Capital Contribution Scheme (Goa)
"Capital Contribution Scheme" aims to support local entrepreneurs, promote industrial units, and develop special products based on locally developed technology. Financial support is provided to local entrepreneurs and existing functional units.
๐ค Eligibility
- Clusters/Units which are in operation for a period of at least 3 years shall be eligible except those covered under the Goa Sick Industrial Unit Revival and Rehabilitation Scheme, 2008 or any such Scheme in force during the tenure of this Scheme.
- Partnership firms and private limited concerns shall be eligible under this Scheme except those covered under the Goa Sick Industrial Unit Revival and Rehabilitation Scheme, 2008 or any Scheme in force during the tenure of this Scheme.
- Only those Units which are permanently registered with the Directorate of Industries, Trade and Commerce will be eligible.
- *Preference will be given to units in the small-scale sector, units involved in research and development, technically oriented units, and units run by women entrepreneurs/clusters.
๐ Benefits
- Maximum capital contribution up to โน1,00,00,000/- per unit will be available, subject to the condition that contributions of promoters should be equal to or more than the capital contribution by the Government. However, this restriction/condition shall not be applicable to sick units.
- The capital contribution will be for 5 years as may be indicated in the sanctioned order with a guaranteed return of 6% or actual profit.
- Disbursement of Funds
- In case of approval, the capital contribution shall be released within a period of 60 days from the date of approval. The beneficiary must submit post-dated cheques for repayment and collateral security as per the scheme guidelines.
๐ How to Apply
- The application should be submitted by the eligible units to the Directorate of Industries, Trade and Commerce in the specified format along with the required documents.
- The Directorate of Industries, Trade and Commerce will scrutinize and consider the application within 3 months from the date of receiving it. The decision will be conveyed within 4 months from the date of receipt of the application.
Capital Investment Subsidy Scheme
Launched in 2018, the "Capital Investment Subsidy Scheme" is one of the "Information Technology Policy Schemes" by the Dept of Information Technology, Govt of Goa. The objective and the scope of this scheme is to provide Capital Investment Subsidy to the eligible Information Technology Units in Goa.
๐ค Eligibility
- 1. All the New and Existing Units must have their operations in Goa.
- 2. The applicant must be one of the following -
- Proprietorship Firm
- Private Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Public Limited Company incorporated under the Companies Act, 2013 (or equivalent)
- Registered Partnership Firm incorporated under the Indian Partnership Act, 1932 (or equivalent)
- Limited Liability Partnership incorporated under the Limited Liability Partnership Act, 2008 (or equivalent).
- 3. The bank accounts of the unit and/or its partner(s)/director(s) should be linked to Aadhaar.
- 4. For a said office space, a unit can avail of capital investment subsidy only if the unit has operated from the said office space for more than two years.
๐ Benefits
- 1. Capital investments do not include investments made towards land and building, if any, by the applicant.
- 2. All New Units developing office spaces will be eligible for a capital investment subsidy up to 20% on the capital investments made during the tenure of the Scheme.
- 3. An additional 10% subsidy on the capital investments made will be provided in case of the establishment of Mega Business Units.
- 4. All Existing Units, which qualify as Mega Units, are also eligible for a capital investment subsidy up to 20% of the capital investment incurred in the last 3 years prior to the date of notification of this policy.
- 5. An additional 10% subsidy on capital investments will be provided for the establishment of office spaces for the industries identified as key focus areas for the Government.
- 6. Based on the number of employees of Goan origin or Goan Graduates, the percentage of incentives under clauses 2.2, 2.3, 2.4, and 2.5 above shall be disbursed on a pro-rata basis as under:
- Upto 30% of employees on rolls of the company: 50%
- 30% to 60% employees on rolls of the company: 75%
- More than 60% of employees on rolls of the company: 100%
- *To avail of the benefits of the scheme, employees should be on the rolls of the company for a minimum period of one year.
- 7. In case of any expansions, the unit can avail of the investment subsidy provided it meets the criteria of the Expansion Unit. New employees of the expansion should be on the rolls for at least one year prior to the date of the application.
- 8. The maximum rebate under this provision would be as follows:
- Smaller Business Units โ โน10,00,000
- Other Business Units โ โน50,00,000
- Mega Business Units โ โน1,00,00,000
- NOTE: The benefits under this scheme are subject to budgetary allocation. No Promissory Estoppel shall be applicable if benefits are discontinued in case the allocation is exceeded.

