Kalakar Kritadnyata Nidhi: Scholarships/Incentives

The scheme aims to provide financial support to the wards of recognized Goan artists who are pursuing higher education, thereby addressing the economic challenges faced by artist families in supporting their children's educational aspirations and ensuring continuity of educational opportunities.

A monthly scholarship of โ‚น750/- is sanctioned to eligible wards during the currency of the academic year.

๐Ÿ‘ค Eligibility

  • The artist must be a Goan, i.e., born and brought up in Goa.
  • The artist must be recognized by the Directorate of Art & Culture, Government of Goa.
  • The income of the family of the artist (from all sources) must not exceed โ‚น2,00,000/- per annum.
  • The artist must not be less than 50 years in age. (The Government may relax the age criteria for deserving cases under special circumstances.)
  • The ward must be enrolled in a recognized educational institution.
  • The ward must be pursuing Postgraduate, Degree, or Professional courses.
  • The ward may be enrolled in educational institutions within the state or outside the state.

๐ŸŽ Benefits

  • A monthly scholarship of โ‚น750/- is sanctioned to eligible wards during the currency of the academic year.
  • The vacation period is excluded from the scholarship disbursement period.
  • The scholarship is disbursed on a half-yearly basis.

  1. Step 1: Visit the office of the Directorate of Art & Culture, Sanskruti Bhavan, Patto, Panaji, Goa, and collect the prescribed application form for the scheme.
  2. Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).
  3. Step 3: Submit the completed application form along with all required documents directly to the Directorate of Art & Culture, Sanskruti Bhavan, Patto, Panaji, Goa.
  4. Step 1: The Directorate shall forward the application to the sub-committee for scrutinizing the application thoroughly. The Director shall give its recommendations to the sub-committee.
  5. Step 2: The sub-committee shall consider the received applications and recommend the names considered fit by the sub-committee to avail the benefits under this scheme. The committee shall decide the quantum of assistance to be released.
  6. Step 3: After the committee decides on the quantum of assistance, the approval from the Government shall be obtained for disbursement of the financial assistance.
  7. Step 4: After obtaining Government approval, the Director shall disburse the one-time financial assistance amount in the form of Electronic Clearing System mode to the bank account.

Kanya Dhan Scheme for SC Students

The scheme "Kanya Dhan Scheme for SC Students" by the Directorate of Higher Education, Government of Goa. Through this scheme, an amount of โ‚น 25,000/- is provided to the girl students of the Scheduled Caste Communities once they pass the 12th standard board examination (or equivalent).

An amount of โ‚น 25,000/- is provided as a fixed deposit in the name of the girl child and the officer nominated by the government.

๐Ÿ‘ค Eligibility

  • For Application
  • The applicant should be a girl.
  • The applicant should be a student.
  • The applicant should have passed the 10th Standard of examination.
  • The applicant should have appeared in the 11th Standard of any stream (Science/Arts/Commerce/Vocational/ITI).
  • Upto 2 girl children of a family are entitled under this scheme.
  • For Disbursal of Benefits
  • The applicant should have passed the 12th standard examination in three attempts or within two years of the first attempt, whichever is earlier (otherwise, the money shall be forfeited and credited to the Government Treasury).

  5. In the Student Registration Form, fill in the following fields:
  6. Student's Name, Gender, Category, Date of Birth (DD-MM-YYYY), Aadhaar Number, House Number, Waddo/Street, Village Panchayat/Municipality, District, Taluka, Assembly/Constituency, City/Town/Village, PIN Code, Mobile Number, Email ID.
  7. Step 4: Create a password ranging between 8 to 15 characters and confirm the same.
  8. Step 5: Click "Register" and then click "Yes" to the Confirmation Popup.
  9. For Application
  10. Step 1: Upon successful registration, visit the Official Website of the Chief Minister Scholarship Portal, Government of Goa.
  11. Step 2: At the top right corner of the landing page, click " Login ".
  12. Step 3: On the login page, fill in your username, password, captcha code, and click "Login".
  13. Step 4: Upon logging in, a list of eligible schemes will be displayed. Click the scheme that you intend to apply for.
  14. Step 5: In the "Apply" section on the side navigation bar, click "Fresh Application".
  15. Step 6: Fill in all the mandatory fields of the Application Form and upload all the required documents in the specified format and size and click "Submit".

