The scheme aims to introduce and recognize Goan Innovators/Scientists who have achieved excellence in the fields of Science, Technology, and Innovation. The scheme rewards eligible Students, Startups, Innovators, Research Faculty, and Scientists with three annual cash awards of โ‚น2,00,000/- each.

๐Ÿ‘ค Eligibility

  • The scheme is designed for Students, Startups, Innovators, Research Faculty, and Scientists. The award is introduced to be given to Goan Innovators/Scientists.
  • The applicant must be a resident of Goa for the last 15 years.
  • The project must relate to hardware or software-based product innovation.
  • The applicant must be required to provide a Letter of Intent (LOI) in case the proposed idea/project is associated with the Industry or the Government.
  • The applicant must be registered under the Virtual Innovation Register (VIR) as a New Idea.
  • The applicant can avail of this scheme only once.
  • The proposals should preferably be in the following focus sectors: Green technology, Clean energy, Industrially utilizable smart materials, Waste to Wealth, Affordable Healthcare, Water & Sewage Management, Renewable Energy Sources, Electric Vehicles, Smart Cities, Agri-tech, Meditech, Health Care Tech and Digital media, ITES.

  • Cash prize of โ‚น2,00,000/- per award.
  • Three awards are given in each financial year.
  • The awards are categorized as one each for Innovation, Environment, and Societal impact.
  • The cash prize shall be directly deposited in the beneficiaryโ€™s Bank Account.
  • The scheme is subject to provision in the Annual Budget of the Department of Science and Technology and Waste Management (DS&T & WM).
  • The beneficiary must submit a pre-receipt for the said amount to the Director, Department of Science & Technology & Waste Management (DS&T & WM).
  • The Goa State Innovation Council (GSInC) should forward the decisions/results declared by the Expert Committee, duly approved by the Chairman of the Goa State Innovation Council, along with the pre-receipt and Bank account details obtained from the beneficiaries, for further process to release the award money directly in their bank account.

  1. The applicant must access the official application portal .
  2. On the homepage, click on "Registration". You will be taken to the registration page. Fill in all the mandatory fields and register. If prompted, verify your Email ID and Mobile Number via OTP.
  3. Use the credentials you created during registration to log in. Navigate to the online form of the scheme.
  4. In the form, fill in all the mandatory fields and upload all the mandatory documents in the specified format and size. Ensure that all documents are clear, legible, and in the accepted file format before uploading.
  5. Carefully review all the information provided and the documents uploaded. Make any necessary corrections.
  6. Click the "Submit" button to submit your application. You'll receive a confirmation message.
  7. The Technical Advisory Committee (TAC) for the Goa Rajya Vidnyanik Puraskar, consisting of a Chairman and 3 expert members, shall scrutinize all submitted applications.
  8. The Technical Advisory Committee will shortlist the eligible applications for the purpose of inviting them for the subsequent presentation before the Expert Committee.
  9. Shortlisted applicants are invited for a final round presentation in front of the Expert Committee, which includes a Chairman and two members nominated by the Government.
  10. The Expert Committee will judge the shortlisted applicants through presentation on the basis of the progress that has been achieved or has a high probability of being achieved.
  11. The Goa State Innovation Council (GSInC) should forward the decisions/results declared by the Expert Committee, duly approved by the Chairman of the Goa State Innovation Council, to the Department of Science & Technology & Waste Management (DS&T & WM).
  12. This submission must include the pre-receipt and Bank account details obtained from the beneficiaries for the subsequent process to release the award money directly into their bank account.

Through this scheme, assistance

A financial assistance of up to โ‚น2,000 is provided to cover the cost of the frame and lens of the spectacle (If the expenses exceed this amount, the worker/employee will have to bear the additional cost).

๐Ÿ‘ค Eligibility

  • The applicant should be an industrial worker/employee covered under clause (C) of Section 2 of the Goa, Daman and Diu Labour Welfare Fund Act, 1986.
  • The applicant should have completed one year of service in the industrial establishment on the date of application, including broken spells of service.
  • The applicant should get their eyes tested in the State Hospitals or the Goa Medical College or by a qualified Optician.
  • The applicant should obtain the lens (s) number for the spectacles.