Launched in 2018, "Capital Investment Subsidy Scheme for Goan Diaspora" is one of the "IT Policy Schemes" by the Dept of IT, Govt of Goa. All New Units developing office spaces will be eligible for a capital investment subsidy upto 20% on the capital investments made during the tenure of the Scheme.
๐ค Eligibility
- 1. The applicant should be a New/Existing Unit.
- 2. The applicant should have their operations in Goa.
- 3. The applicant should be one of the following:

- NOTE: Units will be subject to evaluation at the end of Fiscal Year to verify eligibility for continuing to receive subsidy under this scheme.

- 1. A capital investment subsidy of up to 20% on the capital investments made during the tenure of the Scheme.

The scheme provides reimbursement of up to 50% of the expenditure incurred for obtaining certifications for improving their employability. The scheme has been framed as a part of Goa's IT Policy that envisages Goa as an aspirational geographical and human resource base for IT Units.

Children's Tiatr Competition
The scheme aims to encourage the development of Tiatr by providing a platform for children aged up to 16 years to participate in traditional Konkani theatre productions. The scheme benefits Educational Institutions, Sports and Cultural Associations, and Individual Producers.
๐ค Eligibility
- The applicant must be an Educational Institution, Sports and Cultural Association, or Individual Producer.
- The applicant must ensure all child performers are aged up to 16 years on the date fixed for submission of application.
- The applicant must ensure themes of Tiatr are compulsorily based on the lives of children only.
- The applicant must ensure the duration of the tiatr is not less than one hour and a half and not more than two hours and a half (including interval of minimum 10 minutes and maximum 15 minutes).
- The applicant must present the Tiatr in the traditional format as approved by Tiatr Academy of Goa.
- The applicant must ensure the Tiatr has 6 to 7 acts (podd'dde) with at least 4 cantos.
- The applicant must ensure comedy is linked to the story of the play.
- The applicant must include at least 8 Kantaram which should include 1 duet (Interactive), 1 Duo (Interactive), 1 Trio (Interactive), 1 Quartet/Quintet (Interactive), 1 Choral Song and Solos.
- Priority
- The first three award winners of the previous year's Children Tiatr Competition will get a direct entry into this festival, provided their entries are received before due date.
- Other Conditions
- Not more than 2 shows of the given script must have been performed prior to the performance at the competition.
- No adverse remarks against any Governments, Individuals, Institutions or anything against caste, creed and religion in the scripts, lyrics of songs, performances, or speeches.
- Artistes including technicians and backstage artistes whose names appear in the submitted list shall be permitted to participate only under that troupe (Only musicians can take part in more than one troupe).

- After submission, Tiatr Academy of Goa will scrutinize the script to verify whether it is related to the lives of children and check the interactive nature of kantaram. Feedback, if any, will be provided to the applicant within 10 days. The Academy has the right to make suggestions for improvement or reject the script completely if found unrelated to children's lives.
- Step 2: Participate in Selection Process (If Applicable)
- If more than 15 applications are received, attend the meeting called by Tiatr Academy of Goa where selection of the remaining 12 troupes will be done by lots. The first three award winners of the previous year get direct entry if their applications are received before the due date.
- Step 3: Submit Final Documentation Before Competition
- Submit the final typed copy of the script, typed copy of songs (kantaram), cast of the tiatr, and summary of songs to Tiatr Academy of Goa during office hours exactly 3 days before the date of commencement of the tiatr competition.
- Step 4: Participate in Competition
- Stage the Tiatr at the place and day identified by Tiatr Academy of Goa according to the announced schedule. The performance will be judged by a panel of judges appointed by the Academy, and their decision will be final and binding on all participants.
CM-Vashistha Guru Puraskar
The scheme aims to celebrate the unique contribution of some of the finest teachers in the state and to honour those teachers who through their commitment and industry have not only improved the quality of school education but also enriched the lives of their students.

- โฆ The applicant, if an in-service Regular Teacher or Special Educator, must have completed at least 15 years of regular teaching service in the State of Goa as on June 30th of the academic year for which they are applying.
- โฆ The applicant, if a Headmaster, must have 5 years of administrative experience out of the required 15 years of regular teaching service in the State of Goa.
- Preference/Reservation
- โฆ One award out of the 10 is reserved for a differently abled teacher or Head of the School/Special Educator from Regular or Special Schools.
- โฆ The applicant applying for the Differently Abled Category must attach a disability certificate indicating more than 40% disability.

Co-Working Space/ Incubators/ Accelerators Subsidy Scheme
The scheme โCo-Working Space/ Incubators/ Accelerators Subsidy Schemeโ is a scheme by the Dept. of Information Technology, Electronics and Communications, Govt. of Goa, for the Startups of Goa. Through this scheme, the startups will be reimbursed a fixed amount for the seats occupied by them.