Konkani Drama Competition

The "Konkani Drama Competition" is a cultural scheme by Kala Academy under the Dept. of Art and Culture, Govt. of Goa. It is held annually to promote theatre among the institutions. Eligible participants are those registered under the Societies Registration Act, 1860, with renewed registration.

An auditorium with permissible infrastructure is provided free of charge.

  1. Step 1: The interested applicant should take a printout of the prescribed format of the application form available on the official website of Kala Academy, Goa.
  2. Step 2: In the application form, fill in all the mandatory fields, paste the passport-sized photograph (signed across, if required), and attach copies of all the mandatory documents (self-attest, if required).
  3. Step 3: Submit the duly filled and signed application form along with the documents, within the prescribed period (if any), to the Member Secretary, Kala Academy, Goa.

Konkani Song & Music Awards (Tiatr Kantaram)

The scheme aims to encourage producers, lyricists, singers, and musicians to produce qualitative Konkani Audio/Video/Digital albums of Tiatr songs. Cash awards from โ‚น5,000/- to โ‚น30,000/- are provided across twelve categories to Goan artists producing Konkani kantaram albums.

Male singer of the year (Solo): โ‚น10,000/-

๐Ÿ‘ค Eligibility

  • The applicant must produce Konkani Audio Compact Disc/Video Compact Disc/Digital Versatile Disc/Digital Albums between 1st January and 31st December of the year identified by Tiatr Academy of Goa.
  • The applicant must ensure the music director is compulsorily a Goan or of Goan origin.
  • The applicant must ensure singers in the Album are Goans whose mother tongue is Konkani.
  • The applicant must ensure the Album contains songs only in Konkani language and not in other languages like English, Hindi, Portuguese etc.
  • The applicant must ensure the songs in the Album are not old songs or remix of old songs.
  • The applicant must ensure the Audio Compact Disc/Video Compact Disc/Digital Versatile Disc/Digital Albums consists of minimum 8 Konkani kantaram.
  • The applicant must ensure there are no adverse remarks in any form against any Governments/Individuals/Institutions or against caste, creed and religion in the lyrics of songs/performances/speeches.
  • Competition Requirements
  • The applicant must ensure there are minimum three entries in each category to participate in that particular category competition.
  • The applicant must ensure for Best Album award, the album has at least 5 kantaram from specified categories: one solo, one duet (interactive lyrics), one duo (interactive lyrics), one trio (interactive lyrics), one quartet/quintet (interactive lyrics), one choral song.
  • Child Singer Category
  • The applicant must ensure child singers have not completed 16 years of age on or before 31st December of the year identified by Tiatr Academy of Goa.

Laadli Laxmi Scheme

Laadli Laxmi Scheme was launched with the intention to address the undesirable tendency of female foeticides and with an aim towards erasing the general perception that the birth of a girl in the family is a burden on her parents/guardian during her marriage.

For Unmarried Beneficiaries (beneficiaries who attain the age of majority i.e. 18 years on or after 01-04-2012)

๐Ÿ‘ค Eligibility

  • The applicant should be a Girl.
  • The applicant should be born in the State of Goa OR should be a resident of Goa for the last fifteen years.
  • In case, the applicant is a resident of Goa for the last fifteen years, she should have been educated in Goa for a minimum period of 7 years (continuous).
  • The parental income of the applicant does not exceed โ‚น 3,00,000 per annum.
  • The applicant should qualify for ANY ONE of the following three criteria:
  • a) At least one of the parents of the applicant is born in Goa and is also a resident of Goa for the last fifteen years.
  • b) One of the parents of the applicant is residing in Goa for the last twenty-five years.
  • NOTE: In case the applicant is an affected person of Tillari Irrigation Project (a joint venture of the Government of Goa and the government of Maharashtra) and was rehabilitated in the State of Goa, her application shall be sanctioned if she produces a certificate issued by the Collector, North Goa District relaxing the condition of 10/15 years domicile in the State of Goa for various purposes for her family.