๐ŸŽ Benefits

  • A financial assistance of up to โ‚น2,000 is provided to cover the cost of the frame and lens of the spectacle (If the expenses exceed this amount, the worker/employee will have to bear the additional cost).
  • Replacement of spectacles is allowed only after five years after the initial purchase. However, if the lens power requires a change, replacement can be done after one year, with expenses not exceeding โ‚น400.

The scheme aims to protect and support the thousands of children living in slums and on the streets of Goa, also orphans and runaways escaping poverty, neglect or abuse. These children are often at great risk from malnutrition, illness and neglect, and need a helping hand in healthcare, shelter etc.

An amount of โ‚น 25,00,000 shall be sanctioned as a time grant to the selected institutions/NGOs as per clause (A).

  • Other Institutions/NGOs not covered in the list above shall be eligible for the grant subject to the following conditions:
  • 1. The Institution/NGOs shall submit applications for the grants under the scheme in the prescribed proforma.
  • 2. The Institution/NGOs should be registered with the state government registration authorities.
  • 3. The Institution/NGOs should be in existence for a minimum period of 05 years.
  • 4. Should have been providing humanitarian service to a minimum of 25 inmates (Old, sick, underprivileged children etc.) for the last 5 years.
  • 5. The Institution/NGOs should have infrastructure facilities of spacious accommodation of a minimum area of 50 sq. mts. with proper ventilation, toilet, kitchen etc.
  • 6. The Institution/NGOs should furnish a copy of the constitution/bye laws of the institution.
  • Clause (C)
  • The aforementioned Institutions/NGOs are eligible for enhanced grants considered on specific proposals on case to case basis subject to the following conditions:
  • 1. The Institutions/NGOs shall submit a specific proposal for sanction of additional grants supported by proper documentation.
  • 2. The proposal shall be restricted to the area of their operations as per the approved constitution/bye laws of the institution.
  • 3. The proposals shall be specifically towards activities related to the upliftment of underprivileged children, sick, aged, disabled, destitute etc.
  • 4. The total grants under the scheme shall however be not more than โ‚น 1,00,00,000.

๐ŸŽ Benefits

  • An amount of โ‚น 25,00,000 shall be sanctioned as a time grant to the selected institutions/NGOs as per clause (A).
  • The quantum of financial assistance to the eligible institutions under clauses (B) & (C) shall be as per the recommendation of the selection committee and the approval of the government.
  • Enhanced grants as per clause (C) shall be considered on a case-to-case basis. However, the total grants in each case under the scheme shall not be more than โ‚น 1,00,00,000.

Scheme for Providing Counseling to the Trainees of Government Industrial Training Institutes at Directorate of Skill Development & Entrepreneurship

The scheme aims to provide youth-friendly counseling services in Government Industrial Training Institutes, delivered by appointed Counselors, to assist trainees suffering from mental, physical, or psychological stress. The benefit is the provision of a safe, confidential space.

Youth-friendly counseling services are provided to assist distressed students to think more clearly and positively and develop the skills required to find their way forward.

๐Ÿ‘ค Eligibility

  • The applicant must be a trainee studying in Government Industrial Training Institutes (ITIs) under the Directorate of Skill Development & Entrepreneurship (DSDE) in the State of Goa.
  • The applicant must not exceed the age limit of 45 years.
  • The applicant must possess a Regular Masters degree in Clinical/Counseling Psychology OR Masters in Social Work (MSW) with specialization in medical and psychiatric.
  • OR The applicant must possess a Regular Graduation in Psychology (6 units), Social Work, or Home Science (Human Resources) from a University Grants Commission (UGC) recognized College and a Diploma in Guidance and Counseling from a recognized Institution.
  • The applicant must have a minimum of 1 year experience in Counseling.
  • The applicant must possess a 15 years residence certificate.
  • The applicant must possess knowledge of Konkani.
  • The applicant should possess knowledge of Marathi.
  • The applicant must not exceed the age limit of 45 years.

