Technology Fellowship and Patent Promotion Scheme

The objective of the scheme is to identify technology educators in technical educational institutes in Goa who are keen to further their expertise. The selected educators/fellows would be sent to Centres of Excellence within the country and abroad to undertake summer school and short-term training.

A technology fellowship program will run to identify technology educators in technical educational institutes in Goa who are keen to further their expertise in the following areas: Internet of Things, Artificial Intelligence, Machine Learning, Interaction Design, Big Data Analytics, Robotics, 3-D Printing, Data Science, Drones, Virtual Reality/Augmented Reality/Merged Reality, Others (subject to approval from SPC).

๐Ÿ‘ค Eligibility

  • The applicant should be a technology educator in a technical educational institute in Goa.

๐ŸŽ Benefits

  • A technology fellowship program will run to identify technology educators in technical educational institutes in Goa who are keen to further their expertise in the following areas: Internet of Things, Artificial Intelligence, Machine Learning, Interaction Design, Big Data Analytics, Robotics, 3-D Printing, Data Science, Drones, Virtual Reality/Augmented Reality/Merged Reality, Others (subject to approval from SPC).
  • The selected educators/fellows would be sent to Centres of Excellence within the country and abroad to undertake summer school and short-term training programs to further their learning in their area of specialization.
  • The Department of IT will set up Centres of Excellence/Advanced Maker Labs in the technologies outlined above, in select technical educational institutes. Such selected educators/fellows will function as Master Trainers/Principal Mentors to students and student start-ups that would be incubated in such facilities.
  • The educators/fellows, upon selection, would receive an educational grant of โ‚น10,00,000 per year , for a period of five years.
  • The benefit of this scheme can be availed by up to ten educators/fellows per year, with one person in each focus area, who will be selected by the SPC as per its guidelines.
  • In case such educators/fellows generate and get any business and value-driven patents registered in their area of specialization, either through individual research or in collaboration with students, such fellows shall be eligible to receive a patent-specific grant of up to โ‚น15,00,000 , subject to certification by the Start-up Promotion Cell (SPC).
  • NOTE: Under no circumstance shall the benefits under this scheme be considered an entitlement. The SPC shall reserve the sole right to accept or reject applications.

๐Ÿ“‹ How to Apply

  1. Step 1: Take a print of the proforma of the application form. Fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest if required).
  2. Step 2: Submit the duly filled and signed application form along with the documents to SPC via Email at spc-dit.goa@gov.in
  3. NOTE: The applicant can apply for this scheme at any time of the financial year but only within 6 months of incurring the relevant expenditure.
  4. Evaluation Process
  5. Step 1: Applications will undergo evaluation by the SPC and a panel of evaluators.
  6. Step 2: Shortlisted applicants will be invited for an interview and presentation. Applicants should be available for interviews on the communicated date by the SPC.
  7. Step 3: Based on the evaluation, the SPC will select one educator in each focus area who will be granted the fellowship.

The Goa Archaeological Research Fellowship Scheme

The scheme aims to encourage scholars to undertake research activities in the field of Archaeology of Goa and West Coast based on primary archaeological sources. It offers financial fellowship assistance of up to โ‚น40,000/- per month to eligible Post-Graduate or PhD scholars for 24 months.

Eligible scholars under the Junior category shall be awarded a fellowship of โ‚น25,000/- per month for a period of 24 months.

๐Ÿ‘ค Eligibility

  • The applicant must have completed her/his post-graduation (M.A. in Ancient Indian History Culture and Archaeology/History/Indology).
  • The applicant must be up to 35 years of age as on the closing date of application.
  • The applicant, if applying as a Goan Scholar, must have 15 years of Residence in Goa.
  • The applicant, if applying as an Indian Scholar, must have Indian citizenship.
  • The applicant must have completed her/his Doctorate (in Ancient Indian History Culture and Archaeology/History/Indology).
  • The applicant must be up to 45 years of age as on the closing date of application.
  • The applicant, if applying as a Goan Scholar, must have 15 years of Residence in Goa.
  • The applicant, if applying as an Indian Scholar, must have Indian citizenship.