- All the startups have to pay digitally to co-working spaces/ incubators/ accelerators listed by the SPC. In case digital payments are not possible, then it shall be up to the decision of SPC as per its guidelines to admit the expenditure.
- The bank accounts of the startups should be linked to Aadhaar.
๐ Benefits
- In the case of Seat Offered by the Co-Working Spaces
- The startup will be reimbursed 50% of the seat cost or a maximum benefit of โน3000 per seat, and can claim this benefit for a maximum cap of 8 seats only.
- The benefits at co-working spaces can be availed for a maximum period of two years per startup.
- A total of 100 seats in co-working will be subsidized under this scheme each year.
- In the case of Seat Offered by the Incubators
- The startup will be reimbursed 50% of the seat cost or a maximum benefit of โน5000 per seat, and can claim this benefit for a maximum cap of 8 seats only.
- The benefits at incubators can be availed for a maximum period of one year per startup.
- A total of 50 seats in incubators will be subsidized under this scheme each year.
- In the case of Seat Offered by the Accelerators
- The startup will be reimbursed 50% of the seat cost or a maximum benefit of โน6000 per seat, and can claim this benefit for a maximum cap of 8 seats only.
- The benefits at accelerators can be availed for a maximum period of three months per startup.
- A total of 50 seats in accelerators will be subsidized under this scheme each year.
- NOTE 1: For certain deserving startups determined through the internal guidelines of the SPC, the SPC may choose to reimburse up to 100% of the amount paid to co-working, incubator, or accelerator by the startups.
- NOTE 2: The reimbursement in this scheme can be claimed on any of the plans offered by the co-working spaces, incubators, or accelerators listed by the SPC.
- NOTE 3: Under no circumstance shall the benefits under this scheme be considered an entitlement.
๐ How to Apply
- Step 1: Visit the Official Website of Goa Startup Mission.
- Step 2: Verify your Email ID and Mobile Number using OTP. You will be redirected to the Registration Page.
- Step 3: On the Registration/Signup Page , fill in all the mandatory fields of the registration form (Country, Name, Date of Birth, Address, PIN Code, Gender, etc.).
- Step 4: Create a Login Name and a strong Password (Password can have special characters like @ # $ % ^ & + =).
- Step 5: Carefully read the Declaration and the Terms & Conditions, and tick the checkboxes.
- Step 6: Fill in the Captcha Code, and click "Register/Signup".
- Step 7: Login to the website using your Login Name and Password. Fill in the Captcha Code, and click "Login".
- Step 8: Navigate to the online application form for the relevant scheme.
- Step 9: In the application form, fill in all the mandatory fields and upload all the mandatory documents (self-attest if required).
- Step 10: Submit the application and note the application reference number for application tracking.
- Evaluation Process
- Step 1: On receipt of the complete application, the SPC shall inspect and verify the contents of the application. Based on the received documents, SPC will scrutinize and perform necessary due diligence on the expenses incurred.
- Step 2: The SPC shall recommend the application for the sanction of reimbursement of the costs.
- Notification
- The applications received by the SPC shall be evaluated and approval or rejection shall be notified within 45 days from receipt of the application by the SPC.
Commemoration of Jubilees/Birth Anniversaries of Tiatr Artistes of Yesteryears
The scheme aims to commemorate the significant contributions of deceased Tiatr artistes, making the younger generation aware of their legacy. It provides financial assistance, publicity, and venue support for organizing cultural programmes celebrating jubilee/birth anniversaries of these pioneers.
๐ค Eligibility
- The applicant must be an organizing institution or an individual.
- The applicant must propose a programme to celebrate jubilee/birth anniversaries of artistes of yesteryears who are no longer living.
- The applicant must ensure the programme aims to make the younger generation aware of the contribution and sacrifices of these Tiatr artistes.
- The applicant must ensure the programme includes the narration of the history of the life of the late artiste to whom the programme is dedicated.
- The applicant must ensure the family members of the deceased artiste are compulsorily invited for the function.
- The applicant must give the proposal well in advance, providing all details of the programme, including typed script and lyrics to be presented, and the names of the artistes.
- The applicant must insert/publish/announce "This programme is held in collaboration with Tiatr Academy of Goa" in all advertisements, whether oral, print, or electronic media, and on banners.
- The applicant must display the Tiatr Academy of Goaโs banner on the front side wing of the stage if it is a Tiatr, and return it after all shows.
- The applicant must display a banner of minimum size 6ft.x10 ft. carrying the Tiatr Academy of Goaโs logo as a back drop if it is a Musical Show.
- The applicant must discuss with the Tiatr Academy of Goa and decide about the Chief Guest/Guest of Honour well in advance.
- The applicant must ensure the President/Vice President of the Tiatr Academy of Goa will either be the Chief Guest or Guest of Honour at the function.
- The applicant must ensure the duration of the programme is at least 2 hours.
- The applicant must ensure there are no adverse remarks made in any form, either written or verbal, against any Government/Individual/Institution, etc., or anything against oneโs caste, creed, and religion which may lead to hurting religious sentiments.
๐ Benefits
- Financial Assistance: An amount as fixed by the Tiatr Academy of Goa.
- Auditorium/Hall Provision: Provision of an auditorium or hall by the Tiatr Academy of Goa to stage the programme.
- Additional Financial Assistance for Village Programmes: An additional amount as fixed by the Tiatr Academy of Goa for hall charges or stage erection charges if the programme is held in a village.
- Programme Staging: A maximum of 4 shows at 4 different places, including 3 shows in Panaji, Margao, Curchorem, Vasco, or any other city, and 1 show compulsorily staged in the artisteโs area of residence.
- Optional Additional Shows: An additional 2 shows may be granted for performance in villages only, subject to the availability of funds, at an amount (as fixed by the Tiatr Academy of Goa) plus an additional amount (as fixed by the Tiatr Academy of Goa) for Pandal/Hall/Auditorium including Stage, Sound, etc..
- Publicity: Wide publicity will be given through print and electronic media.
- Banner Provision: One banner for Tiatr performances, to be collected from and returned to the office of the Tiatr Academy of Goa, must be displayed on the front side wing of the stage.