๐ŸŽ Benefits

  • For Unmarried Beneficiaries (beneficiaries who attain the age of majority i.e. 18 years on or after 01-04-2012)
  • Financial Assistance of โ‚น 1,00,000, by means of a bank fixed deposit, jointly in the name of the Director (DoWCD) and the applicant.
  • The fixed deposit shall be renewed annually automatically on maturity, along with the amount of interest accrued, till the date of claim by the applicant as per the scheme or until the age of 45 years whichever is earlier.
  • For Married Beneficiaries ( beneficiaries who have already attained the age of 18 years before 01-04-2012 and are in the age group of 19 to 45 years prospectively from 1st April, 2016)
  • Financial Assistance of โ‚น 1,00,000., by means of cash payment.

Land/Built-Up Area Rebate Scheme

"Land/Built-Up Area Rebate Scheme" by the Dept. of IT, Govt. of Goa. The scheme aims to provide Land / Built-up Area Rebate to the IT Industry in the state of Goa. A one-time rebate for the purchase of Land for creating IT Office Space and for the purchase of Built-Up office space for IT operations.

1. Purchase of Land for creating IT Office Space: A one-time rebate at โ‚น40,000 per male employee (โ‚น50,000 per female employee) will be provided up to 60% of the cost of the land as determined by the Consideration Amount (value as defined in the Stamp Registration/ Sale Deed).

๐Ÿ‘ค Eligibility

  • 1. All the New and Existing Units must have their operations in Goa.
  • 2. The applicant must be one of the below:
  • Proprietorship Firm
  • Private Limited Company incorporated under the Companies Act, 2013 (or equivalent)
  • Public Limited Company incorporated under the Companies Act, 2013 (or equivalent)
  • Registered Partnership Firm incorporated under the Indian Partnership Act, 1932 (or equivalent)
  • Limited Liability Partnership incorporated under the Limited Liability Partnership Act, 2008 (or equivalent)
  • 3. The bank accounts of the unit and/or its partner(s)/director(s) should be linked to Aadhaar.
  • 4. The applicant unit shall be eligible for the benefits under this scheme only upon production of Udyog Aadhaar.
  • 5. The unit can avail land/built-up area rebate only if the unit has operated from the said office space for a period of more than one year.
  • 6. The employees should have been on the rolls of the company for a minimum period of one year.
  • 7. To claim the incentive, the unit should achieve the targets (both investments and employment) mentioned in the business plan.

๐ŸŽ Benefits

  • 1. Purchase of Land for creating IT Office Space: A one-time rebate at โ‚น40,000 per male employee (โ‚น50,000 per female employee) will be provided up to 60% of the cost of the land as determined by the Consideration Amount (value as defined in the Stamp Registration/ Sale Deed).
  • 2. Purchase of Built-Up office space for IT operations: A one-time rebate will be provided up to 20% of the cost of the space as determined by the Consideration Amount (value as defined in the Stamp Registration/ Sale Deed).
  • NOTE 1: The maximum rebate under this provision for land purchased would be โ‚น1,50,00,000 and for the purchase of Built up space would be โ‚น1,00,00,000.
  • NOTE 2: A Unit can avail of any one of the above-mentioned rebate options. To avail of this rebate, the Units should have direct employment proportional to the built-up space created at the rate of up to 80 sq ft per employee. Direct employees should have been on the rolls of the unit for a minimum period of 12 months.
  • 3. Based on the number of employees of Goan origin or Goan Graduates, the percentage of incentives under clauses 2.1 and 2.2 above shall be disbursed on a pro-rata basis as under:
  • Upto 30% of employees on rolls of the company: 50%
  • 30% to 60% employees on rolls of the company: 75%
  • More than 60% of employees on the rolls of the company: 100%.
  • 4. For Existing Units, rebates may be claimed on transactions that are made up to 3 years prior to the notification of the policy.
  • 5. For New Units, the rebate may be availed on transactions made post-notification of the policy. Prescribed guarantees would be taken from the sponsors of the project for the rebate.
  • NOTE: The benefits under this scheme are subject to budgetary allocation. No Promissory Estoppel shall be applicable if benefits are discontinued in case the allocation is exceeded.