  • Eligible scholars under the Junior category shall be awarded a fellowship of โ‚น25,000/- per month for a period of 24 months.
  • Eligible scholars under the Senior category shall be awarded a fellowship of โ‚น40,000/- per month for a period of 24 months.
  • Maximum two fellowships shall be awarded under the Junior category.
  • Maximum two fellowships shall be awarded under the Senior category.
  • Unexplored archaeological treasure will be brought to light which will help to carry out further research in the field of Archaeology of Goa.
  • A database of archaeological heritage of Goa will be created.
  • More and more researchers will come to visit the Protected Monuments of the Department of Archaeology for research activities.
  • Researchers will help in creating awareness about the Protected Monument and Sites of Goa and archaeological treasure of Goa in general.
  • The Department will generate research on the archaeological past of Goa for publication.
  • A half yearly progress report shall be submitted by the research fellow.
  • The project report, in the form of two hard copies and a soft copy, must be submitted within a period of 30 days after the completion of her/his 24 months of fellowship.
  • The project submitted shall be exclusively the property of the Department of Archaeology, Government of Goa.
  • *The fellowship shall be awarded to any scholar only once in her/his lifetime under each of the two categories.
  • *A fellow will not be eligible for any other fellowship offered by the Department in any other category for a period of five years from the date of the submission of her/his project.
  • *Any grace period or extension will not be considered under the quantum of the fellowship financial assistance.

๐Ÿ“‹ How to Apply

  1. The Department of Archaeology shall release a press advertisement inviting applications for the Junior and Senior Research Fellowship Scheme for scholars.
  2. Applicants must monitor official channels and respond to this notification to begin the application process.
  3. Scholars must submit their complete applications and detailed research proposals, adhering to the instructions provided in the press advertisement.
  4. The research proposal is critical as it will be examined and scrutinized by the Monitoring/Reviewing Committee for selection.
  5. The committee constituted by the Department of Archaeology shall select the scholars for the fellowship.
  6. The Monitoring/Reviewing Committee will hold periodic meetings specifically to examine and scrutinize the research proposals to select the scholars.
  7. The decisions of the Committee regarding the selection of the scholars for the fellowship shall be final and binding.
  8. The maximum number of fellowships awarded is two under the Junior category and two under the Senior category.
  9. Submission Of Progress Reports: The selected research fellow must regularly submit a half yearly progress report to the Department of Archaeology throughout the entire duration of the fellowship.
  10. Submission Of The Final Project Report: The final project report must be submitted to the Department of Archaeology within a period of 30 days after the completion of the research fellowship's 24 months. The required submission format consists of two hard copies and a soft copy. Note that the submitted project shall become exclusively the property of the Department of Archaeology, Government of Goa.
  11. Any grievance arising out of the implementation of this scheme shall be heard by the Minister of Archaeology who will decide on the matter. The decision made by the Minister for Archaeology in this regard shall be final and binding.

The Goa State Incentives to Encourage Investments Scheme

The scheme aims to create sustainable employment, accelerate investment, and support environmentally sustainable industrial development in Goa. It provides financial assistance and incentives under separate target schemes to new and existing Micro, Small, Medium, and Large manufacturing units.

The maximum cumulative Financial benefit under schemes to all industries shall be 50% of the Cumulative Capital investment at original value in the unit.

