- โข The applicant must obtain prior approval from the Tiatr Academy of Goa before finalizing resource persons, if the activity is organized by others in collaboration.
- โข The applicant must get the cost of refreshments or food to be served verified and approved by the Tiatr Academy of Goa before finalizing them.

- โข Awareness Creation: Awareness about Tiatr, its song, and music will be created through academic activities such as talks, symposia, seminars, and workshops.
- โข Resource Person Honorarium: Resource persons will be paid an honorarium, as fixed by the Tiatr Academy of Goa, for every session, with the amount dependent upon the distance from their residence to the venue.
- โข Expenditure Coverage: The Tiatr Academy of Goa will cover the expenditure incurred on Resource Persons, refreshments, and food (lunch or dinner) served to participants. Additionally, any other miscellaneous expenditure made in organizing the activity by an institution or individual by way of collaboration will be taken care of by the Tiatr Academy of Goa.

The objective of the "Quality Certification Reimbursement Scheme" is to provide Quality Certification Reimbursement to the eligible Information Technology Units in the State of Goa. Reimbursement of the cost of industry-standard quality certification, capped at โน 5,00,000 per unit.

- 1. All the new and existing units must have their operations in Goa.
- 2. The applicant must be one of the below:
- Proprietorship Firm
- Private Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Public Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Registered Partnership Firm incorporated under the Indian Partnership Act, 1932 (or equivalent)
- Limited Liability Partnership incorporated under the Limited Liability Partnership Act, 2008 (or equivalent)
- 3. The bank accounts of the unit and/or its partner(s)/director(s) should be linked to Aadhaar.
- 4. Units incurring expenditure for acquiring the following quality and/or product-specific certificates are entitled to avail of the benefits:
- ISO: International Organization for Standardization.
- HACCP: Hazard Analysis and Critical Control Points.
- BIS: Bureau of Indian Standards.
- WHO-GMP: World Health Organization - Good Manufacturing Practices.
- ZED: Zero Defect Zero Effect.
- TS: Technical Specifications.
- COPC: Customer Operations Performance Center.
- eSCM: eSourcing Capability Model.
- Hallmark: Hallmark certification, as approved by the Quality Council of India.
- Any other certificates as recognized by the Government.

- The maximum amount that may be availed under this reimbursement is capped at โน 5,00,000 per unit.
- NOTE 1: The benefits under this scheme are subject to budgetary allocation. No Promissory Estoppel shall be applicable if benefits are discontinued in case the allocation is exceeded.

R&D Reimbursement Scheme
The scheme โR&D Reimbursement Schemeโ is a part of the Start-up Policy 2017. The objective of the policy is to promote innovation amongst the Goans and local start-ups. 50% of R&D expenses, including salaries of PhD holders employed by start-ups, will be reimbursed for a period of two years.
๐ค Eligibility
- This is applicable only to Goans and local start-ups.
- The applicant should be a local startup certified by the Start-up Promotion Cell (SPC).
- The startup should have a valid start-up certificate number.
- The employees whose salaries are to be reimbursed should be hired for a period of at least 12 months.
- The employee whose salary is to be reimbursed should have a PhD or equivalent from a government-recognised institute.
- The startup should be in the R&D stage and developing technology/ products in the domains specified in the Policy.
- The startup should have a working prototype of the technology/ product.
- Only expenditures incurred after notification of Goa Start-up Policy 2017, being within the validity of this policy and paid for digitally will be considered. If digital payments are not possible then it shall be up to the decision of SPC based on its due diligence to admit the expenditure.
- NOTE: For the purpose of determining eligible expenses towards R&D Expenditure, the "Accounting Standard 18 on Research and Development" by the Institute of Cost Accountants of India would be used.
- Relaxation / Preference / Priority
- Preference will be given to the startups who are working on a technology/ product that have successfully applied for a patent or have obtained a patent.
- Definitions
- Local Startup: A startup in which at least 50% equity/share is held by one or more Goans continuously since the time of inception.
- Goan: The person satisfying at least one of the following criteria -
- 1. Born in the State of Goa; or,
- 2. Person having domicile for 10 years or more in the State; or,
- 3. Spouse of a person covered under any of the conditions mentioned in (1.) and (2.), through marriages registered in Goa.
- Employees: PhD or equivalent employees for whom a reimbursement is being claimed.
๐ Benefits
- 50% of R&D expenses, including salaries of PhD holders employed by startups, will be reimbursed for a period of two years, subject to a cap of โน 5,00,000 per annum. The salary component must not be in excess of โน 2,00,000.
- Number of Slots
- This benefit can be availed by a maximum of 100 startups each year.
- Validity
- The applicant can avail of the benefits of this scheme bi-annually/ annually.
- Disbursal
- Once the application is approved by the SPC, the approved amount shall be disbursed within 60 days from the date of approval.
- NOTE: Under no circumstance shall the benefits under this scheme be considered an entitlement. The SPC shall reserve the sole right to accept or reject applications.