  1. Step 1: Visit the Official Web Portal of Goa Online. At the top right corner, click " Register ".
  2. Step 2: On the next page, verify your Email ID and Mobile Number using OTP. You will be redirected to the Registration Page.
  3. Step 3: On the Registration Page, fill in all the mandatory fields of the registration form. Create a Login Name and a strong Password. Carefully read the Declaration and the Terms & Conditions, and tick the checkboxes. Fill in the Captcha Code, and click "Register/Signup".
  4. Step 4: Login to the website using your Login Name and Password. Fill in the Captcha Code, and click "Login".
  5. Step 5: In the top ribbon, click on "Services", then click on " IT Services ". Click on the name of the scheme. You will be taken to the application form for the scheme. Fill in all the mandatory fields and upload all the mandatory documents.
  6. Step 6: Submit the application. A unique registration number will be generated. Note this number for future reference.
  7. NOTE: The applicant can apply for this scheme on a quarterly/bi-annually/annual basis after incurring the relevant expenditure.

The scheme "Laptop Scheme for Meritorious Students of SC/ST" by the Department of Information Technology, Electronics and Communication, Government of Goa aims to provide laptops to the meritorious students who were born in Goa.

  • The applicant should have scored at least 70% (aggregate) marks in the class 10th examination of the Goa Board.
  • The applicant should be schooling in the taluka in which he/she is considered meritorious.
  • In the case of male students, he should have featured in the Top 5 among the Class 10th male students of his taluka.
  • In the case of female students, she should have featured in the Top 5 among the Class 10th female students of her taluka.

The scheme aims to equip Class XI students with individual portable computer systems to enhance digital learning, knowledge acquisition, and skill attainment for employment or self-employment. Students receive one entry-level Laptop or Notebook equipped with specific technical requirements.

Provision of one (1) entry-level portable computer system (Notebook or Laptop).

๐Ÿ‘ค Eligibility

  • The applicant must be a student of 11th standard.
  • The applicant must be studying in a recognized Higher Secondary School in Goa.

๐ŸŽ Benefits

  • Provision of one (1) entry-level portable computer system (Notebook or Laptop).
  • The system must be equipped with at least mid-level Processors.
  • The system must include a DVD-ROM Drive.
  • The system must include Wi-Fi connectivity.
  • The system must include multimedia speakers.
  • The system must have a 15-inch or more screen size.
  • The system must have a requisite Preloaded Open Standards Supported Operating System.
  • The operating system must be backed by premium or comprehensive technical support for at least three (3) years from reputed software companies such as Windows Operating System.
  • Benefits are derived immediately after the approval of the Government, depending on the availability of funds and after following all codal formalities.
  • The portable computer systems are supplied immediately to the students in various higher secondaries once tenders are decided and supply orders are issued to the various suppliers.
  • The applicant must deposit a refundable Registration Fee as decided by the Government.
  • The fee, once deposited, is not refunded in any case by the Government.
  • The student, parent, or guardian shall give a valid receipt of the portable computer system received to the Education Department.
  • This receipt must be submitted after obtaining the portable computer system through the respective Head of the Institute.

  1. Step 1: The student must obtain the prescribed format of the application form of the scheme from the institution where he/she is currently studying.
  2. Step 2: In the application form, fill in all the mandatory fields, and attach copies of all the mandatory documents (self-attest, if required).

  5. The Government processes the application, decides the tenders, and issues supply orders to the various suppliers after following all formalities.