๐Ÿ‘ค Eligibility

  • The applicant must be a new or existing unit.
  • The applicant must be a manufacturing unit classified under the Micro or Small sector to be eligible for the target schemes, unless otherwise specified in the target scheme.
  • a) The applicant must be a unit that is going into production on or after 01-10-2017.
  • b) The applicant must be a unit that has gone into production on or after 01-10-2007 but not availed of any of the benefit under the old schemes specified under Schedule B.
  • c) The applicant must be a unit that has gone into production on or after 01-10-2007 but not completely exhausted benefits of the old schemes to be eligible for continuing benefits to the extent specified in this scheme.
  • d) The applicant must be a unit that has started production after 01-10-2007 and has availed benefit under old schemes mentioned under Schedule B, and has carried out substantial expansion during the validity period of this scheme.
  • The applicant may receive additional benefits if they are a woman entrepreneur.
  • The applicant may receive additional benefits if they are a Scheduled Caste (SC) entrepreneur.
  • The applicant may receive additional benefits if they are a Scheduled Tribe (ST) entrepreneur.
  • The applicant may receive higher financial benefits (70% instead of 50%) if the unit is located in one of the lesser developed talukas: Pernem, Satari, Bicholim, Sanguem, Quepem, Canacona, and Dharbandora.

  • The maximum cumulative Financial benefit under schemes to all industries shall be 50% of the Cumulative Capital investment at original value in the unit.
  • This is increased to 70% of the Cumulative Capital investment at original value in the unit in case of lesser developed talukas.
  • For units defined under clause (c) iv of eligibility criteria (Substantial Expansion) in the scheme guidelines, the benefit is 50% of the Substantial Expansion investment.
  • This is increased to 70% of the Substantial Expansion investment in case of lesser developed talukas.
  • A maximum of 10% additional benefit is provided to all women and Scheduled Caste (SC)/Scheduled Tribe (ST) entrepreneurs.

๐Ÿ“‹ How to Apply

  1. The applicant must first register under the Umbrella Scheme using the common application form appended to the scheme as Schedule โ€˜Eโ€™ .
  2. This form requires detailed unit information, including registration details such as the Permanent Registration Certificate, Entrepreneurs Memorandumโ€“II, or Udyog Aadhaar Memorandum number and date.
  3. It also requires details regarding the Cumulative Capital Investment and information about the proprietor or promoter, including their Aadhaar Number and whether they are claiming benefits under the Scheduled Caste, Scheduled Tribe, or Woman category.
  4. After registering under the Umbrella Scheme, the applicant must apply to the Director, Directorate of Industries, Trade and Commerce (DITC), giving details as per the prescribed proforma for the specific Target Scheme.
  5. The application must be filed according to the timeline mentioned in Schedule A for the respective target scheme.
  6. The applications for each target scheme shall only be accepted and placed before the Task Force Committee during the specific time period as specified in Schedule A.
  7. The submitted application will be reviewed and scrutinized by the Task Force Committee (TFC), which is constituted under this Umbrella Scheme.
  8. The Committee comprises several common members, including the Chief Executive Officer of the Goa Investment Promotion and Facilitation Board as the Chairman, and the General Manager (DIC) of the Directorate of Industries, Trade and Commerce as the Member Secretary.
  9. The Task Force Committee is responsible for recommending the benefits to be granted under the target schemes.
  10. The competent financial authority shall sanction or reject the benefits based on the recommendation of the Task Force Committee within one month of receiving such recommendation.
  11. Financial sanctions of up to โ‚น10,00,000/- per disbursement per scheme shall be accorded by the Director of Industries, Trade and Commerce.
  12. Financial sanction for amounts above โ‚น10,00,000/- up to โ‚น20,00,000/- per disbursement per scheme shall be accorded by the Secretary, Department of Industries, and benefits above โ‚น20,00,000/- per disbursement per scheme shall be approved by the Government.
  13. The payment shall be released to the beneficiary from the Savings Bank Account of a Nationalized or Commercial Bank maintained by the Directorate of Industries, Trade and Commerce, subject to the availability of funds.
  14. The funds shall be released within fifteen days of receiving the sanction order from the competent financial authority, provided the applicant submits the necessary documentation/details along with an affidavit cum self-declaration in the format appended to the respective target scheme.