The scheme aims to improve the quality and standard of Tiatr, the popular dramatic form of Goa. It benefits actors, directors, script writers, and backstage artists by reimbursing ticket costs for witnessing high-standard dramas to enhance performance quality.

- The applicant must be a director, script writer, artist, or backstage artist.
- The applicant must submit a self-attested copy of their Aadhaar Card along with the application.

- Reimbursement of the value of ticket(s) for witnessing high-standard dramas.
- To cover the cost incurred by artists for purchasing tickets to watch high-standard plays, thereby encouraging them to improve their performance quality.
- *The value of the ticket(s) will be reimbursed by the Tiatr Academy of Goa after a brief report about the drama seen and the counter-foils of tickets are submitted to the office.
- *The artist who has witnessed the drama must submit a brief report highlighting the positive and negative points of the play.

The objective and the scope of this scheme is to provide Registration Stamp Duty Subsidy to the eligible Information Technology Units in the State of Goa. All the New and Existing Units having their operations in Goa are eligible. The scheme has been framed as a part of Goa's IT Policy.

โReimbursement of Expenses for Startups Operating from Leased/Privately Owned Premises Schemeโ is a scheme for the Startups of Goa. The cost towards internet connectivity, software license fees and cloud services fees, will be reimbursed.
๐ค Eligibility
- All Start-ups certified by the Start-up Promotion Cell (SPC) having a valid start-up certificate number that are not using any government-developed co-working spaces/ incubators/ accelerators for their operations are eligible.
- NOTE: Only expenditures incurred after notification of Goa Start-up Policy 2017, being within the validity of this policy and paid for digitally will be considered for reimbursements under this scheme. In case digital payments are not possible then it shall be up to the SPC to admit the expenditure as per its guidelines.
- Definitions
- Local start-up: For the purpose of this scheme โLocal start-upโ shall mean a start-up in which at least 50% equity/share is held by one or more Goans continuously since the time of inception.
- Goan: For the purpose of this scheme the term โGoanโ shall mean:

- For start-ups that operate from rented premises:
- The cost towards internet connectivity, software license fees, and cloud services fees, will be reimbursed subject to an upper limit of โน 1,00,000 per quarter for a period of one year.
- This benefit can be availed by 20 start-ups each year which the SPC shall select as per its guidelines.
- For local start-ups that operate out of rented premises, a lease rental subsidy of up to โน 20/- per square foot per month will be reimbursed quarterly for a period of up to two years.
- This incentive is subject to a cap of โน 3,00,000 per annum and can be availed by 25 start-ups each year which shall be selected by the SPC as per its guidelines.
- NOTE 1: A start-up can only avail the benefits either as per clause 1 or clause 2 at any given time.