  • The applicant must possess a certificate confirming completion of a course in Computer for a minimum period of 3 months from a recognized Institute.
  • The applicant must possess a 15 years residence certificate.
  • The applicant must possess knowledge of Konkani.
  • The applicant should possess knowledge of Marathi.

  • Youth-friendly counseling services are provided to assist distressed students to think more clearly and positively and develop the skills required to find their way forward.
  • Counselors discuss and assist trainees with various concerns, including Stress Management, adjusting to the Industrial Training Institute environment, life transitions and changes, difficulties in family relationships, depression, anxiety, anger, physical, sexual, and emotional abuse, thoughts of suicide, trauma, and other feelings that cause discomfort.
  • Remuneration for Counselors is โ‚น28,000/-.
  • Remuneration for the Supervisor is โ‚น35,000/-.
  • Remuneration for the Data Entry Operator is โ‚น20,000/-.
  • The appointment of the Counselor, Supervisor, and Data Entry Operator is on a contract basis for a period of 12 months.
  • The renewal of the contract shall be strictly based on the performance of the staff member, which will be assessed by the constituted Committee.
  • The Directorate of Skill Development & Entrepreneurship will pay the remuneration from the funds provided by the State Government or by the Government of India through any Centrally Sponsored Schemes.

  1. *The process described below outlines the selection of contract staff (Counselors, Supervisor, Data Entry Operator) to implement the scheme for trainees.
  2. The Directorate of Skill Development & Entrepreneurship (DSDE) shall constitute a dedicated Committee for the specific purpose of selecting the Counselors, Supervisor, and Data Entry Operator.
  3. The Committee constituted by the Department shall conduct walk-in interviews as the official method for selecting the eligible candidates for the positions of Counselors, Supervisor, and Data Entry Operator.
  4. Selected candidates will be appointed on a contract basis for a period of 12 months. The Directorate of Skill Development & Entrepreneurship may subsequently renew this contract strictly based upon the staff member's performance, which will be assessed by the aforementioned selection committee.

"Scheme for Supply of TV Sets to Industrial Establishments/Labour Welfare Centres/Clubs/Recreation Rooms" by the Dept of Labour and Employment, Goa aims to provide television sets to enable the workers/employees to witness programmes of nation national integration besides broadening their outlook.

One TV Set (coloured) of up to โ‚น25,000, including all accessories.

๐Ÿ‘ค Eligibility

  • The applicant should be one of the following -
  • Industrial Establishment/Labour Welfare Centre run by the Government of Goa.
  • Club/Recreation Room run by the Registered Trade Unions having 300 or more Members.
  • Preference
  • Applicants situated in labor-concentrated areas.
  • NOTE: The beneficiary establishment should enter into an agreement with the Welfare Board to maintain the TV Set in good working condition at all times and exhibit programmes for the benefit of their workers on day-to-day basis.

  • One TV Set (coloured) of up to โ‚น25,000, including all accessories.
  • NOTE 1: The incidental expenses incurred in connection/ with the operation of TV Sets etc. will have to be borne by the concerned establishment.
  • NOTE 2: If the Management/Union/Government fails to comply with the provisions of the schemes/agreement, the Goa Labour Welfare Board shall have the right to withdraw TV Set if it is supplied departmentally or recover the grant-in-aid amount with interest thereon at the prescribed rate if the TV is provided on grant-in-aid basis.

Scheme for Upliftment of Utsavi Rangabhumi of Goa

The โ€œScheme for Upliftment of Utsavi Rangabhumi of Goaโ€ has been designed with the objective of encouraging the festival theatre of Goa which is known as โ€œGomantakiya Utsavi Rangabhumiโ€. This form of theatre has an illustrious tradition of presenting plays during festivals in the villages.

Nature and Quantum of Assistance

๐Ÿ‘ค Eligibility

  • The applicant should be traditional village festive theatre groups/amateur theatre groups.
  • The group should have traditions of performing their plays during the village deity festival through devasthan or village institutions.
  • There has to be a tradition of performing the plays at least for 25 years.
  • The theatre group has to perform all the roles including that of the female in the drama from the same village. No professional artist will be allowed.
  • Traditional theatre group from the same village has to perform the play as the tradition may be and the devasthan or village committee may certify the same.
  • There should be a Bank Account of the group in the Nationalized/ Scheduled Bank in order to release payment.

