Preferential Purchase Incentives for Micro and Small Enterprises Scheme
"Preferential Purchase Incentives for Micro and Small Enterprises Scheme" aims to encourage and boost the Micro and Small Scale Enterprise Sector. Benefits such as price matching, reduced tender document costs, and priority in payments are provided to Micro and Small Enterprises.
๐ค Eligibility
- The scheme applies to Micro and Small Scale Enterprises.
- The enterprise should have a turnover not exceeding โน6,00,00,000/- per annum for the preceding 3 financial years.
- The enterprise should be permanently registered or acknowledged with Entrepreneurs Memorandum II by the Directorate of Industries, Trade and Commerce.
๐ Benefits
- Micro and Small Enterprises shall be allowed to match the lowest tender price floated by non-Small Scale Units provided its quoted price is within 15% of the lowest quoted price floated by Non-Micro and Small Enterprises.
- In case of more than one Micro or Small Enterprises falling within the range, the lowest one shall be preferred.
- In case of contractual tenders for installation, commissioning of machinery/items, etc., the preference of quoted price, the pro-rata percentage over and above the lowest quotation shall be granted to the concerned Micro or Small Enterprises for being qualified to match the lowest one.
- For the purpose of availing benefits under this Scheme, the Micro and Small Enterprises shall be required to match the standard of quality as required by the State Government Department.
- The Scheme shall be applicable even for the purchase of computer hardware and other electronic items except in cases of purchases of the Education Department.
- The tender documents shall be supplied to Micro and Small Enterprises at the rate of a maximum of โน200.
- Earnest money shall be required to be deposited and the same shall be a maximum of โน500.
- No other security deposit is required.
- Priority in payment shall be ensured to Micro and Small Enterprises, and the payment shall be effected by the concerned Department within 60 days from the delivery of goods or completion of tendered work, failing which the Department shall be liable to pay an interest at the rate of 0.75% per month.

- Step 1: Tender Participation
- Participate in tenders floated by Government Departments, Autonomous Bodies, Corporations, or Semi-Government Departments. Submit the required tender documents, which can be obtained at a maximum cost of โน200/-.
- Step 2: Earnest Money Deposit & Compliance with Quality Standards
- Deposit the earnest money, which shall not exceed โน500, as required by the tender process. Ensure that your enterprise meets the standard of quality as required by the State Government Department.
- Step 5: Match the Lowest Tender Price
- If your quoted price is within 15% of the lowest quoted price by Non-Micro and Small Enterprises, you may be allowed to match the lowest tender price. In the case of contractual tenders, avail the pro-rata percentage over and above the lowest quotation to qualify for matching the lowest price.
- *Ensure that your enterprise receives priority in payment, which should be effected within 60 days from the delivery of goods or completion of tendered work. If payment is delayed, the concerned Department shall be liable to pay an interest at the rate of 0.75% per month.
Preservation of Tiatr Literature
The scheme aims to encourage research work in the field of Tiatr and facilitate writers to take up research work in different aspects of Tiatr, its Song & Music. Research work will be published in book form with remuneration provided to researchers.

- The applicant must be a tiatr artiste or the legal heir of a deceased tiatr artiste.
- Category I:
- The applicant must be a tiatr artiste who has expired or is living but not active on the tiatr stage.
- The applicant must submit scripts of Tiatr/Khell tiatr/Khell/One Act Plays.
- The applicant must have a minimum collection of 50 songs with or without musical scores if submitting only songs (kantaram).
- Category II:
- The applicant must be a tiatr artist who is active on the tiatr stage.
- The applicant must submit scripts of Tiatr/Khell tiatr/Khell/One Act Plays.
- The applicant must have a minimum collection of 100 songs with or without musical scores if submitting only songs (kantaram).
- Category III:
- The applicant must be an individual artist/publisher who wishes to publish Scripts of Tiatr/Khell tiatr/Khell/One Act Plays on his/her own.
- The applicant must ensure the book conforms to all norms of the scheme.
- Scripts/lyrics/music written by tiatr artistes of yesteryears will be given first preference.

