Craft & Gear (Unit: Boats of Appropriate Sizes Including Nets, Fish & Ice Holding Boxes, Etc.)

The scheme aims to uplift traditional fishermen by providing financial help in the form of a subsidy on the purchase or construction of new wooden or Fiberglass Reinforced Plastic fishing crafts below 26 feet for inland fishing activities in Goa.

Financial assistance is provided for the purchase or construction of New Fiberglass Reinforced Plastic or wooden canoes below 26 feet, including nets, accessories, and insulated fish and ice holding boxes.

๐Ÿ‘ค Eligibility

  • The applicant must be a fisherman.
  • The applicant must possess the No Objection Certificate issued by the Directorate of Fisheries for the purchase or construction of a wooden or Fiberglass Reinforced Plastic Fishing Craft of below 26 feet, including fishing net and ice holding boxes.
  • The applicant must produce the original Goods and Services Tax bill from the authorized dealer towards the purchase or construction of the new canoe, gill net and its accessories, and insulated fish and ice holding box to claim the subsidy.
  • The applicant must not be a fishing trawler owner.
  • The applicant must not be a defaulter of the Department.
  • Reservation/Priority: Scheduled Caste, Scheduled Tribes, Women, and their Co-operatives are eligible for a higher rate of assistance (60% of unit cost, limited to โ‚น60,000/-).
  • Relaxation: The Government is empowered to relax all or any of the clauses provided in this scheme if found deemed fit, for reasons to be recorded.

  • Financial assistance is provided for the purchase or construction of New Fiberglass Reinforced Plastic or wooden canoes below 26 feet, including nets, accessories, and insulated fish and ice holding boxes.
  • For the General Category, financial assistance is up to 40% of the unit cost, limited to โ‚น40,000/-.
  • For Scheduled Caste, Scheduled Tribes, Women, and their Co-operatives, financial assistance is up to 60% of the unit cost, limited to โ‚น60,000/-.
  • The unit cost considered for the Craft & Gear (Unit: Boats of appropriate sizes including nets, fish & ice holding boxes etc.) is โ‚น1,00,000/-.
  • The subsidy amount shall be disbursed in favor of the applicant in his or her Bank account.
  • The fishing canoe must be registered under the Captain of Ports Department.
  • The nets and its accessories purchased through the scheme must be duly registered with the Directorate of Fisheries under the Goa, Daman and Diu Fisheries Rules, 1981.
  • The beneficiary shall not sell, mortgage, or transfer the Fishing canoe, nets, accessories, or insulated ice holding boxes purchased through the scheme for a period of five years from the date of its purchase.

D. D. Kosambi Research Fellowship Scheme

The scheme "Goa State Best Library and Best Librarian Award" has been designed by the Directorate of Art and Culture, Government of Goa to encourage Goan Scholars to undertake research in the field of Goan history, culture, arts, social studies etc. Three fellowships shall be awarded.

Eligible scholars for the junior category shall be awarded a fellowship up to โ‚น 15,000/- per month for a maximum period of 2 years, on a case-to-case basis.

๐Ÿ‘ค Eligibility

  • Any individual who has completed post-graduation and is upto 35 years of age shall be eligible to undertake research in the junior category.
  • Any individual who has completed post-graduation and is above the age of 35 shall be eligible to undertake research in the senior category.
  • Any individual who has completed a PhD shall be eligible to undertake research in the post-doctoral category. There shall be no age bar in this category.
  • The fellowship shall be awarded to any scholar only once in his lifetime under each category.

๐ŸŽ Benefits

  • Eligible scholars for the junior category shall be awarded a fellowship up to โ‚น 15,000/- per month for a maximum period of 2 years, on a case-to-case basis.
  • Eligible scholars for senior & post-doctoral categories shall be awarded a fellowship of โ‚น 20,000/- per month for a maximum period of 2 years, on a case-to-case basis.
  • However, the applicant who undertakes to complete the research work on a full-time basis may be awarded the scholarship upto โ‚น 30,000/- per month. In such cases, the research period shall be as decided by the selection committee.
  • Number of Fellowships
  • A maximum of one fellowship in each category shall be awarded every year.
  • NOTE: The amount of fellowship shall be assessed on the recommendation of the selection committee after the submission of his/her project.