The scheme aims to provide monthly rental reimbursement to avail internet services to the Information and Communication Technology Laboratory in Government and Government-Aided Schools in the State of Goa. It provides a maximum monthly reimbursement of โ‚น2,000/- for internet rental.

๐Ÿ‘ค Eligibility

  • The applicant must be a Government School or Government-Aided School in Goa.
  • The applicant must have a dedicated Information and Communication Technology Laboratory.
  • The applicant must have at least 03 working Computer Systems in the Information and Communication Technology (ICT) Laboratory.
  • The school must have a minimum student enrolment as prescribed by the Directorate of Education.
  • The school Information and Communication Technology Laboratory must not have availed of any internet services through any other schemes of the State or Central Government agencies or bodies.
  • The Internet Service Provider/Internet Vendor must provide 50 Megabits per second upload and download speeds at a 1:10 contention ratio and unlimited data through Optical Fibre Connection.
  • The Internet Service Provider/Internet Vendor must provide a Service Level Agreement for rectification time after a complaint is logged in the Internet Service Provider/Internet Vendor provided portal: Minor Fault (Last mile issue, device issue, etc.) rectification time must be 04 to 08 hours.
  • The Internet Service Provider/Internet Vendor must provide a Service Level Agreement for rectification time after a complaint is logged in the Internet Service Provider/Internet Vendor provided portal: Major Fault (Major Links Down, Underground cable cut, etc.) rectification time must be 24-48 hours.
  • The link uptime should be not less than 97.5%.
  • Priority would be given to remote/rural schools.

  • The benefit is intended to avail internet service to the respective school's Information and Communication Technology Laboratory.
  • Financial support will be released to the Head of Government and Government-Aided Schools through the Directorate of Education.
  • The Deputy Director Education of each Educational Zone shall draw and disburse the financial support on receipt of the sanction order, based on the selection procedure.
  • The school shall maintain proper records/register.
  • The financial support shall be utilized for the purpose for which it is sanctioned and shall not be utilized or diverted for any other purposes.
  • Any portion of financial support which is not utilized or is not ultimately required for the purpose for which it is sanctioned, shall be remitted to the Government Treasury.
  • The accounts/registers and other records of this scheme shall be open to check by the Director of Education or his authorized representatives.

  1. Step 1: Communication of the Scheme
  2. The Directorate of Education shall make communication of the scheme to the management of eligible Government and Government-Aided Schools in the State of Goa.
  3. Step 2: Selection of Internet Service Provider/Internet Vendor
  4. The Head of the eligible Government and Government-Aided Schools from the State of Goa would need to select the Internet Service Provider/Internet Vendor that would provide the required internet service.
  5. Step 3: Scrutiny/Inspection
  6. The Directorate of Education, with the approval of the Government, shall constitute a committee for the purpose of scrutiny/inspection of the internet service availed by the Government and Government-Aided Schools from the State of Goa.
  7. Step 4: Release and Disbursement of Financial Support
  8. The financial support will be released to the Head of Government and Government-Aided Schools through the Directorate of Education. The Deputy Director Education of each Educational Zone shall draw and disburse the financial support on receipt of the sanction order, based on the selection procedure.
  9. Change of Vendor
  10. The Head of the eligible Government and Government-Aided Schools from the State of Goa would have the flexibility to change or discontinue the services of the Internet Service Provider/Internet Vendor if they do not adhere to the Service Level Agreement. Any such change must be communicated to the Directorate of Education.

Tiatr Competition for Educational Institutions at Higher Secondary/College/University Level

The scheme aims to encourage and develop Tiatr activities among students of educational institutions. It provides financial support and awards to participating institutions for staging traditional Tiatr performances in competition format.