๐ŸŽ Benefits

  • Nature and Quantum of Assistance
  • Financial assistance for the production of prose play will be a maximum of โ‚น 20,000/- or 75% of the actual cost, whichever is less. However, the same could be decided by the selection committee from time to time depending upon the type of the play.
  • Financial assistance for the production of the Sangeet play will be a maximum of โ‚น 30,000/- or 75% of the actual cost, whichever is less. However, the selection committee may suggest the quantum from time to time.
  • The department may identify a few groups for providing directional support. In this case, fees of the directors and technical experts, including the duration of short-term production workshops will be decided by the Government from time to time. Undertaking in this regard from the concerned devasthan/traditional village institution/village committee shall be required to be submitted.
  • The selection committee may recommend an amount of โ‚น 3,000/- to the scriptwriter for his new script if desired, based on the quality of the play.
  • [ NOTE: The village theatre groups could apply for financial assistance towards prose as well for sangeet natak. However, no group will get financial assistance for more than one play per year]

  • For the Organization
  • The applicant should be a Voluntary Organization.
  • The Organization should be Registered with the Government of Goa.
  • For the Children
  • The Child should qualify for ANY ONE of the following conditions -
  • The Child should not have either parents or near relatives.
  • The Child should be from a single-parent family, deprived of adequate family care due to death, desertion, prolonged illness, or imprisonment of one of the parents.
  • The income of the family of the Child is less than โ‚น 500/- per month.

  • โ‚น 400/- per child per month, if the children are housed on their own premises.

Scheme to Grant Monthly Financial Assistance to the Persons Engaged in Traditional Occupations/Businesses including Motorcycle Pilots

The scheme aims to provide Social Security and Financial Support for healthy living to those engaged in traditional occupations/businesses and motorcycle pilots. It offers monthly financial assistance of โ‚น1,000/- to eligible persons of Goan Origin who meet specified age and income criteria.

Monthly financial assistance of โ‚น1,000/- (Rupees one thousand only) shall be provided by the Government to the eligible persons.

๐Ÿ‘ค Eligibility

  • The applicant must be of Goan Origin.
  • The family income of the applicant from all sources must not exceed โ‚น1,50,000/- per annum.
  • The applicant must not be less than 50 years of age.
  • The applicant should be engaged in the traditional occupations/businesses/motor-cycle pilot activities for at least 10 (ten) years before applying for financial assistance under this Scheme.
  • The applicant must still be continuing the traditional business/occupation including motorcycle pilot activity.
  • The applicant must be declared medically unfit to carry out such activity.
  • The applicant must not be a beneficiary availing financial assistance under Dayanand Social Security Scheme/Kala Sanman Scheme or under any other similar scheme of the Government where monthly allowance is paid in any name/form.
  • *Beneficiaries availing financial assistance under Griha Adhar Scheme shall be entitled for availing benefits under this Scheme subject to fulfillment of eligibility conditions laid under this Scheme.
  • The applicant having valid registration certificates from the competent authority of the traditional business activities being carried by him may apply under the Scheme.
  • In case the applicant is unable to submit documentary evidence from the concerned authorities regarding his/her traditional business activity, then he/she may submit an affidavit sworn before Executive Magistrate or Notary Public stating his/her nature of traditional activities being carried and since when, etc.

  • Monthly financial assistance of โ‚น1,000/- (Rupees one thousand only) shall be provided by the Government to the eligible persons.
  • The financial assistance sanctioned under the Scheme shall be released in the Saving Bank Account of the beneficiaries through Electronic Clearance System (ECS).