Dairy Equipment Scheme

The scheme aims to help Goan dairy farmers purchase essential equipment by offering a 75% subsidy on approved dairy machinery, promoting efficiency and productivity in dairy farming.

Subsidy provided for the purchase of new dairy equipment or implements.

๐Ÿ‘ค Eligibility

  • The applicant must be a farmer owning dairy milch animals.
  • The applicant must be a bona fide resident of Goa for at least the preceding 5 years.
  • The applicant must own cattle shed with milch animals within the State of Goa.
  • The applicant must not have claimed subsidy for the same items under any other scheme.
  • The applicant must obtain prior approval from the Directorate before purchasing the equipment.
  • The applicant must purchase only new equipment from authorised registered dealers located in Goa offering after-sales services.
  • Eligible Equipment: Generator Set, Chaff Cutter, Animal Shed Washer, Spray Pump, Dehorner, Hoof Trimmer, Hoof Trimming Knife Set, Milking Machine (Single or Double Cluster), Cluster Can Assembly, Calf Nipple Bucket, Treatment Crate, Milk Cans, Nylon Ropes, Fans for Cow Shed, Pvc Pipeline for Dung Disposal, Wheelbarrow, Water Storage Tank, Sickles, Pickaxe, Gamelas, Rubber Mats, Wall-mounted or Pedestal Industrial Fans.

  • Subsidy provided for the purchase of new dairy equipment or implements.
  • Subsidy at 75% of the permissible cost limited to โ‚น2,00,000/- on total equipment purchased.
  • Equipment permissible cost ranges between โ‚น180/- and โ‚น70,000/- per unit as per category and quantity of milch animals owned.
  • Maximum total subsidy limited to โ‚น2,00,000/- per beneficiary.
  • Subsidy amount is directly credited to the beneficiaryโ€™s bank account through Electronic Clearance System (ECS).
  • *Subsidy is available only for new equipment that is not previously subsidised under any other Government scheme.
  • *Subsidy applicable for equipment purchased from authorised dealers registered with the Directorate of Animal Husbandry and Veterinary Services, Government of Goa.
  • Conditions for Availment
  • Purchase approval from Directorate, submission of bills, photographs of installed equipment, and adherence to scheme guidelines.
  • Beneficiary must maintain the equipment and not sell or transfer it for at least 42 months (3.5 years) from the date of subsidy release.
  • *Breach of terms permits Government to recover subsidy through other incentives or revenue code.

  1. Step 1: The interested applicant should take a printout of the prescribed format of the application form.
  2. Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
  3. Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the local Veterinary Officer or Assistant Director.
  4. Step 1: The concerned Officer verifies the documents and forwards the application to the Directorate of Animal Husbandry & Veterinary Services, Patto, Panaji within 30 days of receipt.
  5. Step 2: Upon approval by the Directorate, the applicant receives permission to purchase the equipment. The approval remains valid for one year.
  6. Step 3: The beneficiary purchases the approved equipment from authorised dealers and submits original purchase receipts and certified photographs to the local Officer within 90 days.
  7. Step 4: The local Officer verifies the installation and forwards verified bills and photographs to the Head Office.
  8. Step 5: The Directorate processes the claim and releases the subsidy directly to the beneficiaryโ€™s bank account within a maximum period of 60 days.
  9. Step 6: The local Officer maintains a register of all equipment purchased under the scheme for record and audit.

Dayanand Bandodkar Scheme For Higher Education For Orphans

"Dayanand Bandodkar Scheme for Higher Education for Orphans" supports the educational needs of orphan children who are deprived of higher education for want of financial resources. The Scheme envisages taking care of such children from their Undergraduate Course to the Post Graduate Course.

A full waiver of the fees that were supposed to have been paid by the beneficiary in the Institutions where they have sought the admissions.

๐Ÿ‘ค Eligibility

  • The applicant should have been born in Goa or have resided in Goa for at least the last fifteen (15) years.
  • The applicant should have passed his/her qualifying examination from any of the Institutions located in Goa.
  • The applicant should be an Orphan.
  • The applicant should be enrolled for the First Year of their Degree/PG Courses.

