sarjansheel Goa)
"Scheme to Provide Grant to the Institutions for Long Term Project in the Field of Art and Culture (Sarjansheel Goa)" implemented by the by the Directorate of Art and Culture, provides financial support to the institutions/ individuals involved in long-term projects in the field Art & Culture.

- For Institutions
- Any institution registered under the Societyโs Registration Act, 1860 or Indian Trust Act.
- The institution must be involved in long-term projects in the field of Art and Culture.
- For Individuals
- Any individual from the Goan community, who has been a resident of Goa for 15 years or more.
- The individual must be involved in a long-term project in the field of Art and Culture and should have contributed at least 15 years in the relevant field.

Scheme to Provide Special Financial Assistance for Organizing Cultural Events
"Scheme to Provide Special Financial Assistance for Organizing Cultural Events" is a Grant-In-Aid to the NGOs designed to provide financial support to institutions, cultural groups and individuals to organize/conduct various types of Cultural Events/Programmes/ Exhibitions/Festivals/Workshops.
๐ค Eligibility
- The applicant should be an individual or a cultural group/organization/institution, registered or unregistered.
- The applicant should have experience organizing cultural events/programmes/ exhibitions/festivals.
- The applicant should not be a defaulter of the Directorate of Art & Culture for non-submission of utilization certificate or statement of accounts for any other grant received by the applicant.
- NOTE: The Directorate of Art & Culture, may also suo-moto identify any institution/cultural group or individual person to organize any Cultural Event/Programme/Exhibitions/Festival/Camp/Workshop for the Department of Art & Culture.
- Reservation / Preference / Priority
- Preference will be given to registered institutions/organizations.

- Financial grant maximum upto โน 5,00,000 or 80% of the expenditure incurred for organizing the cultural events, whichever is less, based on the nature of the cultural events.
- However, in the case where the Directorate of Art & Culture suo-moto identifies any institution or group or individual person to organize any Cultural Event/Programme/Exhibition/Festival/Camp & Workshop for the Department of Art & Culture then the grant a maximum upto โน 5,00,000 or 100% of the expenditure incurred for organizing the event, whichever is less shall be granted for this purpose.

Scheme To Support Orphan Child/Children Of Widows Belonging To Scheduled Tribe Community
The scheme aims to provide crucial financial support for food, clothing, and shelter to children of widows and orphans belonging to the ST community Benefits include a monthly fixed maintenance allowance of โน1,500/- for a widowโs child or โน2,000/- for an orphan.
๐ค Eligibility
- The applicant must belong to the Scheduled Tribe (ST) Community.
- For Children of Widows (Applicant is the Widow)
- The applicant must be a Dayanand Social Security Scheme (DSSS) beneficiary.
- The applicant must have minor children.
- For Orphans (Applicant is the Guardian)
- The applicant must be the guardian of an orphan.
- The orphan must be under the care of a guardian, which includes grandparents, near relatives, or a protective home/dharmasala.
- The orphan must be up to the age of eighteen years.
๐ Benefits
- Fixed maintenance allowance of โน1,500/- per month, per child of a widow.
- Fixed maintenance allowance of โน2,000/- per month, per child who is an orphan.
- The financial support is provided until the children attain the age of eighteen years.
- For children of widows, the benefit is limited to two children.
- For Children of Widows: The amount is released to the beneficiary along with the benefits under the Dayanand Social Security Scheme (DSS).
- For Orphans: The benefit amount will be transferred through the Electronic Clearance System (ECS) to the Joint Account of the orphan and the guardian.

- Step 1: Application Submission
- The applicant, who is a widow and a beneficiary of the Dayanand Social Security Scheme, must apply in the prescribed Application Form ( Annexure A ) to the Directorate of Social Welfare.
- Step 2: Scrutiny and Sanction
- The Director of Social Welfare will sanction the amount of benefit under the scheme after scrutinizing the application.
- Step 3: Fund Release and Disbursement
- The Director of Tribal Welfare will release the sanctioned amount upon receipt of the sanction order information to the Director of Social Welfare, who in turn will release the amount to the beneficiary along with the benefits under the Dayanand Social Security Scheme.
- Step 1: Application Submission
- The guardian of an orphan must apply in the prescribed Application Form ( Annexure B ) to the Directorate of Tribal Welfare.
- Step 2: Scrutiny and Sanction
- After the scrutiny of the application, the Director of Tribal Welfare will sanction the amount of benefit.
- Step 3: Fund Disbursement
- The amount of benefit will be transferred through the Electronic Clearance System (ESC) to the Joint Account of the orphan and the guardian.
Scholarship to Undergo Advanced Training in the Field of Art
The objective of the scheme is to provide facilities to Goan talented students to undergo advanced training in the field of various disciplines of Art, i.e. Indian Classical Music and Dance, Drama, Western Music, Folk Art, Puppetry, Painting, Sculpture, etc.. Scholarship of โน3,000/- per month.