Remembering Tiatr Artistes of Yesteryears - Organisation of Special Dedicated Programmes
The scheme aims to make younger generation aware of the contribution and sacrifices of great tiatr personalities of the past. It provides collaboration and financial assistance to produce special dedicated programmes on late artistes.
๐ค Eligibility
- The applicant must be a troupe, institution, or individual.
- The applicant must wish to produce and stage a special programme dedicated to a particular artiste of yesteryears.
- The applicant must obtain No Objection Certificate from the nearest family members of the late artiste.
- The applicant must invite family members compulsorily for the function.
- The applicant must stage the inaugural show preferably in Panjim, Margao or in the village of the artiste where he resided.
- The applicant must submit the proposal well in advance giving all details of the programme including script and lyrics to be presented including the names of the artistes.
- The applicant must comply with all conditions specified by Tiatr Academy of Goa.
- The applicant must not make any adverse remark in any form either written or verbal against any Governments/Individuals/Institutions in the scripts/song lyrics/performances/speeches.
- In all advertisements, oral, print or electronic media, banners, etc., the following must be inserted/published/announced: 'This programme is held in collaboration with Tiatr Academy of Goa'.
- * Tiatr Academy of Goa has no objection if sponsorship is taken by the producer from other sources.
- Programme Content Requirements
- The programme must include staging of tiatr/one-act plays written by the artistes of yesteryears.
- The programme can include musical activities such as songs and music composed and sung by the late artiste if he/she was a singer or music composer/musician.
- The programme should include narration of history of the life of the late artiste to whom the programme is dedicated.

- Financial Assistance: Tiatr Academy of Goa will provide financial assistance as fixed by Tiatr Academy of Goa for each show.
- Infrastructure Support: Provision of auditorium/hall to stage the programme.

- Additional Shows: Option for additional 2 shows in villages at an amount as fixed by Tiatr Academy of Goa plus additional amount as fixed by Tiatr Academy of Goa for Pandal/Hall/Auditorium including Stage, Sound, etc.
- Documentation: Tiatr Academy of Goa will document the programme and preserve it at Tiatr Academy of Goa's library.
- Marketing Materials: Provision of banner for tiatr performances and logo for musical shows.
- Number of Shows: Maximum of 4 shows at different places including 1 show at the area of residence.
- * Tiatr Academy of Goa has no objection if sponsorship is taken by the producer from other sources.

- *All shows must be shown to the public free without charging any tickets.
- *Programme duration should be at least 2 hours for musical show and 3 hours for tiatr.
- *Display Tiatr Academy of Goa banner compulsorily on front side wing of stage for tiatr or minimum size of 6ft. x 10ft. backdrop with Tiatr Academy of Goa logo for musical show.
- *Return banner to Tiatr Academy of Goa after all shows are staged.

- The applicant must collect the banner from the office of Tiatr Academy of Goa before the performances (for tiatr) or arrange for backdrop with Tiatr Academy of Goa logo (for musical shows) and ensure proper display during all shows.
- Step 3: Stage Performances
- The applicant must stage the approved programme ensuring all conditions are met including free admission for public, proper acknowledgment of Tiatr Academy of Goa collaboration in all advertisements and media, and maintaining the specified duration for each type of performance.
- Step 4: Documentation and Reporting
- The applicant must document the programme through photographs and submit 5 copies to Tiatr Academy of Goa for records, ensuring two photographs show the Tiatr Academy of Goa banner during performance.
- Step 5: Submit Financial Documentation
- The applicant must prepare and submit a detailed statement of expenditure with all original bills (stamped receipts if amount exceeds โน5,000/-) to Tiatr Academy of Goa for reimbursement of approved expenses.
- Step 6: Return Materials
- The applicant must return the Tiatr Academy of Goa banner to the office after all shows are completed to maintain the academy's inventory and complete the programme cycle.
- Applications must reach the office of Tiatr Academy of Goa at least 30 days in advance along with typed script/lyrics.
Revised Scheme For Incentives To Milk Producers
BRIEF DESCRIPTION: The scheme aims to encourage farmers and youth in Goa to take up Dairy business to increase local milk production and achieve state self-sufficiency. It offers a 40% composite subsidy on milk proceeds (incentive and cattle feed subsidy) to eligible resident farmers.