- Tiatr Academy of Goa will print scripts of tiatrs/khell tiatrs/khells, one-act plays, lyrics of kantaram with or without music in book form in Konkani in Roman Script.
- Minimum of 500 copies of each book will be printed.
- Category I (Deceased or Inactive Tiatr Artistes)
- One-time honorarium as fixed by Tiatr Academy of Goa for each tiatr script/anthology of songs.
- 25 copies of books will be given to the writer or legal heir.
- Books will be published by Tiatr Academy of Goa from its funds allotted to the scheme.
- Category II (Active Tiatr Artistes)
- 200 books will be given to the artiste.
- One-time honorarium as fixed by Tiatr Academy of Goa for each tiatr script/anthology of songs.
- Books will be published by Tiatr Academy of Goa from its funds allotted to the scheme.
- Category III (Individual Artiste/Publisher Self-Publishing)
- 100% of the cost of printing will be paid by Tiatr Academy of Goa on proper verification of rates.
- Must give 100 books to Tiatr Academy of Goa free of cost.
- Not entitled for any honorarium from Tiatr Academy of Goa.
- *The manuscript must adhere to traditional formats as approved by Tiatr Academy of Goa.
- *There should not be any adverse remark made in any form either written or verbal against any Governments/Individuals/Institutions or anything against caste, creed and religion in the scripts/lyrics of songs which may hurt the sentiments of anybody.
- *If proved to contain adverse remarks, Tiatr Academy of Goa reserves the right not to print the book and refrain from making payment or recall the payment made to the concerned.

- Step 2: Approval and Soft Copy Submission
- If approved by the Recommendation Board, submit a soft copy of the manuscript on a Compact Disc/Digital Versatile Disc/pen drive to Tiatr Academy of Goa.
- Step 3: Editorial Review
- The approved manuscript will be edited by a member of Editorial Board for spelling and orthography checking.
- Step 4: Publication Process
- Upon successful completion of all review processes, Tiatr Academy of Goa will proceed with printing minimum 500 copies of the book in Konkani in Roman Script.
- Step 5: Benefit Distribution
- Receive the designated benefits as per the applicable category including honorarium payment and free book copies as specified in the scheme guidelines.

Production of Audio Albums of songs on Patriotism & National Integration
The scheme aims to strengthen values of Patriotism & National Integration among Tiatr fraternity by promoting production of Konkani audio albums. It provides financial support for producing albums with at least 10 patriotic songs for distribution to educational institutions.

- The applicant must be a tiatr artiste (commercial as well as non-commercial).
- The applicant must submit a typed copy of lyrics of songs to Tiatr Academy of Goa along with the application form.
- The applicant must obtain approval of lyrics from the Recommendation Committee appointed by Tiatr Academy of Goa.
- The applicant must receive official letter of acceptance from Tiatr Academy of Goa before production.
- The applicant must not make any adverse remark in any form either written or verbal against any Governments/Individuals/Institutions or anything against caste, creed and religion in the lyrics of songs which may hurt the sentiments of anybody.
- The audio album must include at least 10 songs of Patriotism & National Integration.
- The album should not have solo songs only.
- 50% of the songs must be group songs and children's songs.
- Melody and musical arrangement must be appropriate to the content of the song.
- The applicant will have to give 300 copies of Audio albums to Tiatr Academy of Goa.
- Lyrics will be scrutinized by the Recommendation Committee.
- Committee will be free to advise the lyricists to improve the quality of lyrics.
- Tiatr Academy of Goa reserves the right to disapprove the lyrics as per the opinion given by Recommendation Committee.

- Tiatr Academy of Goa will give financial support as decided by Tiatr Academy of Goa for the production of the Album.
- Tiatr Academy of Goa will distribute 300 copies to schools & groups which participate in its various competitions and may also offer them to other schools, groups, individuals, etc. who are interested in promoting Patriotism & National Integration.
- The applicant is free to sell the remaining Compact Discs.
- The applicant may take sponsorship to meet the cost of production of Album.