๐ŸŽ Benefits

  • A full waiver of the fees that were supposed to have been paid by the beneficiary in the Institutions where they have sought the admissions.
  • The amount of fee waiver shall consist of Tuition fees, Library fees, Laboratory fees and Development fees, if any plus other charges payable to Institution like Lodging/Boarding, Food (Hostel charges) or Transport, etc.

Death Benefit (GBOCWWB)

Through the "Death Benefit" scheme, the nominee/dependant of the deceased worker is provided with financial assistance. The death should have either been natural or caused due to an accident, during the course of employment. The applications are accepted offline.

Financial Assistance of โ‚น30,000/-, if the death was natural.

๐Ÿ‘ค Eligibility

  • The deceased should have been a Worker.
  • The deceased should have been between 18 to 60 years of age.
  • The deceased should have completed ninety days of service as a registered worker.
  • The deceased should have been registered with the Goa Building and Other Construction Workers Welfare Board.
  • The applicant should be the nominee/dependant of the deceased.
  • The death of the worker should have either been natural or caused due to an accident during the course of employment.
  • The nominee/dependant of the unregistered workers shall be eligible upon the production of a certificate from the builder or Inspector of the area stating that the deceased was a building worker.

Deen Dayal Swasthya Seva Yojana

To facilitate and take the medical services to the next level, the State of Goa envisaged the present scheme to provide its people with quality medical care and treatment of diseases, hospitalization and surgery through Government and private hospitals.

The benefit under this scheme shall be provided on a cashless basis to the beneficiaries, up to the limit of their annual coverage, and shall be as under:

๐Ÿ‘ค Eligibility

  • The applicant must be a resident of the state of Goa.
  • The applicant must have resided in Goa continuously for a minimum of five years or more.

๐ŸŽ Benefits

  • The benefit under this scheme shall be provided on a cashless basis to the beneficiaries, up to the limit of their annual coverage, and shall be as under:
  • The insurance cover shall be up to โ‚น2,50,000/- per annum for a family of three or fewer members and up to โ‚น4,00,000/- for a family of four or more members. Under no case, the claim would exceed โ‚น4,00,000/- annually.
  • The insurance benefit can be availed of individually or collectively by members of the family.
  • An individual is free to take higher coverage from the insurance company by paying higher premiums, without having any impact on Government policy and facilities.
  • The facilities for 447 procedures shall be covered under the scheme.

  1. The beneficiary may approach the Empanelled Health Care Provider (EHCP) as per the list provided on the website. After consulting the doctor, if the surgery is covered under the scheme and is available at the said EHCP, the patient can approach the DDSSY Sahayak at the hospital with the card, and the Sahayak will raise a request for pre-authorization with the ISA pre-authorization doctor. Or
  2. Alternatively, if the beneficiary is aware of what the procedure is, he/she can check the website to find out at which EHCP the required procedure is performed and visit the hospital of his/her choice as per the list of EHCPs empaneled for the said procedure.

The scheme aims to aid in the conversion of available on-farm organic waste into chemical-free organic manure, providing quality organic farming inputs for sustainable agriculture. The applications for this scheme are accepted offline via the Zonal Agriculture Officer.

Construction/Installation of organic manure units would be provided 75% subsidy limited to Rs. 1950/- per cu.mt. for Organic manure unit for all categories of farmer.

  • Any farmer carrying out agricultural activities in the State of Goa and having a Krishi card.
  • Institutions and private limited companies involved in agricultural activities and having a Krishi card will also be assisted under this scheme.

๐ŸŽ Benefits

  • Construction/Installation of organic manure units would be provided 75% subsidy limited to Rs. 1950/- per cu.mt. for Organic manure unit for all categories of farmer.
  • The standard cost for Organic manure unit would be Rs. 2600/- per cu. mt which includes 90% cost on construction/installation including mason cost and 10% on culture, decomposing material, etc.
  • The unit can have one or more pits with or without internal chambers and preferably be above ground level, of bricks, laterite stones, cement blocks, shahabadi/kadappa or RCC cement rings with clean internal side walls and should have adequate protection from sun and rain.
  • The portable organic manure unit of HDPE material and laid on prepared surface free from sharp objects and should be protected from rodents, maximum of 3 units would also be considered for subsidy @90% subsidy on the standard cost fixed and maximum amount of Rs. 7,500/- per farmer.