- The applicant must be a farmer from Goa.
- The applicant must be a bona fide resident of Goa for at least the preceding five years.
- The applicant must be a member of the Dairy Co-operative Society/Bachat Gat/Self Help Group registered with the Department of Animal Husbandry & Veterinary Services.
- The applicant must register their Dairy Farm with the Department of Animal Husbandry & Veterinary Services through the respective Veterinary Dispensary/Hospital.
- The applicant must own a cattle shed with milch animals.
- The applicant must produce their own milk (and not procure milk from others then pour it to the group/society in their name).
- The applicant must be mandatorily registered with the Agricultural Department, as an Agriculturist under the Agricultural Database.

- A composite subsidy amounting to 40% (forty percent) of the proceeds of milk supplied to the Dairy Co-operative Society/Bachat Gat/Self Help Group.
- Incentive on milk: 32.28% (thirty-two point two eight percent).
- Incentive on cattle feed: 7.72% (seven point seven two percent).
- The scheme is linked to the cattle feed subsidy scheme.
- Monthly disbursement of benefits to beneficiary's Bank account via Electronic Clearing System (ECS).
- The beneficiary must have a Bank account in any Bank having a core banking system/Electronic Clearing System (ECS).

- The beneficiary must not procure milk from others and pour it to the Dairy Co-operative Society/Bachat Gat/Self Help Group in their name.
- The quantity of milk supplied and the number of milch animals reared by the farmers will be checked by the departmental area officer in addition to the supervisor/officials from the concerned organization.
- In case of any fraud or malpractice regarding milk supply or animal count, the Department shall stop the composite subsidy (incentive on milk and feed) forthwith.
- If fraud or malpractice occurs, the benefit of all schemes will be withdrawn.
- In matters of fraud or malpractice, the decision of the Director will be final and binding on the party.
๐ How to Apply
- The applicant must register their Dairy Farm with the Department of Animal Husbandry & Veterinary Services by visiting the respective Veterinary Dispensary/Hospital, providing comprehensive details about their operation.
- These details include the number of animals, state of lactation of each animal, milk yield, date of calving, and the address of the cowshed where the animals are located.
- The applicant must acquire membership in a Dairy Co-operative Society, Bachat Gat, or Self Help Group, ensuring the chosen group is registered with the Department of Animal Husbandry & Veterinary Services.
- The relevant group/society is responsible for maintaining a complete list of its members, allotting a unique membership number to each farmer, and submitting this list to the Department at the beginning of the scheme.
- The beneficiary must open a Bank account in any Bank that operates using a core banking system or Electronic Clearing System (ECS) to enable the Department to effect the composite subsidy payment directly.
- The Dairy Co-operative Society/Bachat Gat/Self Help Group must submit a monthly consolidated report, provided in triplicate (both soft copy and hard copy), to the area Veterinary Officer/Assistant Director.
- This report must detail the total quantity of milk supplied by each farmer, the corresponding amount of payment received by the farmer for that month, and the beneficiary's Bank account number, branch name, and Magnetic Ink Character Recognition (MICR) code.
- The required monthly reports must be duly signed by the Secretary and the Chairman of the Dairy Co-operative Society/Bachat Gat/Self Help Group, and verified and certified by the Supervisor of the group/society.
- All such reports must reach the area Veterinary Officer/Assistant Director latest by the 8th day of the month subsequent to the month it pertains to.
- The Area Veterinary Officer/Assistant Director shall certify the statement received from the group/society after conducting verification using the registers maintained by them and the fortnightly bill payment statements issued by the group.
- The local Area Veterinary Officer/Assistant Director shall forward the certified statement to the authorized agency for bill preparation by the 15th day of the month.
- The authorized agency must then submit the prepared bills back to the local Area Veterinary Officer/Assistant Director by the 22nd day of the month. The Area Officer then verifies and certifies the bills received from the agency.
- The local Area Veterinary Officer/Assistant Director must forward the certified bill, along with a copy of the certified statement, to the Directorate of Animal Husbandry & Veterinary Services by the 25th day of the month.
- Upon receipt of the certified bill from the Area Officer, the payment of the composite subsidy at 40% is effected through the beneficiaryโs bank account using the Electronic Clearing System (ECS).
Salary Reimbursement Scheme
The scheme โSalary Reimbursement Schemeโ is a scheme by the Dept. of Information Technology, Electronics and Communications, Govt. of Goa, for the Startups of Goa. For start-ups hiring local talent, 50% of the salary of fresher will be reimbursed, subject to a cap of โน 10,000 per month per recruit.
๐ค Eligibility
- All the Start-ups certified by the Start-up Promotion Cell (SPC) having a valid start-up certificate number are eligible to apply for this scheme.
- The employees should be hired for a period of at least 12 months.
- For availing the benefit under clause 3.1, the employee/s whose salary is being claimed for reimbursement must be an IT professional/s.
- The bank accounts of employees should be linked to Aadhaar.
- The bank accounts of the Directors of the company should be linked to Aadhaar.
- Only expenditures incurred after notification of Goa Start-up Policy 2017, being within the validity of this policy and paid for digitally will be considered for reimbursements under this scheme. In case digital payments are not possible then it shall be up to the decision of SPC as per its due diligence to admit the expenditure.