- The applicant should be from Goa.
- The applicant should be a student.
- The applicant should be in the age group of 16 to 30.
- *A copy of the rules and regulations is available at Kala Academy free of charge.
๐ Benefits
- Advanced training in the field of various disciplines of Art, i.e. Indian Classical Music and Dance, Drama, Western Music, Folk Art, Puppetry, Painting, Sculpture, etc.
- Scholarship of โน3,000/- per month is given, initially for two years and can be extended for another three years.

- Step 1: The applications are invited by releasing an announcement in local newspapers. The announcement consists of the proforma prescribed by the Kala Academy for application to the scholarship scheme.
- Step 2: In the provided application form, the interested applicant should fill in all the mandatory fields and attach copies of all the supporting documents.
- Step 3: Submit the duly filled and signed application form along with the supporting documents, within the prescribed period (if any), to the Member Secretary, Kala Academy, Goa, Campal, Panaji.

The scheme โSeed Capital Schemeโ is a scheme by the Department of Information Technology, Electronics and Communications, Government of Goa, for the Startups of Goa. Through this scheme, startups with a promising idea can get a one-time grant of up to โน 10,00,000.

- All the Start-ups certified by the Start-up Promotion Cell (SPC) having a valid start-up certificate number are eligible.

- Start-ups with a promising idea can get a one-time grant of up to โน 10,00,000, as determined by the Start-up Promotion Cell (SPC).
- This incentive can be availed by 100 start-ups each year which will be selected by the SPC as per its due diligence and guidelines.
- NOTE: Under no circumstance shall the benefits under this scheme be considered an entitlement. The SPC shall reserve the sole right to accept or reject applications.

- NOTE: The applicant can apply for this scheme at any time of the financial year.
- Evaluation Process
- Step 1: On receipt of the complete application, the SPC shall inspect and verify the contents of the application. Based on the received documents, SPC will scrutinize and perform necessary due diligence on the expenses incurred by the applicant.
- Step 2: The SPC shall recommend the application for the sanction of reimbursement of the costs incurred towards filing or grant of IP as the case may be.
- Notification
- The applications received by the SPC shall be evaluated and approval or rejection shall be notified within 45 days from receipt of the application by the SPC.
Self Employment Scheme - Goa
"Self Employment Scheme" provides financial support up to a maximum of โน 10,00,000 to any individual person belonging to Scheduled Tribes Community to undertake any self-employment activities.
๐ค Eligibility
- The applicant should be an Individual / Association / Societies / Partnership / Self-help Group (SHG) / Company.
- The applicant should be from a Scheduled Tribe (ST) Community.
- The family income of the applicant/beneficiary should not be more than โน 1,00,000 per annum.
- The age of the applicant should not be more than 55 years.
- Financial support should only be given to undertake any self-employment activities.
- The applicant will have to provide two guarantors / Surety who is having a sound financial status. One Guarantor should necessarily be a Government Servant.
- NOTE: The eligibility criteria can be relaxed in deserving cases by the decision of the BOD.
๐ Benefits
- Financial Support up to a maximum of โน 10,00,000 to individuals.
- Loan/ Financial Assistance up to a maximum of โน 10,00,000 to the Association / Societies / Partnership / Self-help groups (SHG) / Companies.
- The beneficiary is required to contribute a 10% margin money towards the cost of the project. (The BOD may relax this condition considering the merit in each case, but this relaxation shall not be applicable to the Association / Societies / Partnership / SHG / Company etc).
- Insurance
- The life of the beneficiary and the business activity shall be insured from fire, theft, cyclone and other natural calamities with the agency identified by the Corporation and the said policy shall be endorsed in the name of the Corporation.
- In the event of any calamity, the compensation received from the Insurance Company shall be adjusted against the loan outstanding in the Corporation.