- The applicant must incorporate any suggestions or improvements recommended by the Recommendation Committee to enhance the quality of lyrics, ensuring the content meets the required standards for patriotism and national integration themes.
- Step 2:
- Official Approval & Acceptance Letter
- The applicant must wait for the final decision from Tiatr Academy of Goa, as the academy reserves the right to disapprove the lyrics based on the opinion given by the Recommendation Committee, and will issue an official letter of acceptance if the lyrics are approved.
- The applicant must obtain the official letter of acceptance from Tiatr Academy of Goa confirming approval of the lyrics before proceeding with the production of the audio album, as this letter is mandatory for proceeding to the production phase.
- Step 3:
- Album Production & Financial Support
- The applicant must plan the production of the audio album strictly following the approved norms including minimum 10 songs, ensuring 50% are group and children's songs, and that melody and musical arrangement are appropriate to the content of each song.
- The applicant must coordinate with Tiatr Academy of Goa to receive the financial support as decided by the academy for the production of the album, and may also arrange additional sponsorship to meet the complete cost of production if needed.
- Step 4:
- Produce Audio Album & Submit Required Copies
- The applicant must produce the audio album following all specified norms and quality standards, ensuring professional recording quality and appropriate musical arrangements that complement the patriotic and national integration themes of the songs.
- The applicant must provide 300 copies of the completed audio albums to Tiatr Academy of Goa as per the scheme requirements, which will be used by the academy for distribution to schools and groups participating in various competitions.
- Step 5:
- Complete Documentation
- The applicant must ensure all production documentation is complete and maintain records of the album production process, quality standards met, and compliance with all scheme norms for future reference and verification.
Production of Tiatr in Villages/Urban Areas/Educational Institutions
The scheme aims to explore and develop hidden singing and acting talents among youths in villages by promoting tiatr activities. It provides financial and technical support to produce tiatr in original format for local communities.
๐ค Eligibility
- The applicant must be an Educational Institution, Cultural Association, Dramatic Troupe, or Individual.
- The applicant must be interested in promoting Tiatr culture in the village.
- The applicant must be from the particular village/urban area/parish (in case of Mumbai, Sindhudurg and other parts of the country).
- The participating artistes must be from the particular village/urban area/parish (Educational Institutions only).
- A maximum of 3 artistes from outside the village/urban areas/parish must be allowed to act as well as sing in the tiatr.
- The tiatr must be produced in its original format including 6 or 7 acts (podd'dde) with at least 4 'cantos' and comedy linked to the story of the play.
- The tiatr must include at least 14 'Kantaram' which includes at least 2 Duets, 1 Duo, 2 Trios, 1 Quartet/Quintet, 2 Choral Songs and Solos.
- The applicant must not make any adverse remark in any form either written or verbal against any Governments/Individuals/Institutions or anything against caste, creed and religion in the scripts/lyrics of songs/performances/speeches which may hurt the sentiments of anybody.
- The applicant must communicate the schedule of practices to Tiatr Academy of Goa well in advance.
- The applicant must discuss with Tiatr Academy of Goa and decide who will be the Chief Guest/Guest of Honour at the performance well in advance.
- The applicant must ensure this is the first performance of the tiatr for which financial assistance is sought from Tiatr Academy of Goa.
- Script and Performance Requirements
- The script and songs may be written/composed by anyone from within the village or elsewhere but acting and singing must be done by the artistes from the particular village/urban area/parish.
- Musicians may be from anywhere and not necessarily from the village.
- Advertising Requirements: In all advertisements, oral, or print or electronic media, banners, etc. the following must be inserted/published/announced 'This Tiatr is organized in collaboration with Tiatr Academy of Goa'.
๐ Benefits
- Financial Support: Tiatr Academy of Goa will provide financial support to the extent as fixed by Tiatr Academy of Goa towards various aspects: Direction, Live Band (with at least 2 blowing instruments), Outside Artistes, Stage Setting, Background Music, Costumes, Make-up, Light Effects.
- Technical Guidance: Provision of director from Tiatr Academy of Goa's Panel of Directors who will direct village talents and produce the tiatr.
- Director Expenses: The expenditure incurred in engaging the director will be borne by Tiatr Academy of Goa.
- Marketing Materials: Provision of one banner which should be compulsorily displayed on one of the two front side wings of the stage.
- Documentation: Tiatr Academy of Goa may video film the performance at Kala Academy.
- Observer Support: Tiatr Academy of Goa may depute an observer from its Panel of Observers to see whether the performance has been made as per the norms of the scheme.
- Payment Method: Payment will be made directly to the service providers.
- Sponsorship Policy: Sponsorship from businessmen, firms etc. may be taken.
- Conditions
- *The performance of the tiatr should be staged in the village/urban area of production.
- *The tiatr should be shown to the people free without charging any tickets.
- *Submit statement of expenditure enclosing all original bills (stamped receipt if the amount exceeds โน5,000/-).
- *Provide 20 invitation cards/entry passes to Tiatr Academy of Goa well in advance from the middle of rows A, B, or C.
- *Return banner to Tiatr Academy of Goa after the show is staged.
- *Payment will be made only after the receipt of the observer's certificate.