  5. The concerned Block Development Officer (B.D.O.) shall verify the details provided by the applicant through the Field Assistant attached to the BDO's office or any other employee working under the BDOโ€™s control.
  6. The BDO must then forward the eligible applications, along with a recommendation for sanction, to the Director of Social Welfare.
  7. Step 2: Scrutiny and Sanctioning
  8. The Director of Social Welfare shall conduct a detailed scrutiny of the eligible applications received from the BDOs.
  9. After scrutiny, the Director places the applications before the Sanctioning Committee, which is composed of the Minister for Social Welfare (Chairperson), an expert person having knowledge of traditional occupation/businesses (Member), and the Director of Social Welfare (Member Secretary).
  10. The sanctioned financial assistance shall be disbursed to the beneficiaries in their Saving Bank Account. The payment is processed monthly using the Electronic Clearance System (ECS).

Scheme To Provide Assistance To Students Seeking Education Outside Goa In Any Field Of Art And Culture

The scheme aims to encourage young talents in Goa to achieve the highest possible standard in fields of Art and Culture by providing financial support for training outside the State. Assistance is provided to eligible students for basic or advanced education in art.

Financial assistance is given to acquire basic or advanced education in any field of Art and Culture (like music, dance, theatre, fine arts, folk arts, photography, etc.) at State, National, and International levels.

๐Ÿ‘ค Eligibility

  • The applicant must intend to seek advanced education in any field of Art and Culture, such as music, dance, theatre, fine art, folk art, photography, etc. (fields of visual and performing art).
  • The applicant must seek this education outside Goa or outside India.
  • The applicant should have outlined knowledge about the art form in which the education is desired.
  • The applicant should be born in Goa.
  • The applicant must be residing in Goa for a substantial period or at least for the last fifteen years to the date of application.
  • The applicant shall not be above the age of thirty-five years.
  • The applicant must be the only student per family applying under this scheme per financial year.
  • The applicantโ€™s annual family income must not cross the limit fixed by the Government from time to time.
  • If the applicant is receiving a grant or scholarship from any other Government or non-Government bodies for the training, the total amount raised from different sources must be less than the actual cost of the education.
  • The application to seek training outside Goa shall be considered for assistance in exceptional cases wherein not even the basic education is available in a particular field of art within Goa.
  • In rare cases, a second application in the same family, but in a different stream of art to that of the first, may be considered depending upon his/her contribution or merit. The decision regarding this exception is to be taken by the committee.

  • Financial assistance is given to acquire basic or advanced education in any field of Art and Culture (like music, dance, theatre, fine arts, folk arts, photography, etc.) at State, National, and International levels.
  • Maximum assistance up to โ‚น1,20,000/- is provided for acquiring education outside Goa or the actual cost of the education, whichever is less.
  • Maximum assistance up to โ‚น3,00,000/- is provided for acquiring education outside India or the actual cost of the education, whichever is less.
  • The committee may scrutinize and decide upon the quantum of assistance, from case to case, depending upon the nature of training, reputation of the Institution/Guru, and eligibility of the applicant.
  • The assistance shall be disbursed by the Director of Art and Culture only after obtaining Government approval for the names selected by the Sub-Committee.
  • The student shall undergo training on full time or part time basis.
  • The student must maintain 75 % attendance for the total course period or for one year period of the course (whichever is less). This shall not be applicable where there are regular examinations recognized by the University or Board or Government.
  • The student can apply for assistance for a maximum of five years (initially for three years and upon review if showing progress, extended for two years).
  • A review report of the student shall be taken every six months.
  • The student shall be bound to present performance as and when asked by the Directorate of Art and Culture.
  • The scholarship amount shall be recovered if the student fails to maintain 75% attendance (where applicable).
  • The amount shall be recovered from the student if the course is not completed.