  7. The students derive the benefit of the scheme immediately after the approval of the Government, although disbursement is dependent on the availability of funds. The suppliers are directed to supply the Laptops or Notebooks immediately to the students in various higher secondaries across the state.

  9. After receiving the portable computer system, the student, parent, or guardian must submit a valid receipt of the system received to the Education Department through the respective Head of the Institute.

Lease Rental Rebate Scheme for Goan Diaspora

The "Lease Rental Rebate Scheme for Goan Diaspora" is one of the "IT Policy Schemes" by the Dept of IT, Govt of Goa. The objective is to provide Lease Rental Rebate for Goan Diaspora. A 100% reimbursement of the lease rentals will be provided for a period of first 6 months of operations.

๐Ÿ‘ค Eligibility

  • 1. The applicant should be a New/Existing Unit.
  • 2. The applicant should have their operations in Goa.
  • 3. The applicant should be one of the following:
  • Proprietorship Firm
  • Private Limited Company incorporated under the Companies Act, 2013 (or equivalent)
  • Public Limited Company incorporated under the Companies Act, 2013 (or equivalent)
  • Registered Partnership Firm incorporated under the Indian Partnership Act, 1932 (or equivalent)
  • Limited Liability Partnership incorporated under the Limited Liability Partnership Act, 2008 (or equivalent)
  • 4. The bank accounts of the unit and/or its partner(s)/director(s) should be linked to Aadhaar.
  • 5. The unit should be operational for at least one year prior to the date of application.
  • 6. For a said office space, an IT unit can avail lease rental rebate only if the unit has operated from the said office space for a period of more than one year.
  • 7. The company/ firms should be registered in Goa.
  • 8. The company/ firms' CEO / Head or the Majority Stakeholder(s) should be Goan Diaspora.
  • 9. The company/ firm should hire minimum 15 employees and minimum 60% of those employees should be of Goan Origin.
  • 10. The employees should be on the rolls of the company for a minimum period of one year.
  • NOTE: Units will be subject to evaluation at the end of Fiscal Year to verify eligibility for continuing to receive subsidy under this scheme.

๐ŸŽ Benefits

  • 1. A 100% reimbursement of the lease rentals will be provided for a period of first 6 months of operations.
  • 2. A reimbursement of โ‚น 35 per sq. ft. or 80% of the total lease rentals; whichever is lower; will be provided up to a maximum period of 2 years.
  • 3. Incentives shall be disbursed on a prorata basis based on the percentage of Employees of Goan origin or Goan Graduates:
  • Upto 30% of employees on rolls of the company: 50%
  • 30% to 60% employees on rolls of the company: 75%
  • More than 60%employees on rolls of the company: 100%
  • NOTE 1: The benefits under this scheme are subject to budgetary allocation. No Promissory Estoppel shall be applicable if benefits are discontinued in case the allocation is exceeded.
  • NOTE 2: Only expenditure incurred during the operation of the policy will be considered.

  6. Step 6: Submit the application. A unique registration number will be generated. Note this number for future reference.
  7. NOTE: The applicant can apply for this scheme on a quarterly/bi-annually/annual basis after incurring the relevant expenditure.

Lease Rental Subsidy Scheme

Launched in 2018, the "Lease Rental Subsidy Scheme" is one of the "Information Technology Policy Schemes" by the Department of Information Technology, Government of Goa. The objective and the scope of this scheme is to provide Lease Rental Subsidy to the eligible Information Technology Units in Goa.

1. A rental/ Lease reimbursement on the built-up office space lease/rent, up to 50% of the Annual Lease Rentals (60% in cases where 30% or more of the employees are women) for a period of 2 years.