The scheme aims to effectively manage on-farm livestock waste to produce renewable energy through biogas units, converting animal waste into a sustainable energy source. The payment of the sanctioned subsidy is through the Electronic Clearance System (ECS).

Biogas plants constructed by the farmer would be provided 90% subsidy against the estimated standard cost of construction/installation for Biogas.

๐Ÿ‘ค Eligibility

  • Any farmer carrying out agricultural activities in the State of Goa and having a Krishi card.
  • Institutions and private limited companies involved in agricultural activities and having a Krishi card will also be assisted under this scheme.

๐ŸŽ Benefits

  • Biogas plants constructed by the farmer would be provided 90% subsidy against the estimated standard cost of construction/installation for Biogas.
  • To make the subsidy more inclusive and reflective of the actual costs involved, excavation costs, transportation costs, and Goods and Services Tax (GST) included in the standard cost mentioned for both pre-fabricated and constructed biogas plants.
  • For a 1 cu. mยณ biogas plant, the standard cost is Rs. 31,000/- with 90% subsidy including central subsidy of Rs. 27,900/-.
  • For a 2 cu. mยณ plant, the standard cost is Rs. 54,140/- with subsidy of Rs. 48,726/-.
  • For a 3 cu. mยณ plant, the standard cost is Rs. 79,480/- with subsidy of Rs. 71,532/-.
  • For a 4 cu. mยณ plant, the standard cost is Rs. 1,25,000/- with subsidy of Rs. 1,12,500/-.
  • For 5 cu. mยณ & above plants, the standard cost is Rs. 1,12,200/- with subsidy of Rs. 1,00,980/-.
  • For a 2 cu. mยณ biogas plant, the standard cost is Rs. 46,220/- with 90% subsidy including central subsidy of Rs. 41,598/-.
  • For a 3 cu. mยณ plant, the standard cost is Rs. 52,070/- with subsidy of Rs. 46,863/-.
  • For a 4 cu. mยณ plant, the standard cost is Rs. 57,820/- with subsidy of Rs. 52,038/-.
  • For 6 cu. mยณ & above plants, the standard cost is Rs. 75,890/- with subsidy of Rs. 68,301/-.
  • The incentive structure for promoters involved in the installation of biogas plants aims to encourage field staff including Agriculture Assistant, Field Assistant, Krishi Mitra's to actively participate in promoting biogas plants. The incentive amount for Constructed Biogas will be โ‚น1500 per unit.
  • The size of biogas units provided will be determined based on the number of cattle owned by the beneficiary. This approach ensures that the size of the biogas plant matches the amount of organic waste, particularly manure, generated, thereby promoting efficient gas production and utilization. The specific cattle-to-biogas unit ratios are as follows:
  • For a 2 cu. mtr. size biogas plant, the applicant should own 2 cattles with approximately 30-40 kgs. of cowdung available per day.
  • For a 3 cu. mtr. plant, 3 cattles are required with 45-60 kgs. of cowdung per day.
  • For a 4 cu. mtr. plant, 4 cattles are required with 60-80 kgs. of cowdung per day.
  • For a 6 cu. mtr. plant, 5 cattles are required with 90-120 kgs. of cowdung per day.
  • For long-term maintenance and sustainability of the biogas plants, repair assistance of 20% of the standard cost will be provided after 6 years.
  • This assistance will help ensure that the biogas plants remain operational and continue to serve the beneficiaries' needs.
  • An individual beneficiary may receive a maximum of 3 units over their lifetime.
  • The subsidy provided by Government of India under Biogas programme shall be adjusted within this subsidy and balance shall be paid from State funds.

  • Institutions and private limited companies involved in agricultural activities and having a Krishi card will also be assisted under this scheme.

๐ŸŽ Benefits

  • The portable Vermi-composting unit of HDPE material i.e.Vermi-bed or Vermi composting bins of 100 litre and above laid on prepared hard surface free from sharp objects, and protected as above, maximum of 3 units would also be considered for subsidy @ 90% subsidy on the standard cost fixed and maximum amount of Rs 7,500/- per farmer.