Financial Support: Educational institutions receive financial assistance as fixed by Tiatr Academy of Goa to meet expenses for music (live band with at least two blowing instruments), light effects, stage setting, background music, makeup, costumes, refreshments for rehearsals, and transport

๐Ÿ‘ค Eligibility

  • The applicant must be an educational institution at higher secondary, college, or university level.
  • The applicant must ensure Tiatr script is either new or from any script published by reputed Tiatr writers.
  • The applicant must ensure Tiatr follows traditional format with 6 to 7 acts with at least 4 cantos.
  • The applicant must include comedy linked to the story of the play.
  • The applicant must include at least 8 kantaram including 1 duet (interactive), 1 duo (interactive), 1 trio (interactive), 1 quartet/quintet (interactive), 1 choral song, and solos.
  • The applicant must ensure not more than 2 shows of the given script have been performed prior to competition.

  • The applicant must ensure no adverse remarks against any governments, individuals, institutions, or anything against caste, creed, and religion in scripts, lyrics, performances, or speeches.
  • The applicant must submit final typed copy of script and songs 3 days before competition commencement.
  • The applicant must limit prior performances of the script to maximum 2 shows before competition.

  1. Wait for the scheme announcement in local press which will provide details about application deadlines and requirements.
  2. Step 1: During the application period announced in local newspapers, visit the office of Tiatr Academy of Goa and collect the prescribed application form for the scheme.
  3. Step 2: In the application form, fill in all the mandatory fields, attach copies of all the mandatory documents (self-attest, if required). Sign the application form and mention the date.
  4. Step 3: Within the stipulated time period announced in local press, submit the duly filled and signed application form along with the documents to -

  9. Step 2: If more than 15 applications are received, attend the meeting of all applicants where selection of 12 remaining troupes will be done by lots, with first three previous year winners getting direct entry.
  10. Step 1: Submit final typed copy of script, typed copy of songs (kantaram), cast of the tiatr, summary of songs, and complete list of artistes including technicians and backstage artistes to Tiatr Academy of Goa during office hours 3 days before competition commencement date.
  11. Step 2: Prepare for performance at the place and day identified by Tiatr Academy of Goa, ensuring Tiatr duration is between 2 to 3 hours including interval of 10-15 minutes and follows all prescribed format requirements.
  12. Step 3: Stage the Tiatr performance according to the schedule announced in local newspapers, subject to evaluation by panel of judges appointed by Tiatr Academy of Goa.

Tiatr Research Scholarship Program

The scheme aims to encourage college and university students to undertake research in Tiatr, its song, and music. It provides scholarships and publication opportunities for research work, targeting students pursuing Graduation, Post-Graduation, and PhD studies.

๐Ÿ‘ค Eligibility

  • The applicant must be a bonafide student who does research work or a project related to Tiatr.
  • The applicant must conduct research work in English and Konkani (Roman script only).
  • The applicant should have secured at least 50% marks in the last examination.
  • The applicant must submit a report of the research carried out, duly signed either by the guide or the head of the institution.

  • The amount of each scholarship will be decided by Tiatr Academy of Goa (TAG) from time to time.
  • Publication of Research Work
  • The research work of the students will be printed by Tiatr Academy of Goa (TAG) in book form after approval by the Recommendation Board.

  • Each student concerned will receive 100 copies of their printed research work in addition to the scholarship amount.

  • TAG will offer scholarships in three categories every year:

The scheme aims to encourage new generation playwrights to create quality Tiatr scripts and enrich Konkani language. It provides cash prizes and publication opportunities for original traditional format scripts.

  • The applicant must write scripts on themes as specified by Tiatr Academy of Goa.
  • The applicant must ensure the script has not been published or performed earlier.
  • The applicant must write original scripts only.
  • The applicant must write scripts in traditional tiatr format.
  • The applicant must include minimum 6 to 7 podd'de in the script.
  • The applicant must include at least 4 Cantos in the script.
  • The applicant must write scripts in Konkani language using Roman script.
  • The applicant must ensure comedy is inter-related to the main plot (however, comedy may be absent in religious tiatr).
  • The applicant must ensure scripts do not contain adverse remarks against any Governments/Individuals/Institutions.
  • The applicant must ensure scripts do not contain content against caste, creed and religion that may hurt sentiments.