- For Startups Hiring Local Talent:
- 50% of the salary of a fresher will be reimbursed, subject to a cap of โน10,000 per month per recruit . A startup can claim the salary of a maximum of 25 people per month for a period of 3 years. This benefit can be availed of by 100 startups each year, which shall be selected by the SPC as per its guidelines.
- For Startups Whose Workforce Comprises 60% Locals:
- Up to 25% of the salary of the local workforce, subject to a cap of โน25,00,000 per year , will be reimbursed for 3 years. A startup can claim the salary of a maximum of 25 people. This benefit can be availed of by 100 startups each year.
- NOTE: Once the application is approved by the SPC, the approved amount shall be disbursed within 60 days from the date of approval.

- Step 10: Submit the application and note the application reference number for application tracking.
- Evaluation Process
- Step 1: On receipt of the complete application, the SPC shall inspect and verify the contents of the application. Based on the received documents, SPC will scrutinize and perform necessary due diligence on the expenses incurred.
- Step 2: The SPC shall recommend the application for the sanction of reimbursement of the costs.
- Notification
- The applications received by the SPC shall be evaluated and approval or rejection shall be notified within 45 days from receipt of the application by the SPC.
Salary Subsidy Scheme
Launched in 2018, the "Salary Subsidy Scheme" by the Dept of Information Technology, Govt of Goa. The objective is to provide a Salary Subsidy to the eligible IT Units in Goa. The subsidy would be provided as a matching grant to the salary paid to Fresher up to โน10,000 per Fresher per month.
๐ค Eligibility
- 1. All the new and existing units must have their operations in Goa.
- 2. The applicant must be one of the below:
- Proprietorship Firm
- Private Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Public Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Registered Partnership Firm incorporated under the Indian Partnership Act, 1932 (or equivalent)
- Limited Liability Partnership incorporated under the Limited Liability Partnership Act, 2008 (or equivalent)
- 3. The bank accounts of the unit and/or its partner(s)/director(s) should be linked to Aadhaar.
- 4. The bank accounts of Freshers should be linked to Aadhaar.
- 5. The subsidy is valid for Freshers who have been employed for a minimum period of one year.
- 6. For the purpose of implementation of this incentive, individuals who have worked for more than two years before pursuing post-graduation are not considered freshers.
- 7. In instances where the individual has less than two years of experience prior to the Post graduation, the individual is considered as a fresher, however, the time duration for the individual is considered as a fresher is calculated on a prorate basis.

- The subsidy would be provided as a matching grant to the salary paid to Freshers up to โน 10,000 per Fresher per month (โน 12,500 for Female Freshers) for 2 continuous years of operation post the notification of this policy.
- NOTE 1: The benefits under this scheme are subject to budgetary allocation. No Promissory Estoppel shall be applicable if benefits are discontinued in case the allocation is exceeded.
- NOTE 2: The subsidy will be provided only for the Freshers recruited during the operation period of the Policy.
- NOTE 3: The units will be subject to evaluation at the end of the Fiscal year to verify eligibility to continue receiving benefits under the scheme.