Development of Manures & Fertilizers: Assistance for use of Micronutrients

The scheme โ€œDevelopment of Manures & Fertilizers" was launched by the Department of Agriculture, Government of Goa. The "Assistance for use of Micronutrients" component of the scheme aims to address micronutrient deficiencies in the soil that affect crop productivity and ensure healthy crop growth.

Assistance for the use of Micronutrients

๐Ÿ‘ค Eligibility

  • Any farmer carrying out agricultural activities in the State of Goa and having a Krishi card.
  • The farmer should be cultivating a minimum of 0.1 ha in general.
  • Institutions and private limited companies involved in agricultural activities and having a Krishi card will also be assisted under this scheme.
  • Farmer should possess a Soil Health Card not older than a 2-year period, or a certificate to that extent may be furnished by the Assistant Chemist of Soil Testing Laboratory (North/South).

  • Assistance for the use of Micronutrients
  • Micronutrients like Zinc, Boron, Magnesium Sulphate, and other notified micronutrients would be provided a 75% subsidy limited to Rs. 7,500/-per ha for all categories of farmers and a maximum of 4 ha per farmer.
  • The subsidy would be released after the micronutrients are purchased and used by farmers.

  1. Step 1: The interested applicant should visit the Zonal Agriculture Officer and request a hard copy of the prescribed format of the application form from the staff exclusively entrusted to issue and collect filled-in applications.
  2. Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).
  3. Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Zonal Agriculture Officer.

The scheme aims to amend the soil based on soil test reports, address pH and nutrient deficiencies in fertilization practices, and address important soil deficiencies like micronutrients that affect crop productivity. The payment of the sanctioned subsidy is through the Electronic Clearance System.

Assistance for the use of Soil Conditioner

๐Ÿ‘ค Eligibility

  • Any farmer carrying out agricultural activities in the State of Goa and having a Krishi card.
  • The farmer should be cultivating a minimum of 0.1 ha in general.
  • Institutions and private limited companies involved in agricultural activities and having a Krishi card will also be assisted under this scheme.
  • Farmer should possess a Soil Health Card not older than a 2-year period for availing assistance for Soil Conditioners and Micronutrients, or a certificate to that extent may be furnished by the Assistant Chemist of Soil Testing Laboratory (North/South).

๐ŸŽ Benefits

  • Assistance for the use of Soil Conditioner
  • The soil conditioners like Rock phosphate, agricultural lime, dolomite, etc., would be provided a 75% subsidy limited to Rs. 6,000/- per ha for all categories of farmers and a maximum of 4 ha per farmer.
  • The soil conditioner shall be purchased and used by the farmer, and the subsidy shall be released after the use of the same in the field.

Disability Pension (GBOCWWB)

Through the "Disability Pension" scheme, the worker who is permanently disabled due to Paralysis / Leprosy / Tuberculosis(TB) / Accident is provided with financial assistance of โ‚น300/- per month, and an ex-gratia payment of not more than โ‚น10,000/-, depending on the percentage of the disability.

๐Ÿ‘ค Eligibility

  • The applicant should be a Worker.
  • The worker should be between 18 to 60 years of age.
  • The worker should have completed ninety days of service as a registered worker in the year.
  • The applicant should be registered with the Goa Building and Other Construction Workers Welfare Board.
  • The applicant should be permanently disabled.
  • The disability should have been caused by Paralysis / Leprosy / Tuberculosis(TB) / Accident.
  • The unregistered workers/ their dependents shall be eligible upon production of a certificate from the builder or Inspector of the area stating that he/she is a building worker.

  • Financial Assistance of โ‚น300/- per month.
  • An ex-gratia payment of not more than โ‚น10,000/-, depending on the percentage of the disability.

  1. Step 1: The interested applicant should take print of the prescribed format of the application form for the scheme from the Official Website of the Department of Labour and Employment, Goa.
  2. Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
  3. Step 3: The interested applicant should submit the duly filled and signed application form and the documents to the concerned authority at the Office of the Commissioner, Labour & Employment, 2nd Floor, Sharma Shakti Bhavan, Patto Plaza, Panaji-Goa (0832-2437081/82/83, com-labo.goa@nic.in)
  4. Step 4: A receipt of the application will be assigned to the applicant by the concerned authority.