Share Capital to Local Entrepreneurs and Self Employed Scheme, 2008
The "Share Capital to Local Entrepreneurs and Self Employed Scheme, 2008" aimed to encourage local youths to start income-generating activities and promote self-employment. The scheme provided financial support for individuals and groups, covering 50% of the project cost.
๐ค Eligibility
- The applicant could be Individuals or groups of individuals could apply. Individuals born and resident in Goa for 15 years were given preference.
- The applicant had to be below 40 years of age. For women, disabled persons, Scheduled Castes, Scheduled Tribes, and Other Backward Classes, the age limit was relaxed by 5 years.
- The applicant had to have passed at least the 8th standard. This requirement could be relaxed in deserving cases by the Director of Industries, Trade and Commerce.
- The income of the applicant along with their spouse should not exceed โน80,000/- per annum.
- The applicants who had availed more than 15% subsidy under any other scheme were not eligible.
- The applicants who were covered under the Kamdhenu Scheme (except for dairy/dhilling units) were not eligible.
- Preference/Priority
- Priority was given to women entrepreneurs, self-help groups of women, and disabled persons.
- 30% of the budgeted outlay was reserved for women entrepreneurs.
- *The Director of Industries, Trade and Commerce could relax any provision of the scheme with government approval if needed.

- Capital Contribution
- โน2,00,000/- per individual, covering 50% of the total project cost.
- โน3,00,000/- per individual for those with professional qualifications, provided the business activity was linked to their qualifications.
- โน10,00,000/- maximum for groups, with no restriction on the number of members.
- Interest-Free Loan: The capital contribution was interest-free.
- Repayment: Repayment was to be made in equal monthly installments within 10 years, with a moratorium period not exceeding one year.
- Insurance Cover: Special insurance cover was provided, absolving the beneficiary of outstanding dues in case of death or permanent disability. The insurance premium was โน200 per,00,000/- or part thereof, to be paid once before disbursal.
- Disbursement
- Disbursement of capital contribution was made upon approval of the application by the Task Force Committee.
- The last date for disbursement was 31st January for claims filed between January and June, and 31st July for claims filed between July and December.

- Step 1: The applicant had to purchase the application form for โน25/- from the Directorate of Industries, Trade and Commerce, Udyog Bhavan, Panaji, Goa.

- Step 3: The applicant had to pay a non-refundable processing fee of โน200/- and attach the receipt with the application.

- Post Application Processes
- Step 1: The Task Force Committee (TFC) scrutinized the application and recommended it for disbursement if found feasible.
- Step 2: Upon approval, the capital contribution was disbursed by the Directorate of Industries, Trade and Commerce or the Economic Development Corporation.
- *Beneficiaries had to repay the capital contribution in equal monthly installments within 10 years, with a moratorium period not exceeding one year.
- *Beneficiaries had to pay the insurance premium (โน200 per,00,000/- or part thereof) before the disbursal of the loan.
- Appeal Process
- In case of grievances, the last date to file an appeal was 20th February for claims filed between January and June, and 20th August for claims filed between July and December.
Shelter Home For Women (SHW)
The scheme "Shelter Home for Women (SHW)" provides temporary shelter and support to women who have no family or social support systems to rely on and rehabilitate the women socially and economically by the provision of skill training, and counselling.

- The applicant should qualify as ANY ONE of the following -
- A Non-Government Voluntary Organization registered under the Registration of Societies Act, 1860.
- A Public Trust, registered under any law for the time being in force.
- Local Body.
- Government Body.
- Body as specified by the Govt. having a Managing Body with powers, duties and responsibilities, the experience of working in the field of women and children welfare, and rendering their services without distinction of caste, religion or language.

- The Shelter Homes are given Financial Assistance in the form of Grants consisting of Salary Components and Maintenance Expenditures.