Competition of Zomnivoilo Khell
The scheme aims to preserve and promote the traditional folk theatre of Goa called 'The Khell'. It provides financial assistance to participating theatre troupes in annual competitions organized across Goa. The applications for this scheme are accepted offline through prescribed application forms.
๐ค Eligibility
- The applicant must be an institution or individual organizing a Khell performance.
- The applicant must have staged the Khell during the current carnival season.
- The applicant must comply with the exact format of Zomnivoilo Khell comprising 8 to 10 songs called Cantos.
- The applicant must ensure each canto consists of 2 verses and one chorus with limited dialogues.
- The applicant must maintain the duration of each Khell between 40 to 60 minutes.
- The applicant must ensure comedy in the Khell is related to the story.
- The applicant must use traditional musical instruments including drums and two blowing instruments.
- The applicant must ensure no adverse remarks are made against any governments, individuals, institutions, or anything against caste, creed, and religion.
- Artists can participate in only one group and one Khell (except musicians who can participate in multiple Khells).
- Mandatory attendance at discussion session on positive and negative aspects of performances.
- No adverse remarks against any governments, individuals, institutions, or anything against caste, creed, and religion.
- The three Khell troupes which won 1st, 2nd, and 3rd places in the previous competition receive direct entry provided they apply within stipulated time.

- Step 2: Attend Mandatory Discussion
- Participate in the compulsory discussion session on positive and negative aspects of performances at the Conference Hall of Tiatr Academy of Goa, Block A, 2nd Floor, Campal Trade Centre, Campal, Panjim on the appointed date and time.
- Step 3: Performance and Payment
- Perform the Khell as scheduled and receive the financial assistance cheque issued in the name of the applicant as mentioned in Serial Number 1 of the application form.
Construction of Fish Markets
โConstruction of Fish Marketsโ is a scheme by the Dept. of Fisheries, Govt. of Goa. Through this scheme, subsidy is provided to the local bodies such as Municipalities and Village Panchayat in the State of Goa for the construction of fish markets. The applications are accepted only in offline mode.

- The applicant should be a local body such as a Municipality or a Village Panchayat in the State of Goa.

- For Panchayats/Municipalities with an Annual Income of up to โน2,00,000: 100% Subsidy, Limited to โน5,00,000.
- For Panchayats/Municipalities with an Annual Income Above โน2,00,000: 75% Subsidy, Limited to โน5,00,000.

- Step 1: The interested applicant should request the prescribed format of the application form from the department.
- Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
- Step 3: Submit the duly filled and signed application form along with the documents to the concerned authority at the Department of Fisheries, Dayanand Bandodkar Marg, Patto Colony, Panaji Goa - 403 521, or to the official posted at BDO Office/ Sub-Offices of the Department of Fisheries.
- Grievance Redressal
- Any dissatisfaction or complaint about any service or its standards can be registered with the Department's Grievance Redressal Officer . The grievance can also be lodged on the link dir-fish.goa@nic.in . All complaints will be acknowledged by us and final action taken will be communicated within 30 days.