- Step 2: Collect Banner & Provide Invitation Cards
- The applicant must collect the banner from the office of Tiatr Academy of Goa and arrange for its compulsory display on one of the two front side wings of the stage during the performance. The applicant must provide 20 invitation cards/entry passes to Tiatr Academy of Goa well in advance, ensuring these seats are from the middle of the rows A, B, or C for proper viewing of the performance.
- Step 3: Stage Performance
- The applicant must stage the tiatr in the village/urban area of production ensuring all conditions are met including free admission for public, proper acknowledgment of Tiatr Academy of Goa collaboration in all advertisements and media, and maintaining the approved script and format.
- Step 4: Observer Coordination, Documentation and Reporting
- The applicant must cooperate with the observer deputed by Tiatr Academy of Goa from its Panel of Observers who will certify that the performance was in accordance to Tiatr Academy of Goa's norms, as payment will be made only after receipt of the observer's certificate. The applicant must document the performance through photographs and submit 5 copies to Tiatr Academy of Goa for records, ensuring two photographs show the Tiatr Academy of Goa banner during performance.
- Step 5: Submit Financial Documentation & Return Materials
- The applicant must prepare and submit a detailed statement of expenditure with all original bills (stamped receipts if amount exceeds โน5,000/-) to Tiatr Academy of Goa for direct payment to service providers. The applicant must return the Tiatr Academy of Goa banner to the office after the show is staged to complete the programme requirements and maintain the academy's inventory.
Promotion of Acting in Tiatr for School Children
The scheme aims to encourage school children to improve their acting abilities in Goan tiatr through organized competitions. It provides cash prizes and certificates to winners in comedy and non-comedy acting categories.

- The applicant must be a school student at primary school level or secondary school level.
- The applicant must participate through their respective school.
- The applicant (one student of a school) can participate in each category.
- The applicant must submit separate applications if participating in more than one category.
- The applicant must ensure their performance is between 4 to 7 minutes duration.
- The applicant must submit a typed copy of the script along with the application form.
- The applicant must ensure their script/performance does not contain any adverse remarks against any governments, individuals, institutions, or anything against caste, creed and religion.
- The applicant must ensure their performance does not hurt the sentiments of anybody.
- The applicant can participate in Monologue (Comedy Acting) category.
- The applicant can participate in Dialogue (Comedy Acting) category.
- The applicant can participate in Monologue (Non-Comedy Acting) category.

- Acting abilities are evaluated based on six specific criteria:

- Accept the final and binding decision of the judges, and if selected as a winner, receive cash prizes and participation certificates as per the category and position achieved in the competition.
Promotion of Duets/Duos/Trios/Quartets/Quintets/Choral Songs
The scheme aims to preserve the traditional concept of singing of duets/duos/trios/quartets/quintets/choral songs which has been on the decline. It provides cash prizes and certificates to singers participating in various traditional singing categories.

- The applicant must be aged either above 16 years to 25 years or up to 16 years on the day fixed for submission of application.
- The applicant must present original compositions that have not been recorded on any audio albums.
- The applicant must ensure that songs which have won 1st, 2nd and 3rd prizes in any competitions organized by Kala Academy/Art & Culture Department/Tiatr Academy of Goa are not considered for first three prizes in this competition.
- The applicant must not have participated in popular tiatr performances.
- The applicant must participate in any one of the three sections: Section 1 (Duet or Duo), Section 2 (Trio or Quartet), or Section 3 (Quintet or Choral).
- The applicant must ensure that duets are sung by a male and female singer with interactive lyrics depicting two different characters.
- The applicant must ensure that duos are sung by two male singers or two female singers with interactive lyrics depicting two different characters.
- The applicant must ensure that trios are sung by three singers with interactive lyrics depicting three different characters.
- The applicant must ensure that quartets/quintets are sung by four/five singers with interactive lyrics depicting four/five different characters.
- The applicant must ensure that choral songs are sung by two, three or four singers in different voices.

- Only the literature concerned with the cultural traditions of the state of Goa shall be published.

- The applicant must be an individual/organization/educational institution/club.
- The applicant must propose an activity that is a tiatr/musical programme on the theme of patriotism/national integration/communal harmony.
- The applicant must ensure the duration of the musical programme or tiatr is not less than two hours.
- The applicant must submit the application along with typed script/lyrics at least 30 days before the date of staging the programme.
- The applicant must attach No Objection Certificate from the lyricist/writer/director concerned if they are not the lyricist/writer/director of the proposed activity.
- The applicant must ensure scripts/lyrics do not contain any adverse remarks against any Governments/Individuals/Institutions or anything against caste, creed and religion.