Sheti Samrudhi Yojana
The scheme aims to provide financial assistance to facilitate community level action for agriculture growth and management of natural resources. It offers financial assistance, wages for personnel, and funding for necessary office equipment for Tribal Farmers Co-operative.
๐ค Eligibility
- The applicant must be a Tribal Farmers' Cooperative Organization.
- The Cooperative must be registered under the Goa Co-operative Societies Act, 2001.
- The objective of the Cooperative must be to improve productivity and/or to market the farm or forest produce.
๐ Benefits
- Wages of one resource person (Diploma in Agriculture) and one peon at the rates fixed under the Minimum Wages Act.
- A fixed amount of โน25,000/- per annum for incurring expenditure on stationery, printing, etc..
- Rent reimbursement for office space, subject to limits: Minimum limit of โน8,000/- per month for urban areas; Minimum limit of โน5,000/- per month for rural areas.
- The aforementioned rent will be enhanced accordingly @10% on the actual rent fixed after every three years.
- One-time financial assistance of โน1,00,000/- for the procurement of a Desktop Computer, Uninterruptible Power Supply, computer table, cupboard, table, and chairs, etc.
- The amount is disbursed in two installments.
- The first installment shall be 50% of the total sanctioned amount.
- The balance amount is disbursed only upon submission of a utilization certificate duly verified by the Zonal Agriculture Officer.
- For availing the benefit for the subsequent year, the farmer co-operative shall submit an annual performance report. This report must be verified, signed, and recommended by the concerned Zonal Agriculture Officer.
- If the farmer co-operative fails to submit the annual performance report, the succeeding year benefit shall be kept on hold until the report is submitted.
- Wages for the resource person and peon shall be paid by the Directorate of Tribal Welfare on a monthly basis upon submission of attendance by the farmer Co-operatives.

- Step 1: The interested applicant should take a printout of the prescribed format of the application form. Alternatively, the interested applicant should visit the Zonal Agriculture Officer and request a hard copy of the prescribed format of the application form from the staff.
- Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).
- Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Zonal Agriculture Officer.
- Step 1: After verification of the application and all the documents mentioned in the scheme guidelines, the Zonal Agriculture Officer shall forward the complete application package to the Director of Tribal Welfare for final approval and sanction.
- Step 2: The Director of Tribal Welfare, upon receipt of the application, shall carry out scrutiny of the application form and documents. After satisfactory scrutiny, the Director of Tribal Welfare shall sanction the proposal and the amount to be disbursed to the farmer co-operative society.
- Step 1: Fifty percent of the total amount sanctioned shall be disbursed to the farmerโs co-operative society as the first installment.
- Step 2: The farmer co-operative must submit a utilization certificate for the first installment to the Zonal Agriculture Officer. The Zonal Agriculture Officer shall then monitor the functioning of the Co-operative, verify, sign, and submit the Utilization Certificate to the Director of Tribal Welfare.
- Step 3: After the Director of Tribal Welfare receives the verified Utilization Certificate of the first installment, the Director shall release the balance amount.
- Step 4: To avail the benefit for any subsequent year, the farmer co-operative shall submit an annual performance report. This report must be verified, signed, and recommended by the concerned Zonal Agriculture Officer. If the report is not submitted, the succeeding year benefit will be kept on hold until the report is furnished by the co-operative.
Short Term Loan Scheme
"Short Term Loan Scheme" provides financial assistance/ loan as a credit to individuals from the Scheduled Tribe Community to meet the immediate expenses towards Education, Medical and Business needs. The scheme aims to improve their standard of living.
๐ค Eligibility
- The applicant should be an individual from the Scheduled Tribe (ST) Community of the State of Goa.
- The applicant can reapply under the said scheme provided he has cleared earlier loans availed under the scheme.

- Short Term Loan of up to โน 1,00,000/- as an advance to meet the Financial requirement urgently for Business/ Education/ Medical Purposes.
๐ How to Apply
- Step 1: The interested applicant should visit the Goa State Scheduled Tribes Finance and Development Corporation Ltd, Department of Tribal Welfare, Govt. of Goa, Shram Shakti Bhavan, 5th Floor, Patto, Panaji-Goa, - 403 001.
- Step 2: Take a print of the proforma of the application form, or request a hard copy from the concerned authority.
- Step 3: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across), and attach copies of all the mandatory documents (self-attest if required).
- Step 4: Submit the duly filled and signed application form along with the documents to the concerned authority.