๐Ÿ‘ค Eligibility

  • 1. The applicant should be a New or an Existing Unit.
  • 2. The applicant must have their operations in Goa.
  • 3. The applicant must be one of the following:

  • *In order to avail the benefits of the scheme, the employees should be on the rolls of the company for a minimum period of one year.
  • 3. The above rebate is also applicable if the built-up space is leased from GIDC/ any Government Agency.
  • 4. For the units availing land from GIDC/ any Government Agency, a reimbursement of the upfront lease premium (as per the Stamp Registration) paid by the unit shall be reimbursed as per the payment to the Allotment Agency. In addition, the annual lease rentals paid to the allotment can also be claimed post-completion of one year of operation. This reimbursement would be provided for a period of 2 years.
  • 5. In order to avail of this benefit the unit should be operational for at least one year prior to the date of applying for the incentive.
  • 6. The Maximum benefit under this scheme for smaller business units would be โ‚น10,00,000.
  • 7. There is no cap for the Mega & Other Business Units under this Scheme.
  • NOTE 1: The benefits under this scheme are subject to budgetary allocation. No Promissory Estoppel shall be applicable if benefits are discontinued in case the allocation is exceeded.
  • NOTE 2: The applicant units will be subject to evaluation at the end of the Fiscal Year to verify eligibility for continuing to receive a subsidy under this scheme.

The scheme aims to recognize veteran Khell/Khell-Tiatr artistes who have made significant contributions to this traditional art form. It honors deserving artistes with lifetime achievement awards and cash burse.

๐Ÿ‘ค Eligibility

  • The applicant must be not less than 60 years of age.
  • The applicant must have at least 10 years of contribution in the field of Khell-Tiatr.
  • The applicant must demonstrate excellence as an actor, script writer, director, singer, lyricist, set designer, or other theatrical role in Khell/Khell-Tiatr.
  • The applicant who is an actor/singer/stage manager/lights effects provider/make-up artist/costume designer/live music/background music provider must have performed in at least 10 khell-tiatrs.
  • The applicant who is a writer/director must have written/directed at least 10 khell-tiatrs.
  • *Award can only be received once in a lifetime across all related categories.
  • The applicant's innovative contributions to the presentation of Khell/Khell-Tiatr will be evaluated.
  • The applicant's work in other languages or films beyond Khell/Khell-Tiatr will be considered.
  • The applicant's published books of scripts/lyrics will be taken into account.
  • The applicant's previous awards in the field will be considered.
  • Age limit may be relaxed if the health of the artiste is not well.

  1. The application is through recommendations from individuals or institutions, or through response to advertisements in local newspapers.
  2. Step 1: The applicant must take a printout of the prescribed format of the application form. Alternatively, the interested applicant should visit the Tiatr Academy of Goa, and request the hard copy of the prescribed format of the application form from the designated staff.
  3. Step 2: In the application form, fill in all the mandatory fields:
  4. Recommender Information: Fill in the complete details of the recommender including name, full address, contact numbers (landline and mobile), Aadhaar Card number, and provide a brief description of the recommender (limited to 100 characters).
  5. Nominee Details: Complete the nominee section with full personal information including name with title (Mr./Mrs./Miss), stage name, father's name, mother's name, date of birth, age, educational qualification, correspondence address, phone numbers (landline and mobile), Aadhaar Card number, and email identification.
  6. Contribution Details: Select the applicable contribution categories by ticking the appropriate boxes (Actor, Singer, Musician, Director, Producer, Writer, Lights, Setting, Sound, Promoter/Organizer, or Other with specification). Provide detailed information for each selected category including the number of Khell-Tiatrs involved and names of at least 10 productions.
  7. Additional Achievements: Fill in information about gramophone records, Compact Discs, Digital Versatile Discs produced, film appearances, published books of Khell-Tiatrs, and awards won for contributions to the Khell-Tiatrs stage.
  8. Step 3: Paste the passport-sized photograph (signed across, if required). Attach copies of all the mandatory documents (self-attest, if required).

The scheme provides a prestigious annual award consisting of a shawl, memento, citation, and cash purse of โ‚น50,000/-, with recognition given at a special function held on 24th April every year on the anniversary of the release of the first Konkani film 'Mogacho Anvddo' by late Al-Jerry Braganza.

  • The applicant, if a script writer or lyricist, may have published books of their scripts or lyrics.