๐Ÿ“‹ How to Apply

  1. The Directorate of Art and Culture releases an advertisement or press note on local daily newspapers, officially inviting applications from eligible students for availing benefits under this scheme.
  2. Applicants are advised to monitor the local daily newspapers for the release of this advertisement, as it signals the official opening of the application window.
  3. Interested students shall prepare all the requisite supporting documents and formally apply directly to the Director of Art and Culture.
  4. This submission package must comprehensively include the applicant's photograph, age proof (birth certificate or school leaving certificate), residence certificate, reports of previous training and competition participation, income certificate, and a recommendation letter from a recognized person or Institution working in the field of Art and Culture.
  5. The application requires the student to clearly mention the amount of contribution or capital that they are personally putting forth for the particular course they are undertaking.
  6. Furthermore, if the student is receiving any grant or scholarship from other Government or non-Government bodies for the same training, a document in that regard, along with the detailed breakdown of the financial grants, must be submitted while applying for assistance.
  7. The application and supporting documentation will be processed and reviewed by the designated Sub-Committee.
  8. This committee is responsible for scrutinizing the application, assessing the eligibility of the applicant, the nature of the training, and the reputation of the Institution or Guru to decide upon the quantum of assistance to be recommended.
  9. Once recommendations are officially received from the Sub-Committee, the Director of Art and Culture shall proceed to obtain the necessary Government approval for the names of the students selected for assistance under the scheme.
  10. Following this formal approval, the Director shall then disburse the sanctioned amount of assistance to the eligible students.

Lumpsum grants / financial assistance to the maximum extent of โ‚น 15,000/- per Group/ Institution for the purchase of Musical Instruments only.

  • The Mandal/ Group/ Institution/ Troupe should consist of at least a minimum of 10 members.
  • The Mandal/ Group/ Institution/ Troupe should be conducting regular musical performances like bhajans, choir singing, folk performances etc.
  • The Mandal/ Group/ Institution/ Troupe should not already have received the benefits of this scheme.

Scheme to Provide Financial Assistance to Registered Organizations/Government Organization/Non-Government Organizations/Institutions for Running Residential Facilities/Half Way Homes for Persons with Disabilities

The scheme aims to provide financial assistance to registered organizations, Government organizations, and institutions for running residential facilities or halfway homes for Persons with Disabilities. The scheme provides financial support in the form of operational grants.

Maximum operational grant of โ‚น4,00,000/- per month.

๐Ÿ‘ค Eligibility

  • The applicant must be a registered voluntary organization, Non-Governmental Organization, Government Organization, or Institution.
  • The applicant must be engaged in the Empowerment of Persons with Disabilities.
  • The applying Organization must bear 25% of the cost proposed.
  • The grantee Institution should be capable of mobilizing the community towards the cause.
  • The grantee Institution should be capable of effective networking with other institutions for optimum utilization of allocated resources.
  • The grantee institution must be registered as per Section 50 of the Rights of Persons with Disabilities Act, 2016 and its further amendments.
  • The Organization must have a minimum of 20 inmates at the time of applying for the scheme.
  • The grantee institution must have at least one year of field experience in the empowerment of Persons with Disabilities.
  • The grantee institution must maintain financial viability to independently sustain the operation of residential facilities or halfway homes for a minimum period of three months in the event of delays in the release of operational grants or scheme discontinuation.
  • The grantee institution must have a good reputation and credibility with no cases of criminal offence registered against the said organization/institution.
  • The grantee institution/organization must have accessible physical and digital infrastructure.