- Remuneration as fixed by Tiatr Academy of Goa will be provided to the applicant.
- Reimbursement of actual charges of the hall/auditorium or payment of lump sum amount as fixed by Tiatr Academy of Goa if performance is held in makeshift pandal.

- After completion of all shows, the applicant must return the Tiatr Academy of Goa banner to their office, and the payment cheque will be issued in the name of the applicant as appearing at Serial Number 1 of the application form.
Promotion of Tiatr Music
The scheme aims to encourage individuals to learn blowing instruments crucial for Tiatr music, such as Trumpet & Saxophone, addressing a decline in musicians. It provides financial assistance for tuition and instrument purchase, benefiting youth and other interested persons to preserve Tiatr music.

- The applicant must be any interested person, young or adult, free to avail the benefit of this scheme.
- The applicant must identify a tutor having the credentials to teach him/her the blowing instrument, which will be verified and accepted by the Tiatr Academy of Goa.
- The applicant must serve the tiatr stage by playing in any tiatr band or musical group for at least one year after completion of the course.

- Step 1: Purchase the Instrument and Submit the Bill Copy
- Upon acceptance into the scheme, the student is required to purchase a blowing instrument, such as a Saxophone, Trumpet, or Clarinet. While the student has the flexibility to purchase an instrument of higher cost, the Tiatr Academy of Goa will consider only the value of a medium-priced instrument for subsidy calculations. Immediately after purchasing the instrument, a self-attested Xerox copy of the bill must be submitted to the Tiatr Academy of Goa, and the original bill must be carefully preserved by the student.
- Step 2: Undergo Course Training and Periodical Assessments
- The student will commence and undergo the music course, which will follow a syllabus framed by a panel of expert musicians appointed by the Tiatr Academy of Goa. The course duration is structured into two levels and is spread over a period of two years, or as otherwise determined by the expert panel. Students are required to undergo periodical tests to verify their progress and performance. The tutor is responsible for maintaining and submitting attendance records to the Tiatr Academy of Goa. Students who cannot cope with the syllabus or are deemed not serious in their learning may be terminated from the scheme after an evaluation report from the expert panel. The Tiatr Academy of Goa also encourages students to register and get certified by institutions such as Trinity College or Royal School of Music through appropriate financial support.
- Step 3: Submit Undertaking and Original Bill for Reimbursement
- Upon the successful completion of the full course, the student must submit the original bill of the purchased instrument to the Tiatr Academy of Goa in order to claim the 50% subsidy on its cost. Concurrently, the student must provide a formal undertaking to the Tiatr Academy of Goa, committing to serve the tiatr stage by actively playing in any tiatr band or musical group for a minimum period of one year following the completion of the course.
- Step 4: Receive Financial Subsidy and Course Completion Certificate
- After successful verification of all submitted documents and subject to the availability of funds, the Tiatr Academy of Goa will process and refund 50% of the cost of the instrument (calculated based on a medium-priced instrument) to the eligible student. Additionally, upon the successful completion of the course, students will be awarded official certificates by the Tiatr Academy of Goa, acknowledging their achievement and new skills.
Promotion of Tiatr Related Activities
The scheme aims to support institutions and individuals to organize tiatr-related cultural activities in Goa. It provides financial assistance for Konkani musical shows, competitions, and programs celebrating tiatr artists.

- For Konkani Musical Shows
- The applicant must ensure lyrics are newly composed and not recorded on any Audio/Video/Digital Versatile Disc Albums.
- The applicant must arrange a band with minimum 5 instruments including drums, keyboard, guitar and 2 blowing instruments.
- The applicant must organize minimum 14 songs including interactive duets, duos, trios, quartets/quintets, choral songs, solos and at least 2 comedy skits.
- The applicant must submit typed lyrics and skit scripts at least 30 days in advance.
- For Singing Competitions
- The applicant must ensure minimum 15 participants.
- The applicant must ensure participants sing newly composed kantaram not recorded on any Audio/Video/Digital Versatile Disc Albums.
- The applicant must arrange a band with minimum 5 instruments including drums, keyboard, guitar and 2 blowing instruments.
- The applicant must provide competition rules to Tiatr Academy of Goa.
- The applicant must submit typed song lyrics at least 8 days in advance.
- For Other Competitions
- The applicant must submit application form at least 30 days in advance.
- For Celebrating Tiatr Artists
- The applicant must focus on prominent tiatr artists such as actors, singers, writers.