"Scheme for Award of Scholarships to School or College-Going Children of Employees/Industrial Employees in Various Establishments" by the Dept of Labour and Employment, Goa provides financial assistance to the children of industry workers to support their educational pursuits.
๐ค Eligibility
- For the Worker
- The applicant should be a regular worker.
- The applicant should be employed in an industrial establishment for at least six months.
- The industrial establishment should be covered under the Goa, Daman & Diu Labour Welfare Fund Act, 1986.
- The applicant should be performing any skilled or unskilled, manual or clerical labour, other than in a position of supervision or management.
- The total income of the applicant from the salary should not exceed โน20,000 per month, including all allowances and perks but exclusive of bonus.
- For the Child
- The child of the applicant should be enrolled in a recognized institution in India.
- The child of the applicant should be pursuing general or technical education, including medical, engineering and agricultural studies.
- The child of the applicant should have qualified for promotion in the last annual examination with at least 45% marks.
- Preference/Relaxation/Reservation/Priority
- 10% of the total number of scholarships fixed for each group shall be reserved for the following -
- Children of Workers With Income, From All Sources, Not Exceeding โน3,500 Per Month.
- Children Belonging to Other Backward Communities.
- Physically Handicapped Children.
- NOTE 1: Students who are pursuing research work or higher learning in the same professional or academic line shall be eligible for the scholarship, i.e., Doctor of Philosophy (PhD) or Master of Philosophy (M. Phi.) after completing Postgraduate (P.G.) Courses, Doctor of Medicine (M.D.) or Master of Surgery (M.S.) after Bachelor of Medicine, Bachelor of Surgery (M.B.B.S.).
- NOTE 2: Students who receive a scholarship or stipend from any other source will be granted a scholarship to the extent the fundโs scholarship exceeds the other scholarship or stipend.

Scheme for Giving Stipend to the Trainees Belonging to the Scheduled Caste/Scheduled Tribe Community Enrolled under Various Labour Welfare Centres in the State of Goa
The scheme aims to give benefits under the Scheduled Caste Sub-Plan and Tribal Sub-Plan to Scheduled Caste and Scheduled Tribe trainees enrolled under various Labour Welfare Centres in the State of Goa. Eligible trainees receive a monthly stipend of โน1,000/- to support their training in crafts.
๐ค Eligibility
- The applicant must be enrolled under the respective Labour Welfare Centre for a particular academic year.
- The applicant must have resided in Goa for atleast 15 years.
- The applicant must belong to the Scheduled Caste/Scheduled Tribe Community.
- The applicant must not have any source of income of her own.
- The applicant must not be owing business.
- The applicant must not be drawing any stipend from any other source.
๐ Benefits
- A stipend of โน1,000/- per month shall be provided to the eligible applicant/trainee.
- The scheme's main objective is to train the members of Industrial workers so that they become self-employed. Trainees can earn to some extent to help their family.
- The stipend shall be paid monthly.
- The stipend will be paid till the completion of the course of that particular academic year.
- The period of stipend will commence from July to April of a particular academic year.
- *If the attendance of the applicant/trainee is less than 75% for a particular month, no stipend will be paid to that trainee.

- Step 1: The interested applicant should take a printout of the prescribed format of the application form. Alternatively, the applicant can obtain the application form from the concerned Sewing Mistress of the respective Labour Welfare Centre where the training is being imparted.
- Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).
- Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Office of the Commissioner, Labour and Employment, Panaji. This submission must be routed through the concerned Labour Inspector of the area.
- The application to claim the benefits under the scheme shall be reviewed and must be approved by the Commissioner, Labour and Employment.
- The stipend of โน1,000/- per month shall be paid to the approved applicant/trainee commencing from July to April of that particular academic year, provided the attendance requirements are met.