๐ŸŽ Benefits

  • Maximum operational grant of โ‚น4,00,000/- per month.
  • Payment to Medical Officer/Councilor/Therapist: โ‚น60,000/- per month.
  • Payment to team of Administrative Staff (Manager, Clerk, and six Attendants/Care takers/Aayas/Drivers): โ‚น1,34,000/- per month.
  • Administrative Expenses (Rent/Maintenance/Electricity/Water/Telephone, Mobile, Newspaper, etc.): โ‚น46,000/- per month.
  • Food Expenses (โ‚น200/- per 20 inmates): โ‚น1,20,000/- per month.
  • Medical Expenses: โ‚น40,000/- per month.
  • An additional one-time grant of โ‚น50,000/- (Rupees Fifty thousand only) shall be sanctioned for the purchase of furniture, utensils, etc.
  • Mode of Grant: The operational grant is provided on a reimbursement basis.
  • Share of Cost: Based on the claim made by the grantee organization, 75% will be refunded by the department.
  • Frequency: The operational grant will be released in two installments in a year.
  • Installment Period: The six months period for calculating the installment will be reckoned from the month in which the sanction was issued.
  • Documentation: The maximum operational grant of โ‚น4,00,000/- per month will be sanctioned only on the production of supporting documents such as bills, vouchers, and receipts.
  • Second Installment Condition: The second installment will be released only upon submission of a Utilization Certificate as per FORM-12A of General Financial Rules Rule 2017.
  • One-time Grant Condition: The one-time grant of โ‚น50,000/- is sanctioned once in five years after following Codal formalities and Rules in force of the Government of Goa.
  • The grantee institution shall maintain separate accounts of the Grants received under the Scheme.
  • The accounts shall always be open to a system of internal audit or concurrent audit.
  • The accounts shall also be open to Audit by the Comptroller and Auditor General of India.
  • The grantee institution shall maintain the stock register of the expenditure incurred out of Government grants received under this scheme.
  • The grantee institution must maintain a separate register regarding the grants sanctioned, and an extract from this register shall be furnished to the Government annually with the Annual audited statements of accounts after the close of the financial year.
  • The account of the Grantee Institution/Government Bodies/Organization in respect of this grant should be audited by an approved Auditor/Chartered Accountant immediately after the end of the financial year for which the grant is sanctioned.
  • The accounts of the grants shall be maintained separately and properly from the institution's normal activities.
  • The Audited statement of accounts showing the expenditure incurred by the Grantee Institution/Organization from the grants should be furnished to the Government as soon as possible after the close of the financial year.
  • A certificate must be furnished from the Chartered Accountant/auditor confirming that the grant was utilized for the purpose for which it was sanctioned.
  • The Grantee Institution must exercise reasonable economy and observe all financial rules issued by the Government from time to time while incurring the expenditure.
  • No grant shall be allowed to be paid to any other institutions or voluntary organizations by the Grantee Institution/Organization out of this grant sanctioned by the Government.

  1. Step 1: The interested applicant should take a printout of the prescribed format of the application form.
  2. Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
  3. Step 3: Submit the duly filled and signed application form along with the documents to - The Director of the Department for Empowerment of Persons with Disabilities, Building 'B', New Market Complex, 3rd Floor, Porvorim, Goa - 403 501.
  4. The grantee institution shall be open for inspection by the Assistant Director or any officers deputed by the Department for Empowerment of Persons with Disabilities.
  5. Following this, an inspection report shall be submitted by the concerned officer.
  6. The application shall be reviewed and sanctioned by the Sanctioning Committee.
  7. First Installment
  8. The assistance amount shall be drawn from the Directorate of Accounts upon presentation of the bill in the prescribed form. This bill must be duly countersigned by the Director/Drawing and Disbursing Officer of the Department for Empowerment of Persons with Disabilities.
  9. The operational grant will be released on a reimbursement basis, with the six-month period reckoned from the month the sanction was issued.
  10. Second Installment (and Subsequent Grants)
  11. For the release of the second installment (and subsequent grants), the grantee institution must submit the Utilization Certificate as per FORM-12A of General Financial Rules Rule 2017.
  12. The Audited Statement of Accounts and the Chartered Accountantโ€™s/auditor's certificate confirming fund utilization must also be furnished annually after the close of the financial year.

"Scheme to Provide Financial Assistance to the Publishers for Publishing Books of Goan Authors" by the Directorate of Art and Culture, Government of Goa, has been designed to promote Goan publishers to provide them with financial support for the publication of books.

Upto 300 books will be purchased, subject to the condition that the total amount should not exceed โ‚น 50,000/-.

๐Ÿ‘ค Eligibility

  • Any Goan publisher is eligible for the scheme provided the writer of the book is Goan.
  • The applicant should have substantial experience in publication.
  • The applicant should publish a minimum of 500 copies of the book for which he wants to avail the financial assistance.
  • The book could be published by the author himself or published by any other publishing unit provided NOC is issued by the author to the publisher.
  • The book should contain 100% originality.
  • The printing and paper of the book should be of good quality & standard.
  • NOTE: The person who has lived in Goa for a minimum of 10 years of his creative lifespan, will be treated as Goan for the purpose of this scheme.
